PURPOSE OF PRESENTATION:  Staff requests approval of the fee proposal submitted by Keller Construction Management for Design-Build services for the Crestwood Middle School Building Addition project utilizing the Oakdale Middle School Addition design as a prototype.

 

BACKGROUND/SUMMARY:  Crestwood Middle School and Oakdale Middle School were built using the same prototype Middle School Design.  Both middle schools planned for future additions which were outlined in the site plans approved by Frederick County at the time when the original buildings were constructed.  The core spaces at these two schools (gymnasium, cafeteria) were also designed with future additions in mind.

The Board approved the award of Design Build Services to Keller Construction Management in August 2019 for the Oakdale Middle School Addition.  This design build team successfully completed the design, the addition (on schedule in the summer of 2021), and well under the projected budget.

FCPS Staff is recommending award of the design-build services for the Crestwood Middle School Addition project to Keller Construction Management using Oakdale Middle School Addition’s prototype.  Using the same design-build team will allow FCPS to keep both design and construction fees low.  The design-build team can utilize their experience from the Oakdale Middle School Addition to minimize risks associated with this project during design and construction phases.

PROCESS STATEMENT:  Funding for the design of the Crestwood Middle School Addition was included in the approved FY2024 Frederick County Capital Budget.  A fee proposal was requested from Keller Construction Management (see backup 1).  The proposed fee of $1,556,820 is within the budgeted amount for the design and Construction Management fee of this project.

PURPOSE OF PRESENTATION:  To recognize Ms. Donna Ross as the recipient of the 2022 Charles E. Tressler Distinguished Teacher Award.

 

BACKGROUND/SUMMARY:  Ms. Ross has been an English teacher and literacy specialist during her 25-year career in Frederick County Public Schools.  She began at Governor Thomas Johnson High School and transferred to Urbana High School in 2002. Ms. Ross is a distinguished teacher who creates an inviting, safe and creative classroom where students of all abilities find success. She pushes her students not only to achieve curriculum standards, but also to hone their latent talents. Most importantly, Ms. Ross successfully teaches every child who walks though her door, and she does so with joy.

 

The late Samuel Eig of Gaithersburg, Maryland established the Charles E. Tressler Award to recognize Dr. Tressler, a Giles professor emeritus of early childhood education who taught at Hood College from 1964 to 1990.  Dr. Tressler chaired Hood’s education department for 18 years and served on the school’s graduate school council for 12 years.  The Tressler Award is presented annually to honor distinguished teaching in Frederick County Public Schools.  It recognizes an FCPS teacher who has had a significant impact on young people.

Jonathan Kurtz earned a Bachelor of Music degree from Taylor University (2003). He completed a Master of Arts in Music Education at the University of Maryland College Park (2009) and holds a Certificate of Educational Leadership from Hood College (2015). Jonathan has taught music in grades K-12 over the last 19 years including concert band, jazz band, orchestra, music theory, music technology, and music history. He regularly participates in curriculum writing, department chair meetings, and served on a school Hybrid Reopening Committee. He is currently the Coordinator of the Academy for the Fine Arts at Governor Thomas Johnson High SchoolInterim Superintendent Dr. Mike Markoe notified Mr. Kurtz that he earned the award during a “SurPRIZE Patrol” visit to Governor Thomas Johnson High on April 14. Dr. Markoe was joined by community leaders from throughout the county, as well as a host of students from the Academy for the Fine Arts.

BACKGROUND/SUMMARY: The Washington Post Principal of the Year Award recognizes principals who go beyond the day-to-day demands of their position to create an exceptional educational environment.

 

Bernard Quesada, IV is the exemplary principal of Middletown High School. He is a 1993 graduate of West Virginia University (B.S., Secondary Education, English) and a 2005 graduate of McDaniel College (Master of Leadership and Administration). Mr. Quesada was an English teacher for seven years in Frederick County before transitioning to Assistant Principal positions at two different county high schools. From 2010 to 2019, Bernie enjoyed a spectacularly successful tenure as the principal of Catoctin High School, where he quickly established himself as an innovative, transcendent, and gifted educational leader whose popularity and accomplishments have become legendary.

 

Mr. Quesada represented FCPS as a finalist for the 2022 Washington Post Principal of the Year award.

 

The Washington Post awards were established to encourage excellence in school leadership and to contribute in a substantive way to the improvement of education in the Washington metropolitan area.

Currently in her 6th year of teaching at Middletown Middle School, she proudly serves as our building’s administrative intern (2021), school improvement member, equity representative, and PBIS (positive behavioral interventions and support) committee member.

 

Ms. Karajeh was nominated to be a finalist for the 2022 Washington Post Teacher of the Year award. The regional winner was announced on April 18, 2022.

 

In addition to recognizing excellence in teaching, the goal of the Washington Post Teacher of the Year Award has been to contribute to improvements in education in the Washington Metropolitan area.

BACKGROUND/SUMMARY:  The Board of Education (BOE) Operating Budget totals $822,836,251, including $689,756,984 in unrestricted funds and $133,079,267 in restricted funds.

 

The Frederick County Government funding of the FCPS Operating Budget is $35.0M over the FY2022 appropriation.  The County Council approved its operating budget and associated appropriation to the BOE on May 17, 2022.

