BACKGROUND/SUMMARY:
Frederick County Public Schools (FCPS) has been awarded a $1,889 grant from the Community Foundation of Frederick to support students at the Career and Technology Center.
Grant funds will be used to defray the cost of work boots for students who are in building trades programs at the Career and Technology Center. Building trades programs include carpentry, electricity and HVAC/plumbing. For safety purposes, students are required to wear work boots for participation in these programs. Boots typically cost $60. Grant funds will be used to defray the costs of the boots so students pay no more than $30 for a pair of work boots.
Acceptance of this $1,889 grant does not obligate FCPS to expend additional local resources.

BACKGROUND/SUMMARY:
Frederick County Public Schools (FCPS) has been awarded a $5,000 grant from the Choose Kindness Foundation to support the Heather Ridge School.
Grant funds will be used to fund costs associated with Heather Ridge School’s PBIS Kindness Challenge. During weekly units, students at Heather Ridge School will learn about the four kindness skills and then apply these skills during Kindness Events; i.e., community service activities where students will intentionally practice appreciation, offer help, be friendly and reach out to others as they pack groceries at the Senior Center, clean up at Catoctin Mountain Park or assist at a local food pantry.
Grant funds will be used to purchase t-shirts that will be worn by students and staff during Kindness Events ($1,000), a speaker at a Kindness Kick-Off Assembly ($854), bus transportation to the Kindness Events ($2,400), incentives for students “caught” being kind ($214) and miscellaneous instructional materials ($532).
Acceptance of this $5,000 grant does not obligate FCPS to expend additional local resources.

BACKGROUND/SUMMARY: Frederick County Public Schools (FCPS) has been awarded a $24,762 Safe Schools Fund Grant from the Maryland Center for School Safety to support school security.
Grant funds will be used to install security cameras and/or network access equipment in seven FCPS high school stadiums:
The network access equipment will make all of these high school stadiums viewable by the FCPS security software. Installation of the equipment will be completed by FCPS Security & Emergency Management Department staff.
Acceptance of this grant from the Maryland Center for School Safety does not obligate FCPS to expend local resources.

BACKGROUND/SUMMARY: Frederick County Public Schools (FCPS) has been awarded
$33,047 in grants from the Maryland State Department of Education to support robotics programs at Catoctin High School, Gov. Thomas Johnson High School and Urbana High School.
The three schools will use these grants to support their robotics clubs, which run after school and have faculty advisers. Students in these clubs design, build and program robots that will compete in tournaments in spring 2022 sponsored by FIRST Robotics, an international organization that inspires youth to become leaders and innovators in science and technology. Through participation in these clubs, students learn the engineering design process and acquire the communication and organizational skills needed to work collaboratively as part of a team.
Catoctin High School will use its $10,000 grant to purchase supplies such as routers, motors and VEX IQ kits. The latter will be used for a STEM camp the team will hold for middle school students in summer 2022.
Gov. Thomas Johnson Hill School will use its $9,257 grant to purchase five Dell OptiPlex workstations that are capable of meeting the programming demands required for operating a robot. In addition, $1,000 will be used to purchase a First Robot Kit and $4,000 will be used to register for a One First competition in the Chesapeake Region.
Urbana High School will use its $13,790 grant to purchase motors, frames, gearboxes, bandsaws, drills, jigsaws, rivets and fasteners. In addition, grant funds will be used to purchase four Dell OptiPlex workstations.
Acceptance of this $33,047 grant does not obligate FCPS to expend additional local resources.

Frederick County Public Schools (FCPS) has been awarded a $301,473 Judith P. Hoyer Early Care and Education Center grant from the Maryland State Department of Education to support the work of the Judy Center Early Learning Hub located at Butterfly Ridge Elementary School.
FCPS has a long-standing commitment to our youngest learners and their families. We strongly believe that parents are their child’s first teacher. We strive to support all families in that role and to ensure that each and every young child in Frederick County benefits from rich learning experiences that help prepare them for success in school. We do much of this through the Frederick County Judy Center, which works to improve school readiness through comprehensive and collaborative programs and services focused on increasing family engagement, social foundational skills and language and mathematical skills.
The 2021-2022 school year marks the second year of operations of the Judy Center Early Learning Hub at Butterfly Ridge Elementary, which serves approximately 505 children and families, birth through five years. Funds will be used to staff a full-time Program Administrator and a full-time Family Service Coordinator. The costs of a full-time Social Worker and full-time Administrative Assistant are shared between the four Judy Center grants.
In addition, grant monies will be used to support a Case Manager who is contracted through Family Partnership, one of the Judy Center’s long-time partners. Funds will also be used to support professional learning for Judy Center Pre-K and K teachers, child care partners and Judy Center staff; provide music therapy and trauma-informed yoga instruction to children; purchase supplies and materials for use in the classroom and for family engagement activities; provide subscriptions for children and families to the Dolly Parton Imagination Library; purchase Chromebooks for use by Judy Center families enrolled in onsite adult education courses; and provide emergency child care scholarships to Judy Center families.

