PURPOSE OF PRESENTATION:  Staff seeks approval of the findings and recommendations from the Middletown Campus Feasibility Study.

 

BACKGROUND/SUMMARY:  The Middletown School Campus is located in the heart of Middletown and hosts three FCPS schools on 71.30 acres.

 

Middletown Elementary School (ES) is located at 201 E. Green Street. Middletown ES was originally constructed in 1974 and has had no additions or major renovations. The building is approximately 54,854 gross square feet. The school currently serves students in grades 3 through 5 and has a state rated capacity of 480 students. The September 2022 equated enrollment is 440. The school is operating at 92% of capacity. Enrollments at Middletown ES are anticipated to remain stable. The September 2031 enrollment projection is 416 students, or 87% of the current SRC.

 

Middletown Middle School (MS) is located at 100 Martha Mason Street. Middletown MS was originally constructed in 1953 with additions in 1957, 1976 and 1995. The building is approximately 114,974 gross square feet. The school currently serves students in grades 6 through 8 and has a state rated capacity of 1,052 students. The September 2022 equated enrollment is 788. The school is operating at 75% of capacity. Enrollments at Middletown MS are anticipated to remain stable. The September 2031 enrollment projection is 734 students, or 70% of the current SRC.

 

Middletown High School (HS) is located at 200 School House Drive at the north end of the campus. The administration and classroom portions of the building are a single story with a gym and pool located on a lower level. The building was originally constructed with an open space design in 1974. Additions and renovations that enclosed most of the open space classrooms were completed in 1997 and 1998 resulting in a total area of 189,641 GSF. Middletown HS serves students in grades nine through twelve and has a state rated capacity of 1,328. The September 2022 equated enrollment was 1,081 students. The school is operating at 81% of capacity. Enrollment is projected to grow slightly in the middle of the ten-year period before declining to 1,061 in September 2031.

 

PROCESS STATEMENT:  The Board of Education of Frederick County awarded a contract to a consultant team led by Moseley Architects for the Middletown Campus Feasibility Study at the March 9, 2022, meeting. The consultant team investigated the physical condition of all three buildings and also compared current educational specifications at each level with the spaces available in the buildings. The study was completed in October 2022. The study resulted in options and cost estimates for renovation with additions and replacement of the buildings on the existing school campus. The team considered construction phasing, project schedules, traffic flow and available space for relocating students in the development of a concept master plan for the campus.  

 

Staff recommends approval of the Middletown Campus Feasibility Study, including the recommendation to replace Middletown Elementary School and Middletown Middle School with a co-located building, followed by a replacement of Middletown High School.  Replacement of the existing three buildings with two new buildings will address building condition deficiencies and improve the function of the campus overall.

Also, three (3) Board of Education members, between now and November 21, 2022, attend and hold a public meeting in the Middletown community where community members can share questions and concerns. Third, bring the Middletown Feasibility Study back to the Board on November 21, 2022 for a vote.
After Board discussion with staff, the motion was amended to allow staff to conduct the Middletown community meeting and Ms. Johnson and Mr. Tessarollo may attend, if they wish.

PURPOSE OF PRESENTATION:  The Schematic Design (SD) documents for the Green Valley Elementary School (GVES) and Valley Elementary School (VES) Replacement Projects have been developed and are being presented for approval by the Board of Education of Frederick County (BOE).  The SD submission presentation is attached (see backup 1) showing the site plan, building orientation, floor plans and proposed building elevations for the new school.  The SD drawings are the first phase of the three-phase design process. 

 

BACKGROUND/SUMMARY:

 

Green Valley Elementary School – (GVES)

Existing Location - 11501 Fingerboard Road Monrovia, MD 21770

New Location - Lansdale Development at the corner of Ed McClain Road and Monrovia Boulevard in Monrovia, MD

Valley Elementary School – (VES)

Valley Elementary School Replacement

The replacement design is being based on the current FCPS prototype design that was initially developed for the new Blue Heron Elementary School and updated for the replacement Brunswick Elementary School. As a part of the base bid, the schools will include the specialized program spaces as per the educational specifications, and the schools will serve students in pre-K through fifth grade.  The replacement GVES is being designed for a state rated capacity of 725 students and VES is being designed for 745 students.

