PURPOSE OF PRESENTATION: Staff seeks approval of School Construction Budget Amendment #23-03.
BACKGROUND/SUMMARY: Budget Amendment #23-03 proposes to cancel the Yellow Springs Elementary Playground Equipment project due to the approved feasibility study recommendation to replace the school at the Tuscarora Creek/Sanner Farm site. The equipment at Yellow Springs Elementary is in serviceable condition and will support student needs until the school is replaced. Funds from this closed project will be transferred into the Wolfsville Elementary Playground Equipment and the Orchard Grove Elementary Playground Equipment projects. The remaining balance will be placed in the Deer Crossing Elementary Playground Equipment project which will go out for bid in the near future. This transfer also supports anticipated inflationary cost increases on all construction and maintenance items.
This budget transfer is consistent with terms and conditions for capital budget transfers included in the Memorandum of Understanding signed by the County Commissioners and Board of Education dated May 30, 2013.

BACKGROUND/SUMMARY: Frederick County Public Schools (FCPS) has been awarded $8,060 in grant funding from the Community Foundation of Frederick to support students and schools.
The Career & Technology Center (CTC) has been awarded $6,256 that will be used to reduce the cost of aerial lift and forklift certifications for students in the building trades programs. Each certification costs $75; students in the building trades programs usually receive both certifications. Grant funds will be used to reduce the cost of each certification to $25.
The Elementary Music Program has been awarded $1,112 to purchase sheet music for fourth and fifth grade students enrolled in band and orchestra, as well as an amplifier to be used by FCPS instrumental music teachers who travel to elementary schools to work with these students.
Lastly, Lincoln Elementary School has been awarded $692 for its 100th Anniversary Commemorative Mural. Lincoln will celebrate its one-hundredth anniversary in 2023. The school will commemorate this milestone with a mural that will be painted in the cafeteria by a local Frederick artist. Grant funds will be used to purchase paint to be used by the artist.

PURPOSE OF PRESENTATION: Staff is notifying the Board of Education of Frederick County (BOE) of two approved change orders (PCO) for the Waverley Elementary School (WAVES) replacement project.
BACKGROUND/SUMMARY: When the WAVES construction manager (CM) contract was awarded, a 24-month construction period was anticipated. At the time, it was anticipated that students could move into the new WAVES early, which would allow the demolition and site restoration activities to proceed more expeditiously. After delays on the Rock Creek School replacement project, the WAVES timeline was revised and the project proceeded with the substantial completion date of June 30, 2022. The revised timeline required additional CM services. The original contract included monthly rates for project timeline extensions, and these rates would have exceeded $500,000. Staff successfully negotiated terms to support the ongoing CM services of a superintendent, project manager, and an assistant project manager for the approved change order amounts.
Once the building was completed, the existing WAVES needed demolished in order to complete the sitework for the entire project. Staff was hopeful that the original change order would be sufficient to cover the work that remained, but four additional months of work were required to complete the project. The second change order (PCO) will complete the needed services to close out the project as the final site work is completed.
Frederick County Public Schools Regulation 200-06, Change Orders to Construction Projects, allows staff and the superintendent to approve change orders if the expenditures are within the budget allocation and they are less than $200,000. While both change orders meet this threshold and do not require BOE approval, staff wanted to ensure the BOE was informed.
No additional funding for the project was required to approve these change orders.

PURPOSE OF PRESENTATION: Staff seeks approval of the Board of Education of Frederick County to accept $10M allocated to Frederick County in the SB 291 Pass-Through Grant (PTG).
BACKGROUND/SUMMARY: Frederick County Public Schools (FCPS) has been allocated a $10M grant from the Interagency Commission on School Construction (IAC) as outlined in FY 2023 SB-291. The funds were allocated for school construction projects selected by each County government. Frederick County was one of only six counties in Maryland to have funding set aside for projects.
On Thursday, November 10, 2022, the IAC approved the PTG grant application (see backup 1) for FCPS. The approval allocates a portion of the grant to install turf fields at Brunswick, Catoctin, Tuscarora and Walkersville High Schools during the summer of 2023. Installation of the four turf fields will cost approximately $7.8 million. The funding also includes improvements to the tracks at each school. Once the four fields are upgraded, every high school in the County will have at least one turf field. The remaining $2.2 million will be applied toward the completion of Thurmont Elementary School’s limited renovation project.
Staff recommends acceptance of the grant.

PURPOSE OF PRESENTATION: The Design Development & Construction Documents (DD/CD’s) for the Crestwood Middle School (CMS) addition have been developed and are being presented for approval by the Board of Education of Frederick County (BOE). The DD/CD submission presentation (see backup 1) shows the site plan, building orientation, floor plans, proposed building elevations, as well as the site and construction logistics plan for the addition.
BACKGROUND/SUMMARY: CMS is located at 7100 Foxcroft Drive, Frederick MD, 21703 and opened in 2003. The original design of the school included a footprint for a future addition, which was approved by Frederick County Planning and Zoning Commission in September of 2002.
The educational specification for the CMS addition was developed to increase the capacity of the existing school by over 300 students. The educational specification calls for 13 additional classrooms, two science classrooms, a science prep room, administrative offices, and other required spaces. The addition will add approximately 22,000 SF to the existing building, which is consistent with the approved site plan. The common spaces in the original building (cafeteria, media center, and gymnasium) were designed with the future addition in mind and will not require any modifications. The addition will contain restrooms and the mechanical spaces required by code.
The CMS addition project has an accelerated schedule, and construction is scheduled to start in the summer of 2023 and be completed in the summer of 2024. A design build project delivery approach was proposed by FCPS staff and approved by the State IAC. The design builder for the project is Keller Construction Management (with Smolen EMR Ilkovitch Architects), and their selection was approved by the BOE on June 22, 2022.
The design of the project began in July 2022 and will continue through December 2022. Due to the accelerated design schedule, the staff and project team will present a combined DD and CD drawings at the November 21, 2022, BOE meeting to ensure the project bidding and construction timelines can be successfully implemented.
This project will be funded locally and the funding needed for this project has already been committed by the County. The schedule for this project is as follows:
The substantial completion date is June 30, 2024, with staff and student occupancy expected in August 2024.
Staff requests the BOE’s approval of the Design Development and Construction Documents. Once approved, the documents will be submitted to the State IAC for their review and approval.

Frederick County Public Schools (FCPS) proudly recognizes the service and sacrifice of FCPS employees and their family members who are veterans. Across our district a variety of activities took place on and around Veterans Day, November 11, in honor of all veterans.
In 2017, FCPS launched an award to honor an FCPS employee who has served our nation in the armed forces and continued their service with our school system. The FCPS Veteran in Education Service Award recognizes the exemplary contribution of an FCPS full time employee and veteran who exhibits continued service and commitment to our community by showing integrity and trustworthiness, perseverance in overcoming challenges, selflessness in helping others, and teamwork and loyalty. Community members were invited to nominate FCPS veterans; a committee of FCPS staff, community members and veterans then reviewed all nominations and chose the award winner.
Mr. Brandon Oland will introduce a video highlighting FCPS employees who are veterans.
