BACKGROUND/SUMMARY: This contract will be utilized by FCPS for retirement plan consulting, compliance and administration services for FCPS’s voluntary retirement programs under Sections 403(b) and/or 457(b) of the Internal Revenue Code (“403(b)/457(b)”).

PURPOSE OF PRESENTATION: The combined Design Development (DD) and Construction Documents (CD) for the Monocacy Elementary School Limited Renovation project have been developed and are being presented for approval by the Board of Education of Fredrick County (BOE). The submission presentation is attached showing the Site Plan, Building Orientation and selected Floor Plans for the new school. The DD/CD drawings are the second and third phase of the three-phase design progression.
BACKGROUND/SUMMARY: Monocacy Elementary School was recommended for a limited renovation in the 2021 FCPS Educational Facilities Master Plan (EFMP), which was approved by the BOE in June 2021. FCPS standard educational specifications for elementary schools, modified for the building size of the existing MoES, is used for this limited renovation project. The newly renovated MoES building will have a state rated capacity (SRC) of 504 students and will meet all current national, state, and local building codes. The design is being developed in accordance with the State of Maryland IAC and DGS requirements. The design builder for this project is Oak Contracting and the project architect is TCA Architects.
The Project’s construction completion schedule is contingent upon receiving the necessary approvals, adequate funding, and required permits from the City of Frederick and the State of Maryland.
Staff recommends approval of the combined CD/DD documents. Once approved by the BOE, the documents will be submitted to the State IAC and DGS for their review and approval.
PROCESS STATEMENT: Monocacy Elementary School Design Builder selection was approved by the BOE on May 4, 2022. Design started in July 2022, after the initial funding for this project became available.

PURPOSE OF PRESENTATION: Staff is seeking Board of Education (BOE) approval of the Memorandum of Understanding (MOU) between FCPS, Frederick County Government, and the Maryland Stadium Authority (MSA). Once executed by all parties, this MOU will allow the MSA to reimburse FCPS for the remaining State portion of the funding for the Brunswick Elementary School project.
BACKGROUND/SUMMARY: Maryland’s Built to Learn (BTL) Act passed in March 2020. This Act provides up to $2.2 Billion in additional funding for school construction projects throughout the state. FCPS expects to receive approximately $91,000,000 in funding over several years. Maryland Public School construction projects that are approved by the State of Maryland, and began construction after June 1, 2020, are eligible to request funding through the BTL Act. If approved by Intra Agency Commission (IAC), and MSA, each project seeking reimbursement of State funds through the BTL will require an MOU executed by all three parties. Access to BTL funds will allow FCPS to get reimbursed on Capital Projects much faster than the usual three to five years under the traditional CIP process. The BOE already approved the MOU for reimbursement for the Waverley Elementary School project back in September of 2022. This is allowing FCPS to move forward with two replacement elementary school projects simultaneously at Green Valley, and Valley Elementary schools. Separate MOUs for those two projects will be presented to the BOE for approval in the near future.
PROCESS STATEMENT: FCPS Staff have been working with MSA Staff over the past year to review the language for the MOU. The terms of the MOU haven been reviewed by FCPS Legal Department, as well as outside legal consultant on behalf of FCPS. Frederick County Government has also completed their review of the MOU, and proposed edits that have been incorporated.
Staff recommends approval of the MOU, as it will allow FCPS to receive reimbursement for the remaining state funds for the Brunswick Elementary school project. Once approved by the BOE, the MOU will be sent to Frederick County Government for their review, and approval.

PURPOSE OF PRESENTATION: Recognize and celebrate National School Counseling Week in all Frederick County Public Schools February 6-10, 2023.
BACKGROUND/SUMMARY: National School Counseling Week 2023, sponsored by the American School Counselor Association (ASCA), will be celebrated nationwide February 6-10, 2023. The theme for the week is Helping Students Dream Big. School counselors are actively engaged in: helping students examine their abilities, strengths, interests and talents; working in partnership with parents as they encounter the challenges of raising children in today’s world; focusing on positive ways to enhance students’ academic, career and social/emotional development; and working with teachers and other educators to provide an educational system where students can realize their potential and set healthy, realistic and optimistic aspirations for themselves.
Frederick County Public Schools (FCPS) employs 185 school counselors: 58 high school, 48 middle school and 79 elementary school. FCPS school counselors are assigned to all comprehensive schools, Heather Ridge School, FCPS Virtual School, Blended Virtual Programs, the Career and Technology Center, the Success Program and the English Language Learning (EL) program. These counselors are committed to working with all stakeholders to remove barriers to learning, increase student achievement and provide a much-needed resource for students, parents, teachers and administrators.

PURPOSE OF PRESENTATION: Staff seeks the Board of Education’s approval of the Fiscal Year 2024 (FY2024) proposed operating budget to present at the February 1, 2023 public hearing.
BACKGROUND/SUMMARY: The Superintendent released the FY2024 Superintendent’s Recommended Budget (SRB) on Monday, January 9, 2023. The Board was briefed on the SRB at the January 11, 2023 regular Board meeting. The Board held a special work session with FCPS staff on January 18, 2023 to review individual department budgets. At the January 25 2023 meeting, the Board will receive an update on the budget. The Board will approve the budget to be presented at the public hearing.
The Board’s public hearing on the FY2024 operating budget is scheduled for Wednesday, February 1, 2023 at 7:00 p.m. in the auditorium of Frederick High School. The meeting will be taped and broadcast at a later date.
