BACKGROUND/SUMMARY: Frederick County Public Schools (FCPS) has been awarded $38,000 in grants from the Maryland State Department of Education to support robotics programs at Butterfly Ridge Elementary School, Brunswick High School, Frederick High School, Gov. Thomas Johnson High School and Urbana High School.
A $6,000 grant to Butterfly Ridge Elementary School will be used to purchase First Lego Discovery Kits for grades K-2 and First Lego League Packs for grades 3-4. The materials will be used during the school day by classroom teachers to engage students in the engineering design process. Students will identify a problem that needs to be solved, evaluate potential solutions, select a solution and design a simple machine to test the solution.
The four high schools each received a grant of $8,000 and will use these funds to support their robotics clubs, which run after school and have faculty advisers. Students in these clubs design, build and program robots that will compete in tournaments in spring 2023 sponsored by FIRST Robotics, an international organization that inspires youth to become leaders and innovators in science and technology. Through participation in these clubs, students learn the engineering design process and acquire the communication and organizational skills needed to work collaboratively as part of a team. All four high schools will use their grant funds to cover registration costs for FIRST Robotics competitions.
Acceptance of the $38,000 in grants does not obligate FCPS to expend additional local resources.
PROCESS STATEMENT: According to FCPS Regulation 500-21, all grant awards below $50,000 must be reported as information items on the agenda of the next scheduled meeting of the Board of Education.

PURPOSE OF PRESENTATION: To seek Board of Education approval of grant funds to support Waverley Elementary School.
BACKGROUND/SUMMARY: Frederick County Public Schools (FCPS) has been awarded $69,626 in additional grant funds from the Maryland State Department of Education to support the Judith P. Hoyer Early Care and Education Center’s work at Waverley Elementary School.
The additional grant funds will be used to support the salary and benefits of an additional Family Service Outreach Coordinator at Waverley Elementary’s Judy Center. With the opening of the new Waverley Elementary building, enrollment has increased by 54% over last year. A second Family Service Outreach Coordinator will provide support and resources to reach additional families and children from birth to five years old in the Waverley attendance area.
Acceptance of this grant does not obligate FCPS to expend additional local resources.
Staff recommends approval of this grant.

PURPOSE OF PRESENTATION: Staff is seeking Board of Education of Frederick County (BOE) approval of the Memorandum of Understanding (MOU) between FCPS, Frederick County Government, and the Maryland Stadium Authority (MSA). Once executed by all parties, this MOU will allow the MSA to reimburse FCPS for the remaining State portion of the funding for the Waverley Elementary School project.
BACKGROUND/SUMMARY: Maryland’s Built to Learn (BTL) Act passed in March 2020. This Act provides up to $2.2 Billion in additional funding for school construction projects throughout the state. FCPS expects to receive between $91 to $112 million in funding over several years. Maryland public school construction projects that are approved by the State of Maryland, and began construction after June 1, 2020, are eligible to request funding through the Built to Learn Act. If approved by the Interagency Commission on School Construction (IAC) and MSA, each project seeking reimbursement of State funds through the BTL will require an MOU executed by all three parties. Access to BTL funds will allow FCPS to get reimbursed on Capital Projects much faster than the usual three to five years under the traditional CIP process. This is allowing FCPS to move forward with two replacement elementary school projects simultaneously at Green Valley and Valley Elementary Schools. Separate MOUs for those two projects will be presented to the BOE for approval in the future.
PROCESS STATEMENT: FCPS staff have been working with MSA staff over the past year to review the language for the MOU. The terms of the MOU haven been reviewed by FCPS Legal Department, as well as an outside legal consultant on behalf of FCPS. Frederick County Government has also completed their initial review of the MOU with their proposed edits being incorporated into this version of the MOU. Once approved by all parties, this MOU can be used as a template for the Brunswick Elementary School replacement project cost reimbursement.
Staff recommends approval of the MOU, as it will allow FCPS to receive reimbursement for the remaining state funds for the Waverley Elementary School project. Once approved by the BOE, the MOU will be sent to Frederick County Government for their review and approval.

