PURPOSE OF PRESENTATION: Staff seeks the Board’s approval of the Fiscal Year 2023 (FY2023) proposed operating budget to present at the February 2, 2022 public hearing.
BACKGROUND/SUMMARY: The Interim Superintendent released his FY2023 Superintendent’s Recommended Budget (SRB) on Monday, January 10, 2022. The Board was briefed on the SRB at the January 12, 2022 regular Board meeting. The Board held a special work session with FCPS staff on January 19, 2022 to review individual department budgets. At the January 26, 2022 meeting, the Board will decide if they will present the SRB at the public hearing or if any modifications will be made.
The Board’s public hearing on the proposed operating budget is scheduled for Wednesday, February 2, 2022 at 7:00 p.m. in the auditorium at Governor Thomas Johnson High School. Constituents are invited to provide public comment at the hearing. The meeting will be taped and broadcast at a later date.

PURPOSE OF PRESENTATION:
The purpose of this Board item is to share Frederick Classical Charter School’s (FCCS) progress on their probation action plan.
BACKGROUND/SUMMARY:
FCCS was placed on probation for the 2021-2022 school year by the Board of Education on June 9, 2021 due to governance concerns.
PROCESS STATEMENT:
FCCS has undergone a significant change in the membership of their Board of Trustees since the end of the 2020-2021 school year. The new Board members have actively participated in Board trainings and are continuing to work with an outside consultant on common understanding of governance with Frederick County Public Schools (FCPS).

BACKGROUND/SUMMARY:
National School Counseling Week 2022, sponsored by the American School Counselor Association (ASCA), will be celebrated nationwide February 7-11, 2022. The theme for the week is School Counseling: Better Together. School counselors are actively engaged in helping students examine their abilities, strengths, interests and talents; working in partnership with parents as they encounter the challenges of raising children in today’s world; focusing on positive ways to enhance students’ academic, career and social/ emotional development; and working with teachers and other educators to provide an educational system where students can realize their potential and set healthy, realistic and optimistic aspirations for themselves.
Frederick County Public Schools (FCPS) employs 160 school counselors:48 high school, 42 middle school and 66 elementary school. FCPS school counselors are assigned to all comprehensive schools, Heather Ridge School, FCPS Virtual School, Blended Virtual Programs, the Career and Technology Center, the Success Program and the English Language Learning (EL) program. These counselors are committed to working with all stakeholders to remove barriers to learning, increase student achievement and provide a much-needed resource for students, parents, teachers and administrators.

PURPOSE OF PRESENTATION:
To review progress measures and strategies for Aspirational Goal 3 of the Frederick County Public Schools (FCPS) Board of Education Strategic Plan.
BACKGROUND/SUMMARY:
The FCPS 5-Year Strategic Plan, initiated in 2016, contains five aspirational goals, 10 priorities (two per goal), and subsequent measurable goals. From 2016 to 2018, progress was reported on the initial 30 measurable goals. In 2019, the Board approved 19 newly revised measures for the aspirational goals; supporting data (establishing baselines when available) and strategies on the revised measures were shared through a series of Board meetings in 2021. Supporting data and strategies related to Goal 3 will be shared.
PROCESS STATEMENT:
Through a cross-departmental collaboration, the System Accountability and School Administration (SASA) department collects data on strategic plan measures. Progress reporting on the strategic goal measures will be presented across multiple Board meetings this school year.

PURPOSE OF PRESENTATION:
Present for discussion the recommendation regarding Monocacy Valley Montessori Public Charter School’s request for expansion.
BACKGROUND/SUMMARY:
Board of Education (Board) Policy 440 Charter Schools and Frederick County Public Schools (FCPS) Regulation 400-84 Charter School Application Process provide the policy, procedure and criteria for accepting and evaluating a public charter school application. In addition, Maryland State Board of Education Opinion No. 05-23 stipulates that it is the responsibility of the Superintendent to provide the Board with a detailed recommendation regarding the approval or denial of a charter school application.
On August 27, 2021, Monocacy Valley Public Charter School submitted a request to add grades 9-12.
In accordance with Policy 440 and Maryland Law, the Board has 120 days from submission of the completed application to render a decision and provide a written explanation for its decision of approval or denial of the application.

PURPOSE OF PRESENTATION: Presentation of the Superintendent’s recommended revisions to the Waverley, Whittier, Butterfly Ridge and Hillcrest Elementary School attendance areas in response to the opening of the Waverley Elementary School replacement as well as minor adjustments to the attendance areas for Monocacy, Crestwood and West Frederick Middle School, and Frederick and Governor Thomas Johnson High school.
BACKGROUND/SUMMARY: Waverley Elementary School will be replaced on its current site at a state rated capacity (SRC) of 1019. The new school will open in the fall of 2022. The replacement school was planned for an SRC larger than the Board’s recommended maximum size of 700 for an elementary school due to the residential growth in the area and lack of available land for new schools.
Currently, Waverley Elementary School is operating at 145% of SRC with 16 portable classrooms. Hillcrest Elementary School is operating at 136% with 12 portable classrooms. Whittier Elementary School is operating at 114% with 6 portable classrooms. Butterfly Ridge Elementary School is operating at 91%. The new Waverley Elementary School will add 664 elementary seats to this area of Frederick.
The purpose of the redistricting study is to balance enrollments between Waverley, Hillcrest, Whittier and Butterfly Ridge elementary schools and adjust the middle and high school attendance boundaries where necessary to address feeder patterns.
PROCESS STATEMENT: The redistricting study was led by FCPS facilities planning staff and included transportation, fiscal services, curriculum, and communication staff as well as school administration. FCPS staff was assisted by the consulting firm, CropperGIS, in preparing revised attendance boundary maps and compiling/evaluating data.
Attached you will find the Superintendent’s recommendation for Waverley, Whittier, Butterfly Ridge and Hillcrest Elementary School revised attendance areas as well as minor revisions to Monocacy, Crestwood, and West Frederick Middle School and Governor Thomas Johnson and Frederick High School attendance areas. The Superintendent’s recommendations result in balanced enrollments between the four elementary schools and ensures that there are no inappropriate split feeders.
Following today’s presentation and discussion, staff will host a public meeting at the Waverley Elementary School cafeteria on February 1, 2022, at 6 p.m. to present the recommendations and answer questions. The Board of Education will hold its public hearing on the recommendations on February 9, 2022, at 7 p.m. The Board is scheduled to make a decision regarding the recommendations at their February 23, 2022, Board meeting.
