BACKGROUND/SUMMARY: The Middletown School Campus is located in the heart of Middletown and hosts three FCPS schools on 71.30 acres.
Middletown Elementary School (ES) is located at 201 E. Green Street. Middletown ES was originally constructed in 1974 and has had no additions or major renovations. The building is approximately 54,854 gross square feet. The school currently serves students in grades 3 through 5 and has a state rated capacity of 480 students. The September 2022 equated enrollment is 440. The school is operating at 92% of capacity. Enrollments at Middletown ES are anticipated to remain stable. The September 2031 enrollment projection is 416 students, or 87% of the current SRC.
Middletown Middle School (MS) is located at 100 Martha Mason Street. Middletown MS was originally constructed in 1953 with additions in 1957, 1976 and 1995. The building is approximately 114,974 gross square feet. The school currently serves students in grades 6 through 8 and has a state rated capacity of 1,052 students. The September 2022 equated enrollment is 788. The school is operating at 75% of capacity. Enrollments at Middletown MS are anticipated to remain stable. The September 2031 enrollment projection is 734 students, or 70% of the current SRC.
Middletown High School (HS) is located at 200 School House Drive at the north end of the campus. The administration and classroom portions of the building are a single story with a gym and pool located on a lower level. The building was originally constructed with an open space design in 1974. Additions and renovations that enclosed most of the open space classrooms were completed in 1997 and 1998 resulting in a total area of 189,641 GSF. Middletown HS serves students in grades nine through twelve and has a state rated capacity of 1,328. The September 2022 equated enrollment was 1,081 students. The school is operating at 81% of capacity. Enrollment is projected to grow slightly in the middle of the ten-year period before declining to 1,061 in September 2031.
PROCESS STATEMENT: The Board of Education of Frederick County awarded a contract to a consultant team led by Moseley Architects for the Middletown Campus Feasibility Study at the March 9, 2022, meeting. The consultant team investigated the physical condition of all three buildings and also compared current educational specifications at each level with the spaces available in the buildings. The study was completed in October 2022. The study resulted in options and cost estimates for renovation with additions and replacement of the buildings on the existing school campus. The team considered construction phasing, project schedules, traffic flow and available space for relocating students in the development of a concept master plan for the campus.
Staff recommends approval of the Middletown Campus Feasibility Study, including the recommendation to replace Middletown Elementary School and Middletown Middle School with a co-located building, followed by a replacement of Middletown High School. Replacement of the existing three buildings with two new buildings will address building condition deficiencies and improve the function of the campus overall.

PURPOSE OF PRESENTATION: The Schematic Design (SD) documents for the Green Valley Elementary School (GVES) and Valley Elementary School (VES) Replacement Projects have been developed and are being presented for approval by the Board of Education of Frederick County (BOE). The SD submission presentation is attached (see backup 1) showing the site plan, building orientation, floor plans and proposed building elevations for the new school. The SD drawings are the first phase of the three-phase design process.

The replacement design is being based on the current FCPS prototype design that was initially developed for the new Blue Heron Elementary School and updated for the replacement Brunswick Elementary School. As a part of the base bid, the schools will include the specialized program spaces as per the educational specifications, and the schools will serve students in pre-K through fifth grade. The replacement GVES is being designed for a state rated capacity of 725 students and VES is being designed for 745 students.
VES includes three add alternates:
BOE approval of the GVES and VES feasibility studies was received on April 14, 2021, and local planning approval was received on April 14, 2021. The funding for the design (architect and construction manager selections) was received in FY21. Funding for construction is anticipated to be received over two fiscal years between FY23 and FY24.
The schools will be energy efficient buildings that meet, at a minimum, the USGBC LEED Silver design requirements; however, the buildings are not scheduled to be certified with the USGBC. All current local building codes of the authorities having jurisdiction and the FCPS educational program specifications will be met. The GVES and VES replacement design is to be performed in accordance with the State of Maryland IAC / PSCP guidelines and DGS requirements in conjunction with the requirements of the Maryland Stadium Authority (MSA).
The substantial completion date for construction stage 1 is June 30, 2025, with the expectation of the new school being occupied at the start of school year 2025. The substantial completion date for construction stage 2 is June 30, 2026. The project’s construction completion schedule is contingent upon receiving the necessary approvals, adequate funding, and required permits from Frederick County and the State of Maryland.
Staff recommends approval of the schematic design documents. Once approved, the documents will be submitted to the State IAC for their review and approval.