PURPOSE OF PRESENTATION: The Schematic Design (SD) documents for the Monocacy Elementary School (MoES) Limited Renovation have been developed and are being presented for approval by the Board of Education of Frederick County (BOE). The SD submission presentation is attached showing the site plan, building orientation, and floor plans for the renovated school. The SD drawings are the first phase of the three-phase design process.
BACKGROUND/SUMMARY: Monocacy Elementary School was recommended for a limited renovation in the 2021 FCPS Educational Facilities Master Plan (EFMP), which was approved by the BOE in June of 2021. FCPS standard educational specifications for elementary schools, modified for the building size of the existing MoES, is used for this limited renovation project. The newly renovated MoES building will have a state rated capacity (SRC) of 504 students, and will meet all current national, state, and local building codes. The design is being developed in accordance with the State of Maryland IAC and DGS requirements. The design builder for this project is Oak Contracting and the project architect is TCA Architects.
The Project’s construction completion schedule is contingent upon receiving the necessary approvals, adequate funding, and required permits from the City of Frederick and the State of Maryland.
Staff recommends approval of the SD documents. Once approved by the BOE, the SD documents will be submitted to the State IAC and DGS for their review and approval.
PROCESS STATEMENT: MoES Design Builder selection was approved by the BOE on May 4, 2022. Design started in July 2022, after the initial funding for this project became available.

PURPOSE OF PRESENTATION: The Superintendent is proud to share highlights of FCPS students and staff as we reopened for the new academic year. FCPS Teacher of the Year Jonathan Kurtz will announce a brief back-to-school video presentation.
BACKGROUND/SUMMARY: The video will highlight the range of activities undertaken by FCPS employees during the summer months. Even though schools are not in session, the work of FCPS employees does not decrease. In fact, the opposite is true - summer at FCPS comes with a flurry of activity. Employees run a wide range of programs for students, work diligently to prepare buildings and other facilities, maintain the fleet of buses, prepare the curriculum and train employees, conduct professional learning for leadership, among other things. This video is intended to offer a snapshot of the important summer work.
The video presentation will also highlight scenes from the first day of school (August 17) for FCPS students from across the county, offering a snapshot of the excitement and energy of FCPS students, teachers, and staff on the first day.

PURPOSE OF PRESENTATION: Staff requests approval of the Board of Education of Frederick County (BOE) to submit the FY2023 Comprehensive Maintenance Plan (CMP) to the State of Maryland Interagency Commission on School Construction.
BACKGROUND/SUMMARY: The Code of Maryland Regulations require local educational agencies to annually submit an updated CMP to the State. CMPs describe the agency’s strategy for maintaining its school facilities. Boards of Education must approve CMPs prior to submittal.
Staff recommends approval of the Fiscal Year 2023 Comprehensive Maintenance Plan for Educational Facilities (see backup 1).

PURPOSE OF PRESENTATION:
BACKGROUND/SUMMARY:
The United States Department of Justice conducted an investigation into the use of physical restraint and seclusion of students in Frederick County Public Schools (FCPS). The investigation concluded with a settlement agreement on
December 1, 2021. As a result of the settlement, Dr. Michael Markoe, former Interim Superintendent, initiated the formation of the Blue Ribbon Task Force. Members of the Task Force studied special education supports and
programming and identified recommendations to enhance the educational experiences for students in specialized programs, as well as behavioral supports for all students. In addition, Dr. Markoe directed a balance in the selection of Task Force members between FCPS staff and community representatives to ensure recommendations from the Task Force would reflect a diversity of feedback and perspectives.
At the conclusion of the task force, members of the task force were offered an opportunity to share their experiences in recorded video interviews. The video can be viewed here in its entirety: Blue Ribbon Task Force Member Interviews.
