In accordance with Maryland’s Open Meetings Act, General Provisions Article § 3-104, the Board met in Administrative Function on 12/9/20 at 7:00 p.m. in the Board Room. The Board was provided updates on a negotiated agreement and a charter school.
Due to the critical health situation that our community is currently experiencing, the January 13th Board meeting will take place via teleconference. The meeting will not be open to the public. The Board allocates 30 minutes for public comment. PURPOSE OF PRESENTATION:
To seek Board of Education acceptance of a Provider Relief Fund grant from the U.S. Department of Health and Human Services.
BACKGROUND/SUMMARY:
Frederick County Public Schools (FCPS) has been awarded a $117,579 Provider Relief Fund grant to support special education students and teachers.
The Provider Relief Fund offers financial relief during the COVID-19 pandemic to organizations who bill Medicaid fee-for-service. The Provider Relief Fund was authorized as part of the Coronavirus Aid, Relief and Economic Security (CARES) Act in March 2020 as a response to the economic fallout of the pandemic.
Medicaid, also referred to as Medical Assistance, covers the cost of medical care for qualifying individuals. In FCPS, Medical Assistance supports students with disabilities. Educational fee-for-services that are eligible to be billed to Medical Assistance include service coordination, the administration of diagnostic assessments, speech language therapy, therapeutic services, occupational and physical therapy and special transportation.
If accepted by the Board of Education, Provider Relief Funds will be used for the following:

PURPOSE OF PRESENTATION: To review the Fiscal Year 2022 Superintendent’s Recommended Operating Budget (SRB) with the Board of Education (BOE).
BACKGROUND/SUMMARY: The Superintendent released her Fiscal Year 2022 Recommended Operating Budget on Monday, January 11, 2021. The budget aligns with the BOE’s strategic plan, and totals $701.2 million. The SRB is 3.95% more than the Fiscal Year 2021 approved operating budget, and has $34.3 million more in expenses than revenues.
The BOE is scheduled to hold budget discussions with individual divisions and departments of FCPS during a scheduled budget work session on Wednesday, January 20, 2021 from 9:00 a.m. to 3:00 p.m. The BOE is then scheduled to approve a proposed budget at the January 27, 2021 BOE meeting to take to the February public hearing.
The BOE Operating Budget public hearing is scheduled for Wednesday, February 3, 2021 beginning at 7:00 p.m. in a virtual format. For the public hearing, constituents may submit testimony via email, video submission, or telephone. Details on how to submit testimony will be available from the Public Affairs team on FCPS.org and via FindOutFirst.

PURPOSE OF PRESENTATION:
Staff will provide the Board of Education of Frederick County (BOE) an update on the capital budget process, annual reporting requirements, and the portfolio status of school facilities.
BACKGROUND/SUMMARY:
Each year, the BOE reviews and approves two systemic plans from the Division of Operations, the Comprehensive Maintenance Plan and the Educational Facilities Master Plan. These documents guide the capital budgeting and planning process and provide an annual update to the Board about school facilities and the long-range plan for future projects and priorities. This presentation will provide additional details about the annual review process, budgeting process, and the portfolio status of FCPS facilities.
