PURPOSE OF PRESENTATION: Staff would like to inform the Board of Education of Frederick County of current information items.
Universal Service Administrative Company RFP 230009986, E-rate Internet Service Provider:
BACKGROUND/SUMMARY: E-Rate is the commonly used name for the Schools and Libraries Program of the Universal Service Fund, which is administered by the USAC under the direction of the FCC. The program provides discounts, in the form of a rebate, to assist schools and libraries in the United States to obtain affordable telecommunications and internet access.
To receive the rebate, FCPS is required to complete an FCC Form 470. This form is posted on the USAC webpage for potential vendors to view and submit a proposal(s) on the items listed. FCPS evaluates the received proposals and makes an award. Once an award is made, FCPS fills out an FCC Form 471 to apply for allowable discount(s).
Upon receipt of the submissions, FCPS evaluated the proposals and selected Zayo Group, LLC as the internet provider for FCPS for a three-year period. FCPS was previously paying $3900 (two feeds) per month, pre-rebate. The new pricing will be $2094 (two feeds) per month, pre-rebate.

BACKGROUND/SUMMARY: The scope of work was to purchase and installation a new walk-in freezer, with two cooler boxes, at Governor Thomas Johnson Middle School. No bids were received. Staff reached out to some of the vendors, post-bid. It was found that the vendors were unable to accommodate aspects of the bid and therefore did not submit a proposal. Staff will revise bid specifications and rebid the project.

BACKGROUND/SUMMARY: The scope of work was to provide the equipment and labor necessary to upgrade the audio and video systems equipment that serves the main meeting room for the Board of Education, and the main control room for FCPS Television. No bids were received. Staff reached out to some of the vendors, post-bid. It was found that the scope of work was not clear enough to determine the work that needs to be performed. Some vendors stated that they could not provide certain products that were specified. Staff will revise bid specifications and rebid the project.

Additional vendors were awarded under this solicitation that FCPS would also like to utilize.

PURPOSE OF PRESENTATION: To review the upcoming Quarterly Agenda.
BACKGROUND/SUMMARY: At the January 14, 2015 meeting, the Board voted to adopt the new quarterly agenda process and instituted a new process for submitting requests for future agenda items. The request form is attached.
PROCESS STATEMENT: To provide quarterly agendas that will be posted on Board Docs at each Board meeting. This process will enable the public and staff to plan for upcoming Board meetings. The quarterly agenda is a dynamic document that will be revised as needed to accommodate time sensitive business items and items requested using the form adopted for the Board.
The April - June 2023 Quarterly Agenda is attached for review and discussion. It will be submitted for Action Consent at the next Board meeting.

PURPOSE OF PRESENTATION:
March 21, 2023 worldwide is recognized as World Down Syndrome Day (WDSD). FCPS has partnered with Families Reaching, Influencing, Educating, & Networking for Down Syndrome (F.R.I.E.N.D.S.) to promote and foster awareness of Down Syndrome throughout Frederick County.
Staff will seek the Board’s recognition of March 21, 2023 as World Down Syndrome Day in Frederick County Public Schools.
BACKGROUND/SUMMARY:
Down Syndrome is a naturally occurring chromosomal arrangement that has always been a part of the human condition, and is universally present across racial, gender and socio-economic lines. It affects approximately 1 in 800 live births, although there is considerable variation worldwide. Down Syndrome usually causes varying degrees of intellectual and physical disabilities and associated medical issues.
World Down Syndrome Day has been officially observed by the United Nations each year on March 21st. The date for WDSD, being the 21st day of the 3rd month, was selected to signify the uniqueness of the triplication (trisomy) of the 21st chromosome which causes Down Syndrome. The original idea was proposed by members of the European Down Syndrome Association and Down Syndrome International. The Secretary-General of the United Nations said when WDSD was first recognized, "On this day, let us reaffirm that persons with Down Syndrome are entitled to the full and effective enjoyment of all human rights and fundamental freedoms. Let us each do our part to enable children and persons with Down Syndrome to participate fully in the development and life of their societies on an equal basis with others. Let us build an inclusive society for all.”
To further commemorate the occasion of World Down Syndrome Day, people from all over the world wear fun socks and share pictures on social media. In FCPS, we encourage all to wear their fun socks on Tuesday, March 21, 2023, and share their pictures on social media at the hashtags #WDSDatFCPS and #LotsOfSocks.

