For more than 20 years the Children’s Mental Health Matters! Campaign has organized events, awareness tools, and media to raise awareness of the importance of children’s mental health. The Maryland Coalition of Families and the Mental Health Association of Maryland work together to coordinate the Campaign across the state. This year, every FCPS school will participate as a School Champion by providing information and organizing activities supporting Children’s Mental Health.

PURPOSE OF PRESENTATION:
To seek Board of Education (Board) acceptance of a Prekindergarten (Pre-K) Enhancement Grant from the Maryland State Department of Education (MSDE).
BACKGROUND/SUMMARY:
Frederick County Public Schools (FCPS) has been awarded a $899,300 Pre-K Enhancement Grant from MSDE to support our youngest students who have experienced unfinished learning due to the pandemic and school closure. This is one-time funding from the State of Maryland, with the grant period ending on December 31, 2021.
If accepted by the Board, the Pre-K Enhancement Grant will provide learning opportunities in summer 2021 for approximately 600 currently enrolled Pre-K students. By the end of the current school year, most Pre-K students will have experienced less than 25 days of in-person instruction in our school buildings. To ameliorate this and recover some lost learning time, FCPS will launch the “Rising Kindergarten Elevate Academy.”
The Elevate Academy will be held for 20 days in summer 2021, for four hours/day, at 24 elementary schools. A total of 66 teachers will be hired to work in the program, along with 66 instructional assistants. The program will target missed learning opportunities in language and literacy, social foundation, mathematical thinking and physical development with a focus on well-being.
FCPS has two charter schools that offer Pre-K programming. Pre-K Enhancement Grant funds will be allocated to Monocacy Valley Montessori Public Charter School (PCS) and Carroll Creek Montessori PCS to welcome kindergarten students back to school a week early in August. Both schools will also hire additional staff to provide an extended day program for four-year old students from the start of school through the end of December 2021.
If accepted by the Board, Pre-K Enhancement Grant funds will be used for the following:
Breakfast and lunch will be served to students each day of the Elevate Academy through the U.S. Department of Agriculture’s (USDA) Summer Meals Programs. Meals will be facilitated by the FCPS Department of Food and Nutrition Services. Transportation will be provided to students in the Elevate Academy by the FCPS Transportation Department. Transportation costs will be funded through the FCPS Elementary and Secondary School Emergency Relief (ESSER) Fund, a federal grant provided to local education agencies to address the impact of the pandemic on elementary and secondary schools across the nation.
Acceptance of this grant would not obligate FCPS to expend additional local resources.

The Design Development (DD) documents for the Brunswick Elementary School (BES) Replacement Project have been developed and are being presented for approval by the Board of Education of Frederick County (BOE). The DD submission presentation is attached (see backup 1) showing the site plan, building orientation, floor plan, sample interior elevations and proposed building exterior elevations for the new school. The DD drawings are the second phase of the three-phase design process.
BACKGROUND/SUMMARY:
The replacement Brunswick Elementary School, housing grades Pre-K through 5th grade, is being designed and constructed on the existing BES School site that is located at 400 Central Avenue Brunswick, MD 21716 and the existing site is approximately 24.6 acres.
The project received BOE approval of the feasibility study on October 30, 2019, and local planning approval was received on May 14, 2020. The funding for the design (architect and construction manager selections) was received in FY21. The architect for the BES project is GWWO Architects and their selection was approved by the BOE on August 5, 2020. The construction manager is Keller Construction Management and their selection was approved by the BOE on August 19, 2020. The construction delivery method for the BES project is construction manager at risk. The funding for the construction is anticipated to be received over three (3) fiscal years between FY22, FY23 and FY24.
The educational specifications for the replacement BES are based on the prototype elementary school design and were modified for a State Rated Capacity (SRC) of 725 students. The educational specifications for the replacement BES were approved by the BOE on August 5, 2020 and the State on September 11, 2020.
The new BES will replace the existing BES that was originally constructed in 1952 with additions in 1959 and 1978. The new BES will have a state rated capacity of 725 students and will be comprised of approximately 90,000 gross square feet (GSF). There will be an add alternate to provide a parks and recreation area to the building. The replacement BES will be an energy efficient building that meets, at a minimum, USGBC LEEDv4 Silver design requirements, current local building codes of the authorities having jurisdiction, and the educational program specifications. The design is being performed in accordance with the State of Maryland IAC and DGS requirements.
The project design began in September 2020 and will continue through December 2021. If funding is available as anticipated, the planned project bidding schedule is:

