BACKGROUND/SUMMARY: Frederick County Public Schools (FCPS) has been awarded a $715.50 grant from the Piedmont Environmental Education Foundation to support Frederick High School.
Grant funds will be used to purchase a variety of native plants and shrubs that will be planted in Baker Park by students in the school’s Eco-Services Club. Friends of Baker Park will support the students in this endeavor by providing tools needed for the project, as well as maintaining the plantings.
Acceptance of this $715.50 grant does not obligate FCPS to expend additional local resources.
PROCESS STATEMENT: According to FCPS Regulation 500-21, all grant awards below $50,000 must be reported as information items on the agenda of the next scheduled meeting of the Board of Education.

PURPOSE OF PRESENTATION:
March 21, 2022 worldwide is recognized as World Down Syndrome Day (WDSD). FCPS has partnered with Families Reaching, Influencing, Educating, & Networking for Down Syndrome (F.R.I.E.N.D.S.) to promote and foster awareness of Down Syndrome throughout Frederick County.
Staff will seek the Board’s recognition of March 21, 2022 as World Down Syndrome Day in Frederick County Public Schools.
BACKGROUND/SUMMARY:
Down Syndrome is a naturally occurring chromosomal arrangement that has always been a part of the human condition, and is universally present across racial, gender or socio-economic lines. It affects approximately 1 in 800 live births, although there is considerable variation worldwide. Down Syndrome usually causes varying degrees of intellectual and physical disabilities and associated medical issues.
World Down Syndrome Day has been officially observed by the United Nations each year on March 21st. The date for WDSD, being the 21st day of the 3rd month, was selected to signify the uniqueness of the triplication (trisomy) of the 21st chromosome which causes Down Syndrome. The original idea was proposed by members of the European Down Syndrome Association and Down Syndrome International. The Secretary-General of the United Nations said when WDSD was first recognized, "On this day, let us reaffirm that persons with Down Syndrome are entitled to the full and effective enjoyment of all human rights and fundamental freedoms. Let us each do our part to enable children and persons with Down Syndrome to participate fully in the development and life of their societies on an equal basis with others. Let us build an inclusive society for all.”
To further commemorate the occasion of World Down Syndrome Day, people from all over the world wear fun socks and share pictures on social media. In FCPS, we encourage all to wear their fun socks on Monday, March 21, 2022, and share their pictures on social media at the hashtags #WDSDatFCPS and #LotsOfSocks.

PURPOSE OF PRESENTATION: To recognize School Social Work Week 2022 and highlight the strong commitment FCPS has made to the mental health and wellbeing of its students.
BACKGROUND/SUMMARY: School Social Work Week (March 6 – 12, 2022) is held annually the first week of March to recognize the positive impact school social workers have as they support students, families, and communities through a “whole child” approach to student success. With a focus on addressing students’ mental health needs and assisting families to access needed resources, school social workers are essential to student achievement and family and community involvement.
The theme for National School Social Work Week 2022 is “Time to Shine.” School social workers shine the lights of hope, understanding, and respect as they work collaboratively with schools and families to meet needs and forge links to essential resources. This year, the Board of Education recognized the critical mental health needs of FCPS students and increased the Community Agency School Services (CASS) program from four to ten certified, clinical social workers. Serving schools in each feeder, these social workers manage extensive partnerships with community behavioral health services to create greater access to mental health treatment. They provide crisis and short-term counseling for identified middle and high school students, and create connections to services that wrap support around FCPS students and their families. Some individual schools have also chosen to include school social workers on staff, as has the EL department.

PURPOSE OF PRESENTATION: Staff will provide an overview of the Blueprint for Maryland. The overview will cover the five policy areas, original timeline, proposed timeline, and the FCPS Blueprint Steering Committee.
BACKGROUND/SUMMARY: In 2020, a piece of landmark legislation was passed, the Blueprint for Maryland’s Future Act (HB 1300). The intent of this legislation is to improve and enhance the quality of public education in Maryland. In its 235 pages, the bill contains policy and funding recommendations from the Kirwan Commission on Innovation and Excellence in Education. In 2021, HB 1372 was passed to complement and update HB 1300. House Bill 1300 and House Bill 1372 should both be considered and cross-referenced to fully understand policy provisions and funding found in the Blueprint. The Blueprint for Maryland’s Future is a multibillion-dollar investment to be implemented over the next 10 years. The Blueprint for Maryland's Future provides the foundation needed to elevate every child to reach their full promise and potential by transforming Maryland's education system into a world-class model.
