PURPOSE OF PRESENTATION:
To provide the Board of Education an update on Frederick County Public Schools’ (FCPS) comprehensive, robust summer programs.
BACKGROUND/SUMMARY:
As Dr. Alban stated in her April 6, 2021 Superintendent’s Blog, “Our goal for summer programs is to build on the social experiences of school. For some students, it is simply a chance to reconnect and refresh some skills that got rusty. For other students, it is a chance to feel safe in a school setting again. For some students, it is an opportunity to interact socially. For other students, it is a chance to explore hands-on in order to acquire skills that they could not grasp in a virtual world. Every student's story will be unique. Every student's needs will be different.” Planning for summer programs has been ongoing since mid-year using a framework of supporting the whole child. ESSER II grant funds will be utilized to maximize opportunities for students.
During the March 10, 2021 BOE meeting, the Board discussed having a reoccurring agenda item to address updates and developments regarding reopening and moving forward. Beginning with the March 24th BOE meeting, this topic has been added and will continue to be reflected on future agendas. The BoardDocs cover sheet will reflect the specific topics being discussed. As planning moves forward, this item has been renamed to Opening 2021 - 2022 School Year.
PROCESS STATEMENT:
The presentation will provide an overview of each of the summer programs being offered in FCPS, the intentional nature of summer programming in FCPS, and how staff will address the needs of the whole learner. An update on summer staffing will be provided, including hiring strategies to engage staff. A summer planning workgroup with staff across a variety of departments has been meeting regularly since January to collaborate on the supports and services needed to reach, challenge, and prepare a broad cross-section of students as we transition into the 2021-2022 school year and move out of the school closures and hybrid learning models that came as a result of the COVID-19 Pandemic.

PURPOSE OF PRESENTATION: Staff will update the Board of Education of Frederick County (BOE) on the Fiscal Year 2022 (FY2022) Operating Budget.
BACKGROUND/SUMMARY: Staff updated the BOE on the FY2022 Operating Budget at the May 12th BOE meeting, and the BOE approved the proposed changes to the budget.
On Tuesday, May 18, 2021, the Frederick County Council approved the County Executive’s recommended budget with no changes to the County Executive’s BOE funding amount, which is $20M above the FY2021 FCPS appropriation.
At this time, FCPS has not received our updated state aid calculations, so several items remain outstanding including final state aid amounts, and restrictions and final allocations of the Blueprint Funding
Additional conversation around the FY2022 Operating Budget will occur at the June 9, 2021 Board Meeting with final approval of the FY2022 Operating Budget scheduled for Wednesday, June 23, 2021.
