PURPOSE OF PRESENTATION: Staff seeks approval from the Board of Education of Frederick County (BOE) to surplus a small parcel on the Oakdale ES property to support the construction of Lake Linganore Boulevard.
BACKGROUND/SUMMARY:
In August 2020, staff received a request from Elm Street Communities, Inc. (Elm St.) asking for a right of way dedication of 13,714 SF (.3148 acres), a temporary grading easement of 16,800 SF (.3857 acres), and consideration of a 30-foot-wide water and sewer easement for 13,352 SF (.3065 acres) on the property of Oakdale ES to support the construction of Lake Linganore Boulevard. The original request was not in the best interest of FCPS, and the proposed compensation was not adequate.
After further discussions, staff received an updated and more reasonable request and offer from Elm St. They are asking the BOE to consider the sale of .85060 Acres (37,052 Sq. Ft.) from the Oakdale ES property to support the construction of Lake Linganore Blvd (see backup 1 & 2). The construction of Lake Linganore Blvd. is anticipated to remove traffic from Old National Pike (Rt. 144), which is where the entrances to Oakdale ES, MS, and HS are located. However, there is continued growth in the Old National Pike area that will continue to impact the volume of traffic on it.
The request would take the parcel from the Oakdale ES property and as an addition plat, add it to their existing Cromwell Investments, LLC property (see backup 3). The overall concept plan for the Cromwell PUD is included to provide a better overview of the impact to the area (see backup 4). The revised proposal alleviates many of the concerns from the original proposal. The proposed compensation for the requested parcel is $200,000. The developer would also pay for all associated legal and engineering fees for the transfer.
If approved by the BOE, the property would be transferred to the County in accordance with the surplus property requirements in COMAR and the Annotated Code of Maryland. Final determination of the sale and allocation of the funds received is determined by the County.
Staff recommends approval of the request to surplus the property and to work with the County on the sale and transfer to Elm St.

PURPOSE OF PRESENTATION: October is Dyslexia Awareness Month. Frederick County Public Schools (FCPS) staff will ask the Board of Education to recognize and proclaim Dyslexia Awareness Month in FCPS.
BACKGROUND/SUMMARY: Dyslexia Awareness Month is designated by the International Dyslexia Association annually in October to raise awareness and understanding of dyslexia. School districts and other public entities across the nation issue proclamations for Dyslexia Awareness Month to encourage families, staff members, and young people, to identify, and talk about issues surrounding dyslexia. The overarching goal of the month is to continually raise awareness and ensure that every student can succeed academically.

PURPOSE OF PRESENTATION: Frederick County Public Schools Office of the Ombuds seeks approval to recognize National Ombuds Day with a proclamation.
BACKGROUND/SUMMARY: The American Bar Association’s (ABA) Dispute Resolution Section - Ombuds Committee has designated the second Thursday of October as National Ombuds Day to coincide with October being Conflict Resolution Month. Ombuds Day is an opportunity to increase awareness and understanding of the Ombuds profession, highlight the value of Ombuds, and encourage the greater use of Ombuds programs. For 2021, the theme for Ombuds Day is…Ombuds: Exploring options to resolve conflict together.

PURPOSE OF PRESENTATION:
The purpose of this presentation is to provide Adapted Physical Education updates, including programming, equipment, student involvement, professional learning, and culminating events.
BACKGROUND/SUMMARY:
The Frederick County Public Schools (FCPS) Adapted Physical Education Department provides a consult model to support students in Pre-Kindergarten through 12th grade. The Physical Education teachers in FCPS are the direct service providers for Adapted Physical Education (Adapted PE) Services. To date, the county has 310 students receiving consultation and direct services for Adapted Physical Education (PE). The Adapted PE Department is expanding to support students beyond the traditional Physical Education setting. Examples of this expanded work will be presented in this session – from the Special Olympics Young Athletes Program in Pre-Kindergarten all the way through the Fit to Work Program for high school students. Over the last four years, the Adapted PE Department has developed and expanded programming at the middle school level, which now offers Inclusive Health and Physical Education. Middle School Inclusive Health and Physical Education now includes students in General Education as well as Specialized Programs. Avery Routzahn, student representing Brunswick Elementary School, will attend the meeting.

PURPOSE OF PRESENTATION: The Board of Education asked staff to identify options for screening tests for students in order to identify next steps in providing mitigation strategies for COVID-19.
BACKGROUND/SUMMARY: Frederick County Public Schools in collaboration with the Frederick County Health Department has partnered with Capital Diagnostics to provide screening testing for employees as part of a grant sponsored by the State of Maryland. At this point in time, the screening test for employees is voluntary. Staff can share feedback on this voluntary program. However, the Board of Education will have to determine how to comply with recent OSHA requirements related to vaccination and screening tests for employees.
The Board has also expressed interest in possibly offering screening tests to students. The Return to Play committee has also met and offered some recommendations regarding students participating in extracurricular activities.