PURPOSE OF PRESENTATION:
To recognize School Social Work Week 2023 and highlight the impact of the commitment FCPS has made to the mental health and wellbeing of its students.
BACKGROUND/SUMMARY:
National School Social Work Week is March 5 – 11, 2023. The theme for this year is “We Rise” and offers an opportunity to recognize how school social workers rise up to support students, families, and their school communities. They rise to challenge barriers to access when students require behavioral health services and resources to be wrapped around them. They rise to connect FCPS students, families and staff with community stakeholders to fully embrace the challenge of supporting “Every child. Every day.”
The Board of Education has shown steadfastness in recognizing and working to address the critically important mental health needs of FCPS students. School social workers are uniquely suited for this work, and we thank the Board for their support and honor the social workers serving in individual schools, in specialized programs, working with our EL students, and the Community Agency School Services (CASS) clinical social workers supporting each feeder. CASS social workers manage the extensive partnerships and grant services that bring mental health treatment to students in schools.

PURPOSE OF PRESENTATION:
To present new members for the Board of Education of Frederick County’s negotiating teams.
BACKGROUND/SUMMARY:
In accordance with §6-408 and §6-510, Education Article of the Annotated Code of Maryland, the Superintendent recommends the Board appoint the negotiating teams to serve on behalf of the Board in negotiations.
On September 22, 2022, the Board appointed members to serve in negotiations with the Frederick Association of School Support Employees (FASSE), the Frederick County Administrative and Supervisory Association (FCASA) and the Frederick County Teachers Association (FCTA).
Since the Board’s action on September 22, 2022, a vacancy will occur on the Board’s team for negotiations with FASSE on March 31, 2023 due to the retirement of Jamie Cannon, Chief Legal Counsel. Dr. Paul Lebo, Chief Operating Officer, is recommended to serve on the Board’s team for negotiations with FASSE.
In addition, the Board’s action on appointing its negotiating team on September 22, 2022 for negotiations with FCASA had two “TBD” members. Those positions have now been filled. Julie Nguyen, Director of Human Resources, and Lacey Russ, Junior Executive Secretary, Human Resources, are recommended to serve on the Board’s team for negotiations with FCASA.

The MMCI Charter School is obtaining a bond from the Maryland Health and Higher Education Facility Authority Charter Revenue Bonds. As part of that process the Issuer requires a Memorandum of Understanding (MOU) among the Charter School, the Issuer, and FCPS. MMCI's attorney, Richard Daniels, has been working with Chief Legal Counsel, Jamie Cannon, and Board Counsel, Andy Nussbaum, regarding the appropriate language for the document and the final version.
The only additional obligation on FCPS would be that a portion of the Per-Pupil Funding Amounts payable to MMCI would be withheld and paid to the Trustee for the Bond. There is no other financial obligation of the School System under the MOU.

PURPOSE OF PRESENTATION: Staff will provide an update on the work Frederick County Public Schools has been undertaking to support students based on science of reading principles. PURPOSE OF PRESENTATION: To request an adjustment to the previously approved 2023-2024 Academic Calendar. It is requested that the November Professional Learning Day be moved from November 3 to October 20. The Board approved the 2023-24 academic calendar at the January 12, 2022 Board meeting.
BACKGROUND/SUMMARY: Every fall, the Maryland State Education Association (MSEA) holds an annual conference. A significant number of teachers attend that conference as well as several other content specific conferences held the same weekend. Frederick County Public Schools has traditionally scheduled the October Professional Learning Day to coincide with these events so as to minimize the impact of substitute coverage on that day. At the time that the Calendar Committee created the 2023-24 Academic Calendar, MSEA had not published the conference dates.

PURPOSE OF PRESENTATION:
Staff will provide the Board of Education of Frederick County (BOE) an update on the capital budget process, annual reporting requirements, and the portfolio status of school facilities.
BACKGROUND/SUMMARY:
Each year, the BOE reviews and approves two systemic plans from the Division of Operations, the Comprehensive Maintenance Plan and the Educational Facilities Master Plan. These documents guide the capital budgeting and planning process and provide an annual update to the Board about school facilities and the long-range plan for future projects and priorities. This presentation will provide additional details about the annual review process, budgeting process, and the portfolio status of FCPS facilities.
