BACKGROUND/SUMMARY: On July 15,1998, the Board of Education of Frederick County (BOE) created an 11-member committee to provide oversight and make recommendations for the distribution of funds from the FCPS Gifts for Education Fund. The Community Foundation of Frederick County manages this fund for the purpose of supporting enrichment activities for students. In February 1999, the first round of grants was awarded. Since that time, 222 grants have been awarded totaling $119,733.
After reviewing proposals submitted for the 2022-23 school year, the Gifts for Education Selection Committee recommended the following schools for four (4) grants totaling $3,750:

PURPOSE OF PRESENTATION: Staff is presenting the Capital Improvement Program (CIP) Project Status Report for information only.
BACKGROUND/SUMMARY: Attached for your information is a copy of the County requested “Capital Improvement Program (CIP) Project Status Report” for the quarter ending December 31, 2022.
This report provides information concerning the financial status for all projects currently active with the construction fund, and for projects that are completed but have a remaining budget balance. The document lists the projects in three categories – major projects (new schools, major renovations and additions), systemic renovation projects and closed projects. Details concerning an individual project are available upon request. Please note projects solely funded by the State are excluded from this report.

PURPOSE OF PRESENTATION:
To share progress and strategies implemented to meet the key performance indicators for goal 1 and goal 5.
BACKGROUND/SUMMARY:
The five Board of Education (BOE) goals were first initiated in 2016. Dr. Dyson has aligned her vision for the five goals to include: organizational culture of achievement, operational excellence, safety and wellbeing, stakeholder engagement, and student and staff experience. From 2016 to 2018, progress was reported on the initial measurable goals. In 2019, the Board approved newly revised measures for the five goals. Beginning in the 2022-2023 school year, new Key Performance Indicators (KPIs) have been identified to align to the new vision. These data will be presented for each of the five goal areas throughout spring and summer of 2023. These data become the system’s new baseline. All School Improvement Process work will align to the new KPIs.

Through a cross-departmental collaboration, the System Accountability and School Administration (SASA) department collects data on strategic plan measures. Progress reporting on the Key Performance Indicators will be presented across multiple BOE meetings this school year.

PURPOSE OF PRESENTATION:
To provide the Board of Education (BOE) of Frederick County an overview of the research informed, equity-based staffing model and process for schools. A review of research on class size and research used by the Kirwan Commission for Blueprint for Maryland’s Future will be included. In addition, information will be shared to determine real impact of a class size ratio reduction in the budget and share relevant contextual variables that impact class size decisions.
In addition to central office staff being present, a principal from our elementary, middle and high schools will be joining to share the real impact of class size reduction from a building level perspective.
BACKGROUND/SUMMARY:
In the FY24 budget work session for the BOE, members inquired about costs and impact of class size reduction. Staff collaborated to share the comprehensive, research informed staffing process in Frederick County Public Schools (FCPS) for information and discussion. Staffing in FCPS is a collaborative and cross departmental process that begins with enrollment projections, the application of the ratios via formula from the budget office and the assignment of staffing by school. Staffing for FY24 has been disseminated to school leaders. Hiring and placement of staff will occur throughout the spring, summer and into the fall. Enrollment is monitored on a continual basis to place contingency positions in schools where class size or program needs have been identified.

PURPOSE OF PRESENTATION: Staff seeks approval of the Frederick County Board of Education’s FY2024 Board Requested Operating Budget to submit to the County Executive of Frederick County.
BACKGROUND/SUMMARY: The FY2024 Superintendent’s Recommended Budget was released on Monday, January 9, 2023. The Board held a special work session with FCPS staff on January 18 to review individual department budgets. On January 25, the Board reviewed, amended, and approved changes to the operating budget, and approved the budget to take to its public hearing. On February 1, the Board held its public hearing for the FY2024 operating budget. Tonight, the Board will review and approve its FY2024 Board Requested Operating Budget for submission to the County Executive of Frederick County.
