In accordance with Maryland’s Open Meetings Act, General Provisions Article § 3-305(b), (9) the Board met in Closed Session on 1/13/21 at 4:54 pm via teleconference to receive an update on negotiations with the Frederick County Administrative and Supervisory Association (FCASA), Frederick County Teachers Association (FCTA) and the Frederick Association of School Support Employees (FASSE).

Due to the critical health situation that our community is currently experiencing, the January 27th Board meeting will be broadcast from the central office of Frederick County Public Schools; however, the meeting will not be open to the public. Public Comments will be read up to 30 minutes; however, all public comment, whether read or not, will be posted on BoardDocs within 24 hours of the meeting. The Board welcomes and encourages public comment. With the exception of confidential and personnel related matters, and issues pending in appeals to a local or State Board, individuals may speak about matters relating to the school system. If individuals have specific concerns relating to the actions of staff members, such concerns may be communicated to the superintendent who will address the concern with the appropriate staff or if the concern is about the superintendent an individual may share that concern with the Board through written or private verbal communication. Public comment is not intended to be a question and answer platform with the Board. Generally, the Board will not respond to comments made.

Recognize and celebrate National School Counseling Week in all Frederick County Public Schools February 1-5, 2021.
BACKGROUND/SUMMARY:
National School Counseling Week 2021, sponsored by the American School Counselor Association (ASCA), will be celebrated nationwide February 1–5, 2021. The theme for the week is School Counselors: All In for All Students. School counselors help today’s students become tomorrow’s productive, contributing members of society. They do so by working collaboratively with school staff, parents/guardians and community members to remove barriers to learning and promote social/emotional development, academic achievement, career planning.
Frederick County Public Schools (FCPS) employs 137 school counselors:43 high school, 38 middle school and 46 elementary school. We also have school counselors at the Heather Ridge School, FCPS Virtual School, Career and Technology Center, the Success Program and three English Language Learning (EL) counselors. These counselors are committed to being All In to promote student success!
Kathleen Klecan, counselor at Brunswick Elementary School and the 2020 Maryland School Counselor of the Year, is the first FCPS school counselor to achieve a Recognized ASCA Model Program (RAMP). The RAMP designation is awarded to schools that align with the criteria in the ASCA National Model, recognizing schools committed to delivering a data-informed school counseling program and an exemplary educational environment. Kathleen will share information about her counseling program with the Board.

BACKGROUND/SUMMARY: Attached for your information is a copy of the County requested “Capital Improvement Program (CIP) Project Status Report” for the quarter ending December 31, 2020.
This report provides information concerning the financial status for all projects currently active with the construction fund, and for projects that are completed but have a remaining budget balance. The document lists the projects in three categories – major projects (new schools, major renovations and additions), systemic renovation projects and closed projects. Details concerning an individual project are available upon request. Please note projects solely funded by the State are excluded from this report.

PURPOSE OF PRESENTATION: Staff seeks approval of School Construction Budget Amendment #21-03.
BACKGROUND/SUMMARY: Budget Amendment #21-03 recognizes the reversion and transfer of School Safety Grant Program (SSGP) funds from the following project: Brunswick Elementary Security Vestibule (SSGP19) into the Windsor Knolls Middle Security Vestibule (SSGP19) and Kemptown Elementary Security Vestibule (SSGP19) projects. The level of SSGP funds originally allocated for the Brunswick Elementary Security Vestibule project exceeded the cost to complete and was reduced due to favorable bids. FCPS staff requested that the Interagency Commission on School Construction (IAC) transfer a portion of the reverted funds into the Windsor Knolls Middle Security Vestibule (SSGP19) project. Typically, the entire balance is reverted back to the state for future projects. The IAC notified staff on January 11, 2021 that this request was approved. In addition to FCPS's request, the IAC also transferred a portion of the funds into the Kemptown Elementary Security Vestibule project. This project required local funding due to the original state level of funding. With this transfer, the state funds will cover the cost of the project. The remaining funds will be reverted to the state, and will be available for future FCPS projects.

PURPOSE OF PRESENTATION: Staff seeks approval of School Construction Budget Amendment #21-04.
BACKGROUND/SUMMARY: Budget Amendment #21-04 recognizes additional state funding received in FY 2021 through the Maryland Aging Schools Program (ASP) to fund the Walkersville High School Auditorium Seating Replacement project. No local funding is required to complete this project.
PROCESS STATEMENT: ASP is a program that provides funds to all school systems in the state to address repair and maintenance needs of school buildings. Of the $6.565 million allocated statewide in Fiscal Year 2021, $183,048 was provided to Frederick County Public Schools. Projects approved under this program do not require a local funding match. This project meets ASP program guidelines and will be completed in the current fiscal year.

PURPOSE OF PRESENTATION: Staff seeks the Board’s approval of the Fiscal Year 2022 (FY2022) proposed operating budget to present at the February 3, 2021 public hearing.
BACKGROUND/SUMMARY: The Superintendent released her FY2022 Superintendent’s Recommended Operating Budget (SRB) on Monday, January 11, 2021. The Board was briefed on the SRB at the January 13, 2021 regular Board meeting. The Board held a special work session with FCPS staff on January 20, 2021 to review individual department budgets. At the January 27, 2021 meeting, the Board will decide if they will present the SRB at the public hearing or if any modifications will be made.
The Board’s public hearing on the proposed operating budget is schedule for a virtual meeting on Wednesday, February 3, 2021 at 7:00 p.m. The meeting will be virtual; constituent comments will be accepted via email, video, and telephone. Details on how to submit comments will be available from the Public Affairs team on FCPS.org and via FindOutFirst.

PURPOSE OF PRESENTATION:
To review progress measures and strategies for Aspirational Goal 3 of the Frederick County Public Schools (FCPS) Board of Education Strategic Plan.
BACKGROUND/SUMMARY:
FCPS initiated a Five-Year Strategic Plan in the 2016 school year. The plan contained five aspirational goals, 10 priorities (two per goal), and subsequent measurable goals. From 2016 to 2018, the Board reviewed past progress on the initial 30 measurable goals. Seeking to ensure that the measures aligned to the school system’s vision and inform fiscal priorities and needs, the Board revisited and discussed newly proposed measurable goals during a series of meetings in 2019. The Board approved 19 newly revised measures for Aspirational Goals 1-5 in August 2019. Baseline for the goals will be established based on this year’s data. Supporting data on strategies related to Goal 3 will also be shared.
PROCESS STATEMENT:
A cross-departmental Strategic Plan reporting workgroup was established to facilitate reporting on each goal. The System Accountability and School Administration (SASA) department collects data on strategic plan measures from various FCPS departments. The first year of baseline data will be presented across multiple Board meetings this school year.