The FY2022 State appropriation increased by $46.5M, as MSDE instituted the new funding formula associated with the Blueprint for Maryland’s Future.

The FY2022 federal restricted funding decreased by $21.3M, as FCPS has expended grants received for recovery from the COVID-19 pandemic. 

The first two attachments, the Sources of Funds and the MSDE Expenditure Categories, require BOE approval.  The third attachment is the detailed working file, stating all of the adjustments made during the budget process.

BACKGROUND/SUMMARY: The Artificial Turf Fund, reported as a non-major governmental fund, was created in FY2010. Since the inception of this fund, Frederick County Public Schools has been collecting revenues with the intention of using those revenues to repair/replace the artificial turf fields as they reach their useful life. 

 

The recommended FY2023 Artificial Turf Fund Budget reflects total revenues of $476,000 for the year.  Budgeted revenues are expected to be generated by community user groups for rentals for the use of facilities and turf fields, cell tower leases, interest earnings as well as a transfer from the General Fund. 

 

The recommended expenditures for FY2023 are $600,000, which is expected to cover the costs to replace/repair the artificial turf field at Linganore High School.

BACKGROUND/SUMMARY:  The FY2023 Capital Budget is recommended at a total of $63,702,193. This is comprised of state and local funding as well as state funds from the FY2023 Aging School Program (ASP). The projects listed in the attached budget summary are part of the comprehensive six-year plan that is updated annually.

 

The budget provides construction funds for the Brunswick Elementary Replacement, Green Valley Elementary Replacement Design and the Valley Elementary School Replacement Design projects. Funding is also included for eight (8) systemic renovation projects as well as funding for five (5) buses.  

 

The Public School Construction Program’s budget was approved by the Interagency Commission (IAC) on School Construction on May 11, 2022. Frederick County Government’s Capital Budget was approved by the Frederick County Council on May 17, 2022.

PURPOSE OF PRESENTATION:  Staff seeks approval of FY2023 Food and Nutrition Services Operating Budget.

 

BACKGROUND/SUMMARY: The proposed FY2023 Food and Nutrition Services Operating Budget is $16,328,248.  Total FY2023 revenues are approximately $476,333 more than the FY2022 budgeted revenues of $15,851,915.  The USDA meal waivers expire June 30, 2022, therefore, revenue is based on student status.  Meal participation and ala carte sales are budgeted to be pre-pandemic levels.  The phase-in to remove reduced prices meals at the state level is also complete, therefore reduced priced students will receive breakfast and lunch at no cost.  FY2023 revenues also include a budgeted use of fund balance for $400,000.

 

The recommended expenditures are $16,328,248, which is $476,333 more than the budgeted expenditures for FY2022 of $15,851,915.  Salaries have increased 16% to meet contractual obligations and pre-pandemic staffing models. Health insurance also includes a 5.5% increase.  Purchased food and supply costs are expected to increase roughly 10%, but it is expected that less total meals will be served in FY2023, therefore expenditures for these items have remained consistent.

 

June 30, 2021 fund balance is $2,375,970.

PURPOSE OF PRESENTATION:  Staff seeks approval of the FY2023 Self-Insurance Fund Budget.

 

BACKGROUND/SUMMARY:  The recommended FY2023 Self-Insurance Operating Budget is $132,619,291. Total revenues are $12,731,061 or 10.62% more than the approved FY2022 budgeted. Operating revenues largely consist of Board of Education contributions, employee contributions, retiree contributions, and Medicare subsidies. The recommended budget includes an increase in enrollment, a 5.50% medical premium increase, and an increase in Medicare Part D subsidies.

 

The recommended expenditures are $132,619,291, and include budgeted Health Claims Paid to cover the insurance cost for new retirees and insurance costs for new employees. The budget for Stop Loss Insurance increased 19.05% from the approved FY2022 budget; reflective of market trend and historical large claims experience.

 

Transfers out to the OPEB Trust Fund are contingent on the Self-Insurance audited fund balance exceeding the target reserve by more than 25%. Insurance Council voted to increase the target reserve in FY2022 to 1/10th of the recommended budget, an increase from 1/12th of the recommended budget. Due to the unpredictability of claims and the higher target reserve threshold, a transfer out to OPEB is not anticipated in FY2023. However, if claims experience is favorable and fund balance exceeds target reserve by 25%, a transfer to OPEB will occur.

PURPOSE OF PRESENTATION:  Staff seeks approval of the 2022 Superintendent’s Recommended Educational Facilities Master Plan (EFMP).

 

BACKGROUND/SUMMARY:  Each year, the Board of Education of Frederick County (BOE) reviews and updates the 10-year EFMP for the Frederick County Public Schools.  This plan serves a number of purposes, some of which include the following:

 

PROCESS STATEMENT:  The 2022 Superintendent’s Recommended EFMP was presented to the BOE at the June 8, 2022, Board meeting. The BOE will have additional discussion, receive public comment, and is scheduled to approve the EFMP at the June 22, 2022, Board meeting.  The approved EFMP must be submitted to the state by July 1, 2022, and is the basis for capital funding requests for FY24, which are submitted to the state and county in early October 2022.  Electronic copies of the plan can be found at https://www.fcps.org/capital-program/efmp-board-review.