PURPOSE OF PRESENTATION:
The Construction Documents (CD) for the Brunswick Elementary School (BES) Replacement Project have been developed and are being presented for approval by the Board of Education of Frederick County (BOE). The CD submission presentation is attached (see backup 1) showing the site plan, building orientation, floor plan, sample interior elevations and proposed building exterior elevations for the new school. The CD drawings are the third phase of the three-phase design process.
BACKGROUND/SUMMARY:
The replacement Brunswick Elementary School, housing grades Pre-K through 5th grade, is being designed and constructed on the existing BES School site that is located at 400 Central Avenue Brunswick, MD 21716 and the existing site is approximately 24.6 acres.
The project received BOE approval of the feasibility study on October 30, 2019, and local planning approval was received on May 14, 2020. The funding for the design (architect and construction manager selections) was received in FY21. The architect for the BES project is GWWO Architects and their selection was approved by the BOE on August 5, 2020. The construction manager is Keller Construction Management and their selection was approved by the BOE on August 19, 2020. The construction delivery method for the BES project is construction manager at risk. The funding for the construction is anticipated to be received over three (3) fiscal years between FY22, FY23 and FY24.
The educational specifications for the replacement BES are based on the prototype elementary school design and were modified for a State Rated Capacity (SRC) of 725 students. The educational specifications for the replacement BES were approved by the BOE on August 5, 2020 and the State on September 11, 2020.
The new BES will replace the existing BES that was originally constructed in 1952 with additions in 1959 and 1978. The new BES will have a state rated capacity of 725 students and will be comprised of approximately 90,000 gross square feet (GSF). There will be an add alternate to provide a parks and recreation area to the building. The replacement BES will be an energy efficient building that meets, at a minimum, USGBC LEEDv4 Silver design requirements, current local building codes of the authorities having jurisdiction, and the educational program specifications. The design is being performed in accordance with the State of Maryland IAC and DGS requirements.
The project design began in September 2020 and will continue through December 2021. If funding is available as anticipated, the planned project bidding schedule is:
The BES project is experiencing challenges stemming from current market conditions and material availability, resulting in significant cost increases. The project team is working together to mitigate these challenges to try an avoid any negative impacts to the project.
The cost and availability of structural steel is the most immediate concern and an early bid package is being prepared for the structural steel scope of work. The early package is intended to secure pricing and a place in the production line, so that the steel is available when needed for construction; therefore, avoiding any schedule delays.
The preliminary construction schedule plans for a 21-month construction duration:
The substantial completion date for construction stage 1 is June 30, 2023, and the new school is expected to be open and occupied in August 2023. The substantial completion date for construction stage 2 is December 31, 2023.
The project’s construction completion schedule is contingent upon receiving the necessary approvals, adequate funding, and required permits from Frederick County and the State of Maryland.
Staff requests the BOE’s approval of the construction documents. Once approved, the documents will be submitted to the State IAC for their review and approval.

PROCESS STATEMENT: To provide quarterly agendas that will be posted on Board Docs at each Board meeting. This process will enable the public and staff to plan for upcoming Board meetings. The quarterly agenda is a dynamic document that will be revised as needed to accommodate time sensitive business items and items requested using the form adopted for the Board.

PURPOSE OF PRESENTATION: The Superintendent is proud to highlight how summer work prepared Frederick County Public Schools (FCPS) for the opening of the new academic year. A brief video presentation will showcase staff and students.
BACKGROUND/SUMMARY: The video will highlight the range of activities undertaken by FCPS employees during the summer months. Even though schools are not in session, the work of FCPS employees does not decrease. In fact, the opposite is true - summer at FCPS comes with a flurry of activity. Employees run a wide range of programs for students, work diligently to prepare buildings and other facilities, maintain the fleet of buses, prepare the curriculum and train employees, among other things. This video is intended to offer a snapshot of the important summer work.
The video presentation will also highlight scenes from the first day of school (August 18) for FCPS students from across the county, offering a snapshot of the excitement and energy of FCPS students, teachers, and staff on the first day.

