PURPOSE OF PRESENTATION:

To seek Board of Education (Board) acceptance of a Prekindergarten Expansion Grant.

 

BACKGROUND/SUMMARY:

Frederick County Public Schools (FCPS) has been awarded a $1,579,832 grant from the Maryland State Board of Education to support the addition of prekindergarten seats for 260 four-year-old children.

 

The additional seats will be used to serve Pre-K students at Butterfly Ridge (40 students), Hillcrest (80), Lincoln (60), Monocacy (60) and Waverley (20) elementary schools.

 

If accepted by the Board, FCPS will use Pre-K Expansion Grant funds for the following:

An essential component of the Pre-K Expansion Grant is improving seats from half-day to full-day. Students attending the five targeted schools represent a diverse population with many students qualifying for prekindergarten through family income limitations. All five schools currently offer full-day prekindergarten programs; data demonstrates that full day programming increases student achievement, social development and school readiness. Kindergarten Readiness Data (KRA) also indicates that students enrolled in full-day Pre-K outperform their peers in half-day programs. Grant funds will be used to convert 40 current half-day seats to full-day seats at Hillcrest and add 20 full-day seats at Butterfly Ridge.

Acceptance of this $1,579,832 grant does not obligate FCPS to expend additional local resources.

PURPOSE OF PRESENTATION:

To recognize Ms. Donna Lehman as the recipient of the 2021 Charles E. Tressler Distinguished Teacher Award.

 

BACKGROUND/SUMMARY: Ms. Lehman is a successful and highly respected teacher at Middletown High School. She shows genuine caring and empathy for students, which she conveys each day, along with her passion for art. Ms. Lehman is always there to offer praise and constructive criticism to push students to their greatest ability. Ms. Lehman has made a deep and positive impact on the Middletown community. She is the very definition of a teacher.

 

The late Samuel Eig of Gaithersburg, Maryland, established the Charles E. Tressler Award to recognize Dr. Tressler, a Giles professor emeritus of early childhood education who taught at Hood College from 1964 to 1990. Dr. Tressler chaired Hood’s education department for 18 years and served on the school’s graduate school council for 12 years. The Tressler Award is presented annually to honor distinguished teaching in Frederick County Public Schools. It recognizes an FCPS teacher who has had a significant impact on young people. Hood College formally honored Ms. Lehman virtually on May 27, 2021.

Mr. Quesada, Middletown High School Principal, will briefly describe the Charles E. Tressler Award and introduce Ms. Lehman. Jenny Perez Ryan earned a Bachelor of Science from Frostburg State (1999). She completed a Master’s equivalency from Frostburg State and University of California (2016). Over 21 years, Ryan has taught History, English, and English Learners and has provided professional learning for teachers in those areas. She has served as a team leader, department chair, and mentor. Ryan was a founding member of the FCPS Racial Equity Committee and is a curriculum writer for social studies and equity. Ryan was awarded the FCPS All Star Award and Frederick Center Ally of the Year award for work with LGBTQ+ students. Superintendent Dr. Terry Alban notified Ms. Ryan that she earned the award during a “SurPRIZE Patrol” visit to West Frederick Middle on April 28. BACKGROUND/SUMMARY:

The Washington Post Principal of the Year Award recognizes principals who go beyond the day-to-day demands of their position to create an exceptional educational environment.

 

Tracy Hilliard is currently the principal at Urbana Elementary School. Ms. Hilliard began her career in 1990 as a first-grade teacher in FCPS. She was promoted to Assistant Principal (July 1999-April 2008), then principal (April 2008-present). As a result of her servant leadership and dedication to her staff and students, Hilliard has received frequent recognition, which includes leading Centerville Elementary School to Maryland Blue Ribbon School status (2016) and National Blue Ribbon School status (2017). Ms. Hilliard was also named the 2018 National Distinguished Principal for Maryland by the National Association of Elementary School Principals and the Maryland Association of Elementary School Principals.

 

Ms. Hilliard represented FCPS as a finalist for the 2021 Washington Post Principal of the Year award.

 

The Washington Post awards were established to encourage excellence in school leadership and to contribute in a substantive way to the improvement of education in the Washington metropolitan area.

Frederick County Public Schools (FCPS) Career and Technology Center instructor Phil Arnold was initially a systems engineer by profession, but a teacher at heart. Ten years ago, Mr. Arnold was asked to substitute teach. That was all it took. After school, he went to the front office and asked, “How do I stay?”  Arnold, who teaches Computer-Aided Design (CAD) Architecture and Engineering classes, is best known for helping students gain skills to solve real-world problems.