Valley Elementary
Valley Elementary School (ES) is located at 3519 Jefferson Pike, Jefferson, MD 21755. The school serves students in grades pre-K through 5. Located on 31.7 acres, Valley ES was originally constructed in 1967 with an addition and renovations in 1974. The building is approximately 55,783 gross square feet. Approximately 19,500 square feet was renovated in 1974 and a limited scope renovation was completed in 2001. The Facility Condition Index (FCI) for Valley ES is 52%. Any FCI of 30% or greater is classified as critical. Valley ES has a state rated capacity (SRC) of 500 and a September 2020 enrollment of 459 students. The September 2021 projected enrollment is 477. There are no portable classrooms on site. The adjoining Brunswick ES school district is over capacity at 132%. Brunswick ES is expected to be at 100% when the replacement school opens in the fall of 2023.
Green Valley Elementary
Green Valley Elementary School is located at 11501 Fingerboard Road, Monrovia, MD 21770. The school serves students in grades K through 5. Located on 31.22 acres, Green Valley ES was originally constructed in 1971 and has had no additions or renovations. The building is approximately 52,757 gross square feet. The FCI for Green Valley ES is 30% and is classified as critical. Green Valley ES has a state rated capacity (SRC) of 499 and a September 2020 enrollment of 546 students. The projected September 2021 enrollment is 654 equated students. There are three portable classrooms on site. The Landsdale development has an additional 280 housing units remaining to be built (about 25% of the development) and has experienced a higher pupil yield rate than expected.
PROCESS STATEMENT:
The Board of Education awarded a contract to a consultant team led by Proffitt & Associates Architects for both the Valley ES and Green Valley ES feasibility studies at the December 9, 2020 meeting. The consultant team investigated the condition of all building systems and also compared current educational specifications with the spaces available in the two buildings. The studies were completed in March 2021. The studies resulted in options and cost estimates for renovation, renovation with additions, and replacement of each building.
Both projects are included in the out-years of the 2020 Educational Facilities Master Plan (EFMP). Based on the results of the feasibility studies, staff will be evaluating the priority order of the replacement school projects for inclusion in the upcoming 2021 EFMP.
Staff recommends approval of the Valley Elementary Feasibility Study, including the proposed recommendation to replace the school on site, and the Green Valley Elementary Feasibility Study, including the proposed recommendation to replace the school on the Landsdale school site.

BACKGROUND/SUMMARY:
FCPS initiated a Five-Year Strategic Plan in the 2016 school year. The plan contained five aspirational goals, 10 priorities (two per goal), and subsequent measurable goals. From 2016 to 2018, the Board reviewed past progress on the initial 30 measurable goals. Seeking to ensure that the measures aligned to the school system’s vision and inform fiscal priorities and needs, the Board revisited and discussed newly proposed measurable goals during a series of meetings in 2019. The Board approved 19 newly revised measures for Aspirational Goals 1-5 in August 2019. Baseline for the goals will be established based on this year’s data. Supporting data on strategies related to Goal 2 will also be shared.

A cross-departmental Strategic Plan reporting workgroup was established to facilitate reporting on each goal. The System Accountability and School Administration (SASA) department collects data on strategic plan measures from various FCPS departments. Any FCI of 30% or greater is classified as critical. Valley ES has a state rated capacity (SRC) of 500 and a September 2020 enrollment of 459 students. The September 2021 projected enrollment is 477. There are no portable classrooms on site. The adjoining Brunswick ES school district is over capacity at 132%. Brunswick ES is expected to be at 100% when the replacement school opens in the fall of 2023.
Green Valley Elementary
Green Valley Elementary School is located at 11501 Fingerboard Road, Monrovia, MD 21770. The school serves students in grades K through 5. Located on 31.22 acres, Green Valley ES was originally constructed in 1971 and has had no additions or renovations. The building is approximately 52,757 gross square feet. The FCI for Green Valley ES is 30% and is classified as critical. Green Valley ES has a state rated capacity (SRC) of 499 and a September 2020 enrollment of 546 students. The projected September 2021 enrollment is 654 equated students. There are three portable classrooms on site. The Landsdale development has an additional 280 housing units remaining to be built (about 25% of the development) and has experienced a higher pupil yield rate than expected.
PROCESS STATEMENT:
The Board of Education awarded a contract to a consultant team led by Proffitt & Associates Architects for both the Valley ES and Green Valley ES feasibility studies at the December 9, 2020 meeting. The consultant team investigated the condition of all building systems and also compared current educational specifications with the spaces available in the two buildings. The studies were completed in March 2021. The studies resulted in options and cost estimates for renovation, renovation with additions, and replacement of each building.
Both projects are included in the out-years of the 2020 Educational Facilities Master Plan (EFMP). Based on the results of the feasibility studies, staff will be evaluating the priority order of the replacement school projects for inclusion in the upcoming 2021 EFMP.
Staff recommends approval of the Valley Elementary Feasibility Study, including the proposed recommendation to replace the school on site, and the Green Valley Elementary Feasibility Study, including the proposed recommendation to replace the school on the Landsdale school site.
