PURPOSE OF PRESENTATION:  The Board of Education will meet to appoint the new Superintendent for Frederick County Public Schools.

 

BACKGROUND/SUMMARY: In December of 2021, the Board began the process of searching for a new Superintendent of Frederick County Public Schools.  The firm of Hazard, Young, Attea & Associates was hired to conduct the search.  On February 16, 2022, the Board met with the Consultant, Brad Draeger, in the Board Room to discuss the timeline for the Superintendent Search.  The vacancy was advertised beginning February 16, 2022.  There were many virtual meetings held with members of the Board, the community and FCPS employees and students to help develop a Leadership Profile.  An online survey was conducted from February 23 - March 4, 2022.  On April 6, 2022, the Board met with the Consultant and was presented with a slate of 18 candidates.  At that time, the interview questions were developed.  The Board met in Administrative Function from April 7-April 14, 2022 to conduct interviews of five candidates for Superintendent.  The Board deliberated on April 14, 2022 and chose the candidate for Superintendent. According to MD Education Code Ann. §4-201(2020), the Board of Education will appoint a Superintendent to serve a term of four years beginning July 1.  Upon Board approval of appointment, the Board will seek final approval from the Superintendent of the State of Maryland.

Board approval of Superintendent appointment.
Ms. Barrett made the following motion:
Given the Board of Education of Frederick County's thorough and inclusive search for an outstanding, highly qualified, student-first Superintendent who can enhance the educational experience of every child, every day. And
Given that the Board pursuant to Section 4-201 of the Education Article, Annotated Code of Maryland, has the duty and the authority to appoint a Superintendent to lead the Frederick County Public School for a four (4) year term, and
Given that the Board has selected Dr. Cheryl L. Dyson, to be the Frederick County Public Schools next Superintendent; and
Given that Dr. Dyson has agreed to accept a four-year term as Superintendent of the Frederick County Public Schools; and
Given, the Board believes that Dr. Dyson has demonstrated the vision and leadership needed to properly administer the Frederick County Public Schools, advance the goals established by the Board, and work in the best interests of the students, parents, teachers, school staff, and the community;
NOW, THEREFORE, be it RESOLVED, that the Board of Education of Frederick County hereby appoints Dr. Cheryl L. Dyson, as Superintendent of Schools for Frederick County for a period of four years beginning on July 1, 2022, and ending on June 30, 2026, subject to the approval of the State Superintendent of Schools.

Board ratification of employment contract of new Superintendent.

PURPOSE OF PRESENTATION:  The Board of Education of Frederick County will ratify the employment contract with the new Superintendent of Frederick County Public Schools.

 

BACKGROUND SUMMARY:  Subsequent to issuing an offer of employment to the selected candidate for Superintendent, discussion of the terms and conditions of the employment contract occurred with tentative agreement reached.  The purpose of this agenda item is to seek final ratification of the employment contract between the Superintendent and the Board.

Board ratification of employment contract of new Superintendent.
Ms. Barrett made the following motion:
Given that the Board of Education of Frederick County has approved the appointment of Dr. Cheryl L. Dyson to a four (4) term as Superintendent of Schools for the Frederick County Public Schools; and
Given that the Board and Superintendent Dyson believe that the interests generally of the students, parents, school staff, County residents, and the Frederick County community are promoted and protected by the parties entering into a written employment contract;
NOW, THEREFORE, be it;
RESOLVED, that the Board of Education of Frederick County hereby approves the Employment Agreement, attached thereto between Dr. Dyson and the Board and evidence the Board’s approval by signing the Agreement.
