PURPOSE OF PRESENTATION: To seek Board of Education acceptance of the American Rescue Plan Homeless Grant.
BACKGROUND/SUMMARY: Frederick County Public Schools (FCPS) has been awarded a $157,805 Homeless I Grant from the Maryland State Department of Education (MSDE) as part of the American Rescue Plan (ARP) of 2021.
School closure, distance learning, and the pandemic have resulted in an underidentification of homeless children and youth by FCPS. Our experience reflects a state and national trend. Currently, FCPS has identified 885 students experiencing homelessness. This represents a 5.95% decrease in the number of students identified at this time last year.
To facilitate our identification of students experiencing homelessness, FCPS will use ARP Homeless I Grant funds to hire a McKinney-Vento Outreach Coordinator/Service Navigator. The Service Navigator will have the primary responsibility for conducting outreach to identify and engage or re-engage McKinney-Vento eligible students. The Service Navigator will work directly with FCPS partners, and in collaboration with schools, to identify McKinney-Vento eligible students and develop a coordinated entry system to quickly and equitably connect students and families with wraparound services needed.
In addition, FCPS data show that high school students experiencing homelessness are far less likely to graduate than their housing-secure peers. In 2021, 65.3% of McKinney-Vento students graduated from Frederick County high schools, while the overall FCPS graduation rate was 91.3%. Data demonstrate that there is a need for services to support on-time graduation for high school students experiencing homelessness. To meet this need, FCPS will use ARP Homeless I Grant funds to expand our collaboration with the Student Homelessness Initiative Partnership (SHIP) at the high school level. Grant funds will be used to cover SHIP’s cost to hire two additional case managers to serve high school students experiencing homelessness.
Acceptance of this $157,805 grant from MSDE does not obligate FCPS to expend additional local resources.
Staff recommends acceptance of this grant.
PROCESS STATEMENT: According to FCPS Regulation 500-21, all grant awards over $50,000 must be accepted by the Board of Education.

PURPOSE OF PRESENTATION:
Recognition of American Education Week and Adoption of Proclamation
BACKGROUND/SUMMARY:
During the week of November 15-19, 2021, school systems across the nation will celebrate the 100th annual American Education Week. American Education Week occurs the week prior to the week of Thanksgiving. Each day of the week has its own theme, during which we celebrate our public school community. Festivities honor the team of people who work in our public schools, everyone from the bus driver and classroom teacher to the cafeteria worker and administrative staff, plus countless others.
It is requested that the Board of Education of Frederick County recognize American Education Week in Frederick County Public Schools (FCPS) by adopting the following proclamation and inviting the citizens of Frederick County to continue their support of public education.

Inform the Board and public of National School Psychology Week and seek the Board’s Recognition of the Week of November 8 – 12, 2021 as National School Psychology Week in Frederick County Public Schools.
BACKGROUND/SUMMARY:
During the week of November 8- 12, 2021 schools throughout the country will celebrate National School Psychology Week (NSPW) to highlight the important work school psychologists and other educators do to help all students thrive. Every day, in all of Maryland’s public schools, school psychologists work diligently to create safe, healthy, and supportive learning environments that allow all students to thrive. The extensive training school psychologists’ have had in child and adolescent development, mental health, behavior, and learning make them among the most unique school-based professionals, as their skills work to bridge and support the academic, social, and emotional success of Maryland’s youth.

PURPOSE OF PRESENTATION: This presentation will provide an annual report from the Frederick County Special Education Citizens Advisory Committee.
BACKGROUND/SUMMARY: The Frederick County Special Education Citizens Advisory Committee (SECAC) was officially established in December, 2004. At the Board’s request, SECAC submits an annual report of activities and progress for the previous school year. This is an active committee of 28 members, representing parents of students with disabilities, FCPS staff, community members, and a student member.
Meetings are held monthly from September to May and are open to the public. In addition, SECAC has established that an annual retreat will be held at the end of each school year to review their work, make recommendations and commendations for the Board report, and establish priorities for the coming year.
PROCESS STATEMENT: During this presentation, presenters will share the 2020-2021 annual report, including commendations and recommendations for FCPS and the Office of Special Education. Presenters will be available for questions after the presentation.
