PURPOSE OF PRESENTATION:  The Other Post-Employment Benefits (OPEB) Trust Fund Investment Committee has reviewed and recommend the attached updated Investment Policy Statement for approval by the Board of Education (BOE) of Frederick County.

 

BACKGROUND/SUMMARY:  The purpose of the Investment Policy Statement (IPS) is to set forth a clear understanding of the investment policy, guidelines and objectives for the Retiree Benefit Trust of Frederick County Public Schools (“Public Schools OPEB Trust”).  This written IPS establishes the framework through which the appropriateness and suitability of the Public Schools OPEB Trust’s investments are evaluated.

 

Fiduciaries for the Trust include the Trustee, Investment Managers, and the Investment Consultant.  The IPS assists the Trustee and Investment Committee in effectively supervising and monitoring the investments in the Public Schools OPEB Trust.

 

The Investment Committee and Trustee reviews the IPS periodically to determine the continued feasibility of achieving the investment objectives and the appropriateness of this IPS for achieving those objectives.  When updates are recommended, the IPS is presented to the BOE for approval.

PURPOSE OF PRESENTATION:  The Board of Education of Frederick County (BOE) awarded the contract for the Construction Management Services for Waverley Elementary School Replacement on December 12, 2018.  Staff is seeking approval for an increase to the reimbursable expenses for the construction manager.

 

BACKGROUND/SUMMARY:  With any new school construction project, the Construction Manager (CM) is initially provided an allowance of reimbursable expenses for the project.  These items are actual, realized costs that the CM is tasked in managing or providing, and must submit actual receipts upon billing.  Any unused portion is reverted back to the project account. The funds needed for the reimbursable expenses are not sufficient for the remainder of the project. Below is the estimated summary of expenses to finish out the construction of the new Waverley Elementary:

The Calendar Committee Interim Co-Chair will suggest a minor adjustment to the 2022-2023 Academic Calendar. It is recommended that schools close on December 23. This will require adding a school day on June 1, 2023 in order to meet the state mandated 180-day requirement.

 

BACKGROUND/SUMMARY:  This change will ensure compliance with the Frederick County Association of School Support Employee (FASSE) negotiated agreement. Specifically, language in Article V: Holidays: “When a holiday falls on a Saturday or a Sunday, the Friday before or the Monday following the holiday shall be taken as a holiday, as determined by the Board.” December 24 falls on Saturday and December 25 on Sunday and both are designated as holidays, per the agreement. This will require that Friday, December 23 now be a duty-free day on which school should be closed.

PURPOSE OF PRESENTATION:  To update the Board of Education on the Lunch out of Landfills program operating in several FCPS schools.

 

BACKGROUND/SUMMARYLunch out of Landfills began at Urbana High School in January 2018.

With a district grant and contributing funds from five Frederick, MD Rotary Clubs, 14 schools were added in the Fall of 2019 and operated until the pandemic shutdown.

At Lincoln Elementary, a food recovery program was added and recovered on average 64 milks per day that are taken to a local food bank.

As we emerge from the pandemic, entire school systems are looking for ways to divert waste, recover uneaten food and decontaminate recycling.

Rotary can lead the way by providing instruction, support for teachers and green team, containers and creating food recovery networks.

PURPOSE OF PRESENTATION:  

To increase awareness in the community about the value of health, physical education and sport. Frederick County Public Schools (FCPS) staff request that the Board of Education designate the week of May 1-7, 2022 as Physical Education and Sport Week.  Furthermore, we are requesting approval of a proclamation which will be read in celebration of National Physical Education and Sport Week.

 

BACKGROUND/SUMMARY:  Frederick County Public Schools provides students in grades Pre-Kindergarten through 12 with comprehensive health and physical education. Additional extra-curricular opportunities for physical activity and nutrition are offered in Frederick County Public Schools. Likewise, opportunities for students in grades 9-12 are available to participate in interscholastic sports. 

 

In FCPS, we strive to develop a community of fit, skilled and knowledgeable students who value an active lifestyle, embody the spirit of pure sportsmanship, practice positive character traits, and prepare students to pursue activity throughout life.

BACKGROUND/SUMMARY

Officials from the American Association of School Librarians and local and national dignitaries recognized April as School Library month on April 1, 1985, with a ceremony on the west steps of the U.S. Capitol. Then Senator Daniel Patrick Moynihan delivered the keynote address. Senator Moynihan told the school librarians in the audience, "I want to thank you for what you do. I hope you know how important your work is. You change lives for the better. You touch people while they can still be touched."  The theme of the first national observance of School Library Month was "Where Learning Never Ends: The School Library Media Center."

 

In 2010, the name of the celebration was changed nationally to School Library Month after the Board of Directors voted to readopt the professional title “school librarian,” from the former school library media specialist.

 

Studies continue to show that schools staffed with a certified school librarian do in fact make a difference in a child’s life: Why school librarians matter: What years of research tell us

 

Schools in Frederick County celebrate this month in a variety of ways, most of which include reading, book fairs or a visit by an author.

BACKGROUND/SUMMARY:  The Annual Children’s Mental Health Matters Campaign seeks to raise awareness of the importance of children’s mental health, a commitment shared by all programs within the Student Services Department.  Now more than ever we need to sustain our support of students and address the issues that impact their mental health, working together as FCPS staff, family members, community agencies, and Board members.

 

For more than 20 years the Children’s Mental Health Matters! campaign has organized events, awareness tools, and media to raise awareness of the importance of children’s mental health.  The Maryland Coalition of Families and the Mental Health Association of Maryland work together to coordinate the campaign across the state. For instance, in FCPS, school psychologists are charged with collaborating with their school-based and district colleagues (counselors, CASS, behavior support, etc.) to champion awareness activities in their schools.

PURPOSE OF PRESENTATION:  To recognize five category winners and the overall Central Office Support Employee and School-based Support Employee of the Year.

 

BACKGROUND/SUMMARY:  Since 2008, Frederick County Public Schools (FCPS) has recognized outstanding members of its support staff with the FCPS Support Employee of the Year awards.  This year, one employee each from seven broad job classifications has been selected for recognition.  From the seven, one will be named the FCPS School-Based Support Employee of the Year and another the Central Office Support Employee of the Year.  All category winners will receive a trophy.  In addition to the trophy, the top two employees will receive a $100 cash award, one extra personal day which he or she must use by the end of the 2022/2023 school year, and a Board of Education of Frederick County (BOE) pin. 

 

PROCESS STATEMENT: Dr. Louérs-Phillips will provide background on the awards. Dr. Markoe will recognize the first five category winners and BOE president Brad Young will present each with a trophy. Dr. Markoe will then recognize the 2022 FCPS School-Based Support Employee of the Year and Central Office Support Employee of the Year. BOE president Brad Young will present their trophies and a prestigious BOE pin.
