PURPOSE OF PRESENTATION: To seek Board of Education approval of grant funds to support career and technology education in Frederick County Public Schools (FCPS).
BACKGROUND/SUMMARY: FCPS has been awarded a $252,935 Career and Technology Education Fund grant from the Maryland State Department of Education to support programs at the Career & Technology Center (CTC).
Grant funds will be used to enhance learning in our Health and Biosciences cluster. Specifically, $105,490 will be used to purchase and install an Anatomage Table that will be used by all three Academy of Health Professions programs (Medical Assisting, Certified Nursing Assistant and Physical Rehabilitation), as well as the Biomedical Sciences program. An Anatomage Table is a life-size virtual dissection tool that allows students to
visualize with high resolution graphics the structures of the body, including blood vessel arrangement and tissue layers within organs.
In addition, $130,517 will be used to support the new Dental Assistant program that is proposed to launch in the 2023-24 school year at CTC. A consultant will be hired to assist with the set-up of the dental lab as well as cover the costs of a radiology technician to evaluate the CTC’s portable x-ray machine ($15,300). Lastly, $1,628 will be allocated to indirect costs.
Acceptance of this grant obligates FCPS to expend additional local resources to convert space at CTC into a dental lab. These costs are in the process of being identified.
Staff recommends approval of this grant.
PROCESS STATEMENT: According to FCPS Regulation 500-21, all grant awards over $50,000 must be approved by the Board of Education.

PURPOSE OF PRESENTATION: Frederick County Public Schools Food and Nutrition Services Department seeks approval of the National School Breakfast Proclamation.
BACKGROUND/SUMMARY: National School Breakfast Week, sponsored by the School Nutrition Association (SNA), will be celebrated March 6 – 10, 2023. The celebration of National School Breakfast Week highlights the benefits of the school breakfast program. Frederick County Public Schools serves on average 8,200 breakfasts per day. Besides the traditional breakfast availability in the cafeteria, twenty of our schools provide breakfast in the classroom through the Maryland Meals for Achievement. Also, several schools offer a Grab-N-Go prepackaged breakfast.
Studies show that students who eat breakfast have better attention and memory. Also, students who participate in school breakfast show improved attendance, behavior, and standardized test scores, as well as decreased tardiness.

PURPOSE OF PRESENTATION:
The purpose of the presentation is to update the Board of Education of Frederick County, along with our community, on changing accountability requirements per the Maryland State Department of Education (MSDE) that impact our high school students.
BACKGROUND/SUMMARY:
In October 2018, the MSDE Board of Education commissioned the High School Graduation Task Force to review the entire set of graduation requirements, including assessments. Per MSDE, a recommendation was made to remove the “pass” requirement to the high school assessments and rather to shift the assessment to an end of course assessment that would contribute to 20% of a student’s grade in the related course being taken for credit. MSDE shared this was slated to start in the 2023-2024 school year. In addition, the Blueprint for Maryland Schools legislation has set forth a requirement that all students are tested for College and Career Readiness (CCR) by the end of 10th grade in both reading and math. The ultimate outcome is that the English and Math State Assessments for high school will serve as a CCR measure in the Blueprint, while the Government and Biology State Assessments for high school are planned to contribute to 20% of a student’s final course grade.
PROCESS STATEMENT:
In recent months, as staff have attempted to get answers from MSDE and make decisions regarding the logistics of this plan, questions and concerns have been raised with MSDE staff regarding the End of Course approach including timing, logistics, impact on student grades and GPA, scheduling implications and communication with families. Staff wish to update the FCPS Board of Education on these endeavors and the impact on our students and families.

PURPOSE OF PRESENTATION: Staff seeks approval of the Middletown Campus Feasibility Study recommendations (presented at the November 9, 2022 Board Meeting) and the educational specifications for the building that will separately house the Middletown Elementary School (ES) and Middletown Middle School (MS) programs being presented at today’s meeting.
BACKGROUND/SUMMARY: Educational specifications serve as guidelines for the design of a school building. The Board of Education of Frederick County (BOE) approved elementary educational specifications at their October 26, 2022, Board meeting for the upcoming replacement of Yellow Springs ES. Middle school educational specifications have not been considered by the BOE since the early 2000s when Crestwood MS, Oakdale MS and Urbana MS were designed and constructed using a single prototype educational specification.
Co-locating an elementary and middle school program in one building on the Middletown campus is the first opportunity for such a building in the FCPS facilities inventory. Placing both the 3rd through 5th grade elementary program and the 6th through 8th grade middle school program as separate and distinct schools under one roof will allow a more efficient use of space on the Middletown Campus and reduce the impact of constructing new school facilities while demolishing the older facilities. Staff from Curriculum and Instruction, System Accountability and School Administration and Capital Programs spent the last several months considering how to successfully provide two separate and distinct school programs in one building. The educational specifications directed the design team to provide a complete elementary and middle school program under the same roof while at the same time keeping the elementary and middle school students separate.
The elementary school specifications are the same as the recently approved Yellow Springs ES educational specifications but scaled for the projected enrollment of Middletown ES, a school that only serves grades 3 through 5. The middle school specifications were reviewed and revised extensively given their age, and were also adjusted for the projected enrollment of Middletown MS.
In summary, the educational specifications include the design specifications for 157,734 gross square feet building that will provide the required educational and support spaces for an elementary program serving grades 3 through 5 as well as a middle school program serving grades 6 through 8 while keeping the two programs entirely separate. The elementary school portion of the building will have a capacity of 523 while the middle school portion of the building will have a capacity of 839. The planned capacity of the building is in keeping with the 10-year enrollment projections for the Middletown elementary and middle schools which anticipate an enrollment of 416 at Middletown Elementary and 734 at Middletown Middle in 2031.
PROCESS STATEMENT: Following the staff presentation of the Middletown Campus Feasibility Study and recommendations at the November 9, 2022 Board meeting, the BOE directed staff to obtain additional feedback from the community before returning for a BOE decision. Staff will present a summary of the feasibility study, community comments collected during focus group discussions and presentations at PTA meetings, and the recommended educational specifications to the BOE at the February 22, 2023 Board meeting. Following approval of the feasibility study recommendations and the educational specifications, staff will begin to prepare for the procurement of a design team for the replacement building in anticipation of county and state funding availability July 1,2023.