PURPOSE OF PRESENTATION:
The Construction Documents (CD) for the Brunswick Elementary School (BES) Replacement Project have been developed and are being presented for approval by the Board of Education of Frederick County (BOE). The CD submission presentation is attached (see backup 1) showing the site plan, building orientation, floor plan, sample interior elevations and proposed building exterior elevations for the new school. The CD drawings are the third phase of the three-phase design process.
BACKGROUND/SUMMARY:
The replacement Brunswick Elementary School, housing grades Pre-K through 5th grade, is being designed and constructed on the existing BES School site that is located at 400 Central Avenue Brunswick, MD 21716 and the existing site is approximately 24.6 acres.
The project received BOE approval of the feasibility study on October 30, 2019, and local planning approval was received on May 14, 2020. The funding for the design (architect and construction manager selections) was received in FY21. The architect for the BES project is GWWO Architects and their selection was approved by the BOE on August 5, 2020. The construction manager is Keller Construction Management and their selection was approved by the BOE on August 19, 2020. The construction delivery method for the BES project is construction manager at risk. The funding for the construction is anticipated to be received over three (3) fiscal years between FY22, FY23 and FY24.
The educational specifications for the replacement BES are based on the prototype elementary school design and were modified for a State Rated Capacity (SRC) of 725 students. The educational specifications for the replacement BES were approved by the BOE on August 5, 2020 and the State on September 11, 2020.
The new BES will replace the existing BES that was originally constructed in 1952 with additions in 1959 and 1978. The new BES will have a state rated capacity of 725 students and will be comprised of approximately 90,000 gross square feet (GSF). There will be an add alternate to provide a parks and recreation area to the building. The replacement BES will be an energy efficient building that meets, at a minimum, USGBC LEEDv4 Silver design requirements, current local building codes of the authorities having jurisdiction, and the educational program specifications. The design is being performed in accordance with the State of Maryland IAC and DGS requirements.
The project design began in September 2020 and will continue through December 2021. If funding is available as anticipated, the planned project bidding schedule is:
The BES project is experiencing challenges stemming from current market conditions and material availability, resulting in significant cost increases. The project team is working together to mitigate these challenges to try an avoid any negative impacts to the project.
The cost and availability of structural steel is the most immediate concern and an early bid package is being prepared for the structural steel scope of work. The early package is intended to secure pricing and a place in the production line, so that the steel is available when needed for construction; therefore, avoiding any schedule delays.
The preliminary construction schedule plans for a 21-month construction duration:
The substantial completion date for construction stage 1 is June 30, 2023, and the new school is expected to be open and occupied in August 2023. The substantial completion date for construction stage 2 is December 31, 2023.
The project’s construction completion schedule is contingent upon receiving the necessary approvals, adequate funding, and required permits from Frederick County and the State of Maryland.
Staff requests the BOE’s approval of the construction documents. Once approved, the documents will be submitted to the State IAC for their review and approval.

PURPOSE OF PRESENTATION:
Staff requests approval of the Board of Education of Frederick County (BOE) to submit the FY22 Comprehensive Maintenance Plan (CMP) to the State of Maryland Interagency Commission on School Construction. Staff will also highlight accomplishments and challenges of the Maintenance and Operations Department with respect to attainment of the BOE aspirational goals.
BACKGROUND/SUMMARY:
The Code of Maryland Regulations (COMAR) require each local educational agency to submit an updated CMP annually to the State. The CMP describes the FCPS strategy for maintaining its school facilities and approval of the BOE is required prior to submittal.
Staff recommends approval of the Fiscal Year 2022 Comprehensive Maintenance Plan for Educational Facilities (see backup 1).

BACKGROUND/SUMMARY: A Sabillasville Elementary School (SES) Work Group, comprised of Board members Liz Barrett, Sue Johnson and David Bass, held a "Listening Session" at SES on August 10, 2021, from 6:00-8:00 p.m. The Work Group heard the community give voice as to the future of Sabillasville Elementary School. Today's discussion will cover the work group's recommendations for SES.

PURPOSE OF PRESENTATION:
The Board of Education will make a decision regarding authorizing the charter application for Sabillasville Environmental Public Charter School.
BACKGROUND/SUMMARY:
The Board of Education received an application for the Sabillasville Environmental School on May 13, 2021. After FCPS staff review, the applicants made modifications in response to the feedback. On August 18, 2021, Dr. Alban presented her recommendation for the application – conditional approval based on enrollment numbers and securing a facility.
The Sabillasville Environmental School will use the county’s heritage of agriculture and access to natural resources as a foundation for a unique education experience. SEPCS will integrate a focus on environmental science to provide students the opportunity to develop an appreciation of the classical liberal arts, the environment and agriculture.