VES includes three add alternates:

  1. Parks and Recreation Gymnasium and the associated spaces (approximately 4,000 gross square feet)
  2. Computer Data Center and any associated spaces (approximately 1,000 gross square feet)
  3. Bus parking lot on site.

 

BOE approval of the GVES and VES feasibility studies was received on April 14, 2021, and local planning approval was received on April 14, 2021. The funding for the design (architect and construction manager selections) was received in FY21. Funding for construction is anticipated to be received over two fiscal years between FY23 and FY24.

 

The schools will be energy efficient buildings that meet, at a minimum, the USGBC LEED Silver design requirements; however, the buildings are not scheduled to be certified with the USGBC. All current local building codes of the authorities having jurisdiction and the FCPS educational program specifications will be met. The GVES and VES replacement design is to be performed in accordance with the State of Maryland IAC / PSCP guidelines and DGS requirements in conjunction with the requirements of the Maryland Stadium Authority (MSA).

The substantial completion date for construction stage 1 is June 30, 2025, with the expectation of the new school being occupied at the start of school year 2025. The substantial completion date for construction stage 2 is June 30, 2026. The project’s construction completion schedule is contingent upon receiving the necessary approvals, adequate funding, and required permits from Frederick County and the State of Maryland.

 

Staff recommends approval of the schematic design documents. Once approved, the documents will be submitted to the State IAC for their review and approval.

Representatives from the Frederick County Teachers Association (FCTA), the Frederick Association of School Support Employees (FASSE), the Frederick County Administrative and Supervisory Association (FCASA), and the PTA Council of Frederick County (PTA) will read the proclamation.

This year's theme, "Together We Shine" is derived from how we see hope after several challenging years. We have all faced difficulties created by the pandemic, social injustice and inequity, economic stress, and challenges to mental and physical health. For some, it has been a time of real darkness, and finding light is critical to building resilience and hope.

 

Though each of us has our own inner light-the strengths and attributes that shape our capabilities and dreams - when we bring together our ideas and actions to uplift each other-we shine even brighter together, both as individuals and as a community. Feelings of isolation and disconnection have been challenging these past 2 years. Reconnecting with others and reestablishing the sense of being valued parts of a greater whole empowers students and adults to find purpose and possibility.

PURPOSE OF PRESENTATION:  
The Special Education Citizens Advisory Committee (SECAC) will present their annual report to the Board.  The report will include commendations for the 2021-2022 school year, as well as recommendations for school year 2022-2023 for students with disabilities.
 

BACKGROUND/SUMMARY
The Frederick County SECAC works in collaboration with students, families, FCPS staff, and the community to advise the Office of Special Education and the Board of Education.  The committee focuses on open and honest communication, improving effectiveness and accountability, advocating or appropriate resources, and identifying issues impacting students with disabilities. 
 

PROCESS STATEMENT:
After a brief presentation, presenting commendations from the previous school year as well as recommendations for consideration in the coming school year, the co-chairs of SECAC will be available to answer questions from the Board.

On October 26, 2022, Policy 117 was again reviewed by the Policy Committee, which incorporated edits from the Board’s discussion on September 28, 2022. The Policy Committee reviewed and discussed the October 19, 2022 feedback submitted by the Racial Equity Committee (REC) (see backup1) and the October 24, 2022 feedback submitted by the Frederick County Branch of the National Association for the Advancement of Colored People (NAACP) (see backup_2). Mr. Mason made a motion to name the Policy 117 "Eliminating Racism Through an Anti-Racism Lens".
Ms. Yoho seconded the motion for discussion purposes.
There was discussion among the Board members regarding the title of Policy 117.
Mr. Mason amended his motion to say: Pass the Policy 117 with the title of the new policy to be "Anti-Racism".
Ms. Yoho accepted the amendment to the motion.
