PURPOSE OF PRESENTATION:  Staff seeks Board of Education (BOE) acceptance of the Maryland Emergency Education Relief grant #1.

 

BACKGROUND/SUMMARY:  Frederick County Public Schools (FCPS) has been awarded $224,808 grant from the Maryland Department of Housing and Community Development to fund service cost of Wi-Fi hot spots used by students between September 1, 2021 and September 15, 2022.

 

During COVID-19 pandemic, FCPS purchased and deployed cellular network enabled Wi-Fi hot spots to approximately 4% of our student population.  When students returned to schools in fall 2021, FCPS discontinued the use of some of these devices due to the return to in-person instruction.  However, 1,102 of these devices were kept in service to be used by students who either remained in a virtual instruction environment or lacked sufficient connectivity at home to support their curricular requirements.  The awarded grant funding covers the service fees for the broadband connectivity for these hot spots from September 1, 2021 through September 15, 2022.

 

PROCESS STATEMENT:  According to FCPS Regulation 500-21, all grant awards over $50,000 must be accepted by the BOE.

BACKGROUND/SUMMARY:  Frederick County Public Schools (FCPS) has been awarded $141,000 grant from the Maryland Department of Housing and Community Development to fund network infrastructure hardware necessary to extend the internal FCPS network to external locations accessible by students and staff.

 

The grant funds will be used to purchase equipment to extend the Wi-Fi connectivity in all 75 FCPS buildings.  In 2020, Frederick County Government commissioned a broadband study to assess needs in the county.  The study acknowledged the lack of effective, affordable broadband access in many areas in the county.  By making Wi-Fi connectivity available outside of all our buildings, FCPS will be able to provide internet access to students and families throughout the county.

We do much of this through the Frederick County Judy Center, which works to improve school readiness through comprehensive and collaborative programs and services focused on increasing family engagement, social foundational skills and language and mathematical skills.

 

The Judy Center Early Learning Hub at Butterfly Ridge Elementary serves approximately 500 children and families, birth through five years. The Judy Center grant will cover the salary of a full-time Program Coordinator and Family Service Coordinator. The costs of a full-time teacher and full-time administrative assistant are shared between the four (Butterfly Ridge, Hillcrest, Lincoln and Waverley) Judy Center grants.

 

In addition, grant monies will be used to support a Case Manager who is contracted through Family Partnership, one of the Judy Center’s long-time partners. Funds will also be used to support professional learning for Judy Center pre-kindergarten and kindergarten teachers, child care partners and Judy Center staff; provide enhancement opportunities through music, art, gross motor and trauma-informed yoga instruction to children; purchase supplies and materials for use in the classroom and for family engagement activities. 


Acceptance of this grant does not obligate FCPS to expend additional local resources.

 

Staff recommends approval of this grant.

PURPOSE OF PRESENTATION:  Staff requests approval of the fee proposal submitted by GWWO for Architectural and Engineering services for the Green Valley Elementary School and Valley Elementary School replacement utilizing the current elementary school protype design.

 

BACKGROUND/SUMMARY:  In April 2021, the Board of Education approved the Green Valley Elementary School feasibility study which recommended replacing the building on the elementary school site dedicated by the developer of the Landsdale development.

 

In April 2021, the Board of Education also approved the Valley Elementary School feasibility study which recommended replacing the building on the existing school site.

 

Both replacements are expected to be funded from the Built-to-Learn Act funds for the State portion of the project costs.  Design for the projects will begin in July 2022, with both replacement buildings expected to open for students in the fall of 2025.

 

Staff recommends using the prototype elementary school design utilized for Waverley Elementary School, Blue Heron Elementary School, and Brunswick Elementary School.  Valley Elementary School’s replacement will also be designed to include a County Parks and Recreation Center, a Data Center, and a parking area for FCPS school busses.  The State Rated Capacity (SRC) for the replacement Green Valley Elementary School will be 725 and the replacement Valley Elementary School will be 745.

 

PROCESS STATEMENT:  Funding for the design of both these replacement schools was included in the FY2023 capital budget.  A Fee Proposal was requested from GWWO (see backup 1).  The proposed fee of $1,602,714, plus reimbursable expenses not to exceed $168,115, for Green Valley Elementary School is within the budgeted amount for design of the project.  The proposed fee of $1,693,247, plus reimbursable expenses not to exceed $212,440, for Valley Elementary School is within the budgeted amount for design of the project.
