RFP 22T1, Occupational Physicals and Drug/Alcohol Testing Services
BACKGROUND/SUMMARY: The intent of this solicitation is to establish a contract with certified examiners to perform substance testing services and provide physicals for all Frederick County Public School commercial drivers.

BACKGROUND/SUMMARY: The intent of this solicitation is to replace the fire alarm system at Orchard Grove Elementary School to bring the system up to current code and ADA standards. The original fire alarm system was installed in 1996.

PURPOSE OF PRESENTATION: Staff would like to inform the Board of Education of Frederick County that Frederick County Public Schools (FCPS) will be riding the above contract from The Interlocal Purchasing System (TIPS).
BACKGROUND/SUMMARY: This contract will allow FCPS to purchase academic curriculum and educational materials needed to support instruction. The Department of System Accountability and School Administration will be utilizing the contract awarded to Achieve3000, Inc., but will allow for all the vendors, if needed. Achieve3000 is a web-based differentiated literacy solution that is designed to fit into FCPS’ initiatives through custom content and alignment. FCPS has been using this literacy content since 2019.

PURPOSE OF PRESENTATION: Staff would like to inform the Board of Education of Frederick County that Frederick County Public Schools (FCPS) will be riding the above contract from National Cooperative Purchasing Alliance (NCPA).
BACKGROUND/SUMMARY: This contract will be used for the continuation of a systemic purchase made in FY2021 of a supporting communication platform. The software as a service platform is One Call Now and was purchased in FY2021 to support day-to-day communications, which included attendance phone calls and reminder phone calls.

BACKGROUND/SUMMARY: This recommendation is to renew the unit price contract for vehicle repair. This will cover the routine servicing and maintenance of most light, medium duty vehicles, and mini buses for the Transportation Department.

PURPOSE OF PRESENTATION: Staff seeks approval of School Construction Budget Amendment #22-01.
BACKGROUND/SUMMARY: Budget Amendment #22-01 recognizes additional state funding received in FY 2022 through the Maryland Aging Schools Program (ASP) to fund the Orchard Grove Elementary Fire Alarm Replacement project. No local funding is required to complete this project.
PROCESS STATEMENT: ASP is a program that provides funds to all school systems in the state to address repair and maintenance needs of school buildings. Of the $6.468 million allocated statewide in FY 2022, $182,622 was provided to Frederick County Public Schools. Projects approved under this program do not require a local funding match. This project meets ASP program guidelines and will be completed in the current fiscal year.

Frederick County Public Schools (FCPS) has been awarded a $19,451 grant from the Maryland Center for Computing Education (MCEE) to support professional learning for teachers in computer science.
FCPS will use funds from the MCEE Computer Science grant for the following activities:
Acceptance of this $19,451 grant does not obligate FCPS to expend additional local resources.

FCPS will use the FY22 CTE Reserve Grant funds for the following activities:

BACKGROUND/SUMMARY:
Frederick County Public Schools (FCPS) has been awarded a $40,225 Ready for Kindergarten (R4K) Professional Development Grant from the Maryland State Department of Education (MSDE).
FCPS believes strongly in working with and supporting all Early Childhood Education stakeholders to promote kindergarten readiness. Stakeholders include community-based preschool teachers and child care providers. These stakeholders will be offered the opportunity to attend workshops, led by FCPS teachers, on the domains of learning and best practices for providing students with curriculum-based learning experiences geared toward developing school readiness.
FCPS will use R4K Professional Development Grant funds for the following activities:

In accordance with Maryland’s Open Meetings Act, General Provisions Article § 3-305(b), (3), (9), (1) the Board will meet in Closed Session at 3:00 pm in the Board room to consider a matter related to real property, to receive an update on negotiations with the Frederick County Teachers Association (FCTA) and to discuss personnel matters.
In accordance with Maryland’s Open Meetings Act, General Provisions Article § 3-305(b), (3), (9), (1) the Board met in Closed Session at 3:00 p.m. today in the Board room to consider a matter related to real property, to receive an update on negotiations with the Frederick County Teachers Association (FCTA) and to discuss personnel matters.

If individuals have specific concerns relating to the actions of staff members, such concerns may be communicated to the superintendent who will address the concern with the appropriate staff or if the concern is about the superintendent an individual may share that concern with the Board through written or private verbal communication. Public comment is not intended to be a question and answer platform with the Board. Generally, the Board will not respond to comments made.
If you are speaking as an individual you have up to 3 minutes and will be asked to complete your thoughts when the buzzer sounds. On behalf of an organization you have up to 5 minutes. A total of 30 minutes is allocated for public comment.
PURPOSE OF PRESENTATION:
Staff recommends Board approval of the recently displayed textbooks.

The textbooks listed on the attached memorandum were on public digital display from July 6-13, 2021.