 

In recognition of his commitment to the success of students and staff, Mr. Arnold has been named the regional winner of the 2020 Washington Post Teacher of the Year award. The regional winner was announced on April 26, 2021.

 

In addition to recognizing excellence in teaching, the goal of the Washington Post Teacher of the Year Award has been to contribute to improvements in education in the Washington Metropolitan area.

The current Negotiated Agreement between the Frederick County Administrative and Supervisory Association (FCASA) and the Board of Education of Frederick County (Board) is in effect through June 30, 2022.  Salary and insurance, as well as one item at the discretion of either party, were open for negotiations.

 

BACKGROUND/SUMMARY

 

The negotiating teams for the Board and FCASA have reached tentative agreement for fiscal year 2022. FCASA conducted a ratification vote of its members and received a majority vote for approving ratification.

 

In summary, the following are highlights of changes with specific language attached:

 

  1. Article VII – Salaries:  Effective July 1, 2021, eligible members of the FCASA unit will receive one step increment, as well as a 1.5% cost of living adjustment (COLA).   

 

  1. Article VIII – Leave Benefits, Section 8.1: Effective July 1, 2021, twelve-month employees with at least three years of experience as an administrative and supervisory employee with FCPS shall be given the opportunity to cash in up to eight days of annual leave.

 

  1. Article VIII – Leave Benefits, Section 8.2:  Clarification that eleven-month employees shall be entitled to eleven sick leave days. 

 

  1. Article IX – Benefits/Insurance, Section 9.7:  Clarification that FCASA and the Board shall each appoint two representatives to the Insurance Council.

 

  1. Article XIV – Transfer, Promotions and Reductions of Unit Positions, Section 14.3 – All FCASA administrative and supervisory promotional opportunities will be posted for five work days.

BACKGROUND/SUMMARYThe Racial Equity Committee serves the purpose of identifying discrimination or harassment, raising awareness of implicit bias, and eliminating or mitigating racial inequity, or its effects, across the entire school system. PURPOSE OF PRESENTATION:  Staff seeks approval of the Fiscal Year 2022 (FY2022) Operating Budget.

 

BACKGROUND/SUMMARY:  The Board of Education (BOE) Operating Budget, totaling $765,083,290 includes the unrestricted budget of $610,530,615 and the restricted budget of $154,552,675.  This Board item includes three attachments:

  1. Sources of Funds for the Operating Budget
  2. Operating Budget Appropriations by Maryland State Department of Education (MSDE) Categories
  3. FY2022 Detailed List of Expenditure Adjustments

The Frederick County Government funding of the FY2022 budget is $20.0 million over the FY2021 appropriation.  The County Council approved its operating budget and associated appropriation to the BOE on May 18, 2021.

 

The FY2022 unrestricted state revenue increased by $1.5 million, due in large part to the increase in Pre-Kindergarten Blueprint for Maryland’s Future funding.

 

The FY2022 federal restricted funding increased by nearly $65.4 million.  These increases are reflective of the federal funding we are receiving for the recovery from the COVID-19 pandemic.

 

The first two attachments, the Sources of Funds and the MSDE Expenditure Categories, require BOE approval.  The third attachment is the detailed working file form which the Board has been working throughout the budget cycle.

PURPOSE OF PRESENTATION:  Staff seeks approval of the FY2022 Artificial Turf Fund Budget.

 

BACKGROUND/SUMMARY: The Artificial Turf Fund, reported as a non-major governmental fund, was created in FY2010. Since the inception of this fund, Frederick County Public Schools has been collecting revenues with the intention of using those revenues to repair/replace the artificial turf fields as they reach their useful life. 

 

The recommended FY2022 Artificial Turf Fund Budget reflects total revenues of $411,000 for the year.  Budgeted revenues are expected to be generated by community user groups for rentals for the use of facilities and turf fields, cell tower leases, interest earnings as well as a transfer from the General Fund.  There are no planned expenditures budgeted from the Artificial Turf Fund in FY2022.

 

The FY2022 recommended budget reflects a recovery of the temporary deficit from FY2021 activities. The fund is projected to have a positive ending fund balance.

PURPOSE OF PRESENTATION:  Staff seeks approval of the FY2022 Capital Budget.

 

BACKGROUND/SUMMARY:  The FY2022 Capital Budget is recommended at a total of $50,663,156. This is comprised of state and local funding.  The projects listed in the attached budget summary are part of the comprehensive six-year plan that is updated annually.

 

The budget provides construction funds for the Waverley Elementary and the Brunswick Elementary School Replacement projects.  Funding is also included for nine (9) systemic renovation projects as well as funding for one (1) bus.  

 

The Public School Construction Program’s budget was approved by the Interagency Commission (IAC) on School Construction on May 27, 2021.  Frederick County Government’s Capital Budget was approved by the Frederick County Council on May 18, 2021.

 

Frederick County Public Schools received a FY2022 Aging School Program (ASP) allocation of $182,622. There will be a future budget amendment to recognize the Aging School Program (ASP) funding once a project is determined.  The construction team is evaluating projects that meet the ASP criteria and will be submitting project applications to the Public School Construction Program for IAC approval.

PURPOSE OF PRESENTATION:  Staff seeks approval of FY2022 Food and Nutrition Services Operating Budget.

 

BACKGROUND/SUMMARY: The proposed FY2022 Food and Nutrition Services Operating Budget is $15,851,915.  Total FY2022 revenues are approximately $3,080,103 more than the FY2021 budgeted revenues of $12,771,812.  The USDA has extended the area eligibility waiver, which allows all students to receive a free breakfast and lunch meal seven days a week.  FNS is planning for pre-pandemic meal service, participation, and a la carte sales with students attending school five days a week. 

 

The recommended expenditures are $15,851,915, which is $3,080,103 more than the budgeted expenditures for FY2021 of $12,771,812.  Salaries have increased 16% to meet contractual obligations and pre-pandemic staffing models.  Supplies and materials have increased 37% over FY2021, due to producing a higher expected number of meals for FY2022.  Equipment expenditures are also budgeted at an increase to implement an equipment replacement cycle. 

 

The Food and Nutrition Services Fund’s started FY2021 with a fund balance of approximately $1.2M, and is projecting a surplus for the year of $371,000.

PURPOSE OF PRESENTATION:  Staff seeks approval of the FY2022 Self-Insurance Fund Budget.

 

BACKGROUND/SUMMARY:  The recommended FY2022 Self-Insurance Operating Budget is $119,888,230. Total revenues are $6,634,565 or 5.86% more than the approved FY2021 budgeted revenues of $113,253,665. Operating revenues largely consist of Board of Education contributions, employee contributions, retiree contributions, and Medicare subsidies. The recommended budget includes an increase in enrollment, a 1.25% medical premium increase, and a newly established retiree plus one dependent rate tier.

 

The recommended expenditures are $119,888,230, which is $6,634,565 more than the budgeted expenditures for FY2021 of $113,253,665. Included in budgeted Health Claims Paid is an estimated $1,386,747 to cover the insurance cost for new retirees and $2,860,225 to cover the insurance cost for new employees. The budget for Stop Loss Insurance increased 16% from the approved FY2021 budget; reflective of market trend and revised contract terms (24 months incurred/12 months paid versus 12 months incurred/12 months paid). 

 

Transfers out to the OPEB Trust Fund are contingent on the Self-Insurance audited fund balance exceeding the target reserve by more than 25%. Insurance Council voted to increase the target reserve in FY2022 to 1/10th of the recommended budget, an increase from 1/12th of the recommended budget. The funding source for the anticipated OPEB contribution of $1,499,632 is fund balance. The amount of fund balance actually used will fluctuate based on FY2021 audited financials and any FY2022 operational gains/losses.

BACKGROUND/SUMMARY:  Each year, the Board of Education of Frederick County (BOE) reviews and updates the ten-year EFMP for the Frederick County Public Schools.  This plan serves a number of purposes, some of which include:

 

PROCESS STATEMENT:  The Superintendent’s Recommended EFMP was presented to the BOE at the June 9, 2021 meeting. The BOE will have additional discussion, receive public comment, and is scheduled to approve the EFMP at the June 23, 2021 meeting.  The approved EFMP must be submitted to the state by July 1, and is the basis for capital funding requests for FY 23, which are submitted to the state and county in early October 2021.  Electronic copies of the plan can be found at https://www.fcps.org/capital-program/efmp

During the March 10, 2021 BOE meeting, the Board discussed having a reoccurring agenda item to address updates and developments regarding reopening and moving forward. Beginning with the March 24th BOE meeting, this topic has been added and will continue to be reflected on future agendas. The BoardDocs cover sheet will reflect the specific topics being discussed. As planning moves forward, this item has been renamed to Opening 2021 - 2022 School Year.
