PURPOSE OF PRESENTATION: The Design Development (DD) documents for the Green Valley Elementary School (GVES) and Valley Elementary School (VES) Replacement Projects have been developed and are being presented for approval by the Board of Education of Frederick County (BOE). The DD submission presentation is attached (see backup 1) showing the site plan, building orientation, floor plans and proposed building elevations for the new school. The DD drawings are the second phase of the three-phase design process.

The replacement design is based on the current FCPS prototype design that was initially developed for the new Blue Heron Elementary School and updated for the replacement Brunswick Elementary School. As a part of the base bid, the schools will include the specialized program spaces as per the educational specifications, and the schools will serve students in pre-kindergarten through fifth grade. The replacement GVES is being designed for a state rated capacity of 725 students and VES is being designed for 745 students. VES includes three add alternates:
BOE approval of the GVES and VES feasibility studies was received on April 14, 2021 and the IAC approved the projects through the Built to Learn program in
FY22. The funding for the design (architect and construction manager selections) was received in FY21. The architect for the GVES and VES replacement projects is GWWO Architects and the construction manager for both projects is Dustin Construction, Inc.
The design of this project began in August 2022 and will continue through November 2023. The Schematic Design (SD) was approved by the BOE on November 9, 2022, and was submitted to the State on November 28, 2022. Funding for construction is anticipated to be received over two fiscal years between FY23 and FY24.
The schools will be energy efficient buildings that meet, at a minimum, the USGBC LEED Silver design requirements; however, the buildings are not scheduled to be certified with the USGBC. All current local building codes of the authorities having jurisdiction and the FCPS educational program specifications will be met. The GVES and VES replacement design is to be performed in accordance with the State of Maryland IAC / PSCP guidelines and DGS requirements in conjunction with the requirements of the Maryland Stadium Authority (MSA).
Assuming funding is available, staff anticipates bidding the construction stages projects between November 2023 and December 2023. It is anticipated that the guaranteed maximum price (GMP) contract will be awarded in January 2024. The substantial completion date for construction stage 1 is June 30, 2025, with the expectation of the new school being occupied at the start of school year 2025. The substantial completion date for construction stage 2 is June 30, 2026. The project’s construction completion schedule is contingent upon receiving the necessary approvals, adequate funding, and required permits from Frederick County and the State of Maryland.
Staff requests BOE approval of the design development documents. Once approved, the documents will be submitted to the State IAC for their review and approval.

Carroll Creek Montessori Public Charter School (CCMPCS) is in its eleventh year of operation, having opened in fall of the 2012-13 school year. CCMPCS currently serves students from pre-school through eighth grade. CCMPCS’s mission is to build a community in which students, parents and staff work together to educate the “whole child,” the sum of the physical, emotional, social and intellectual parts. CCMPCS implements a Montessori-based curriculum to give students the hands-on tools they need to be active learners both in and outside the classroom. By offering English and Spanish instruction to all students, they provide a unique opportunity for students to learn a second language at an early age and to develop multicultural awareness.

BACKGROUND/SUMMARY:
Officials from the American Association of School Librarians and local and national dignitaries recognized April as School Library month on April 1, 1985, with a ceremony on the west steps of the U.S. Capitol. Then Senator Daniel Patrick Moynihan delivered the keynote address. Senator Moynihan told the school librarians in the audience, "I want to thank you for what you do. I hope you know how important your work is. You change lives for the better. You touch people while they can still be touched." The theme of the first national observance of School Library Month was "Where Learning Never Ends: The School Library Media Center."
In 2010, the name of the celebration was changed nationally to School Library Month after the Board of Directors voted to readopt the professional title “school librarian,” from the former school library media specialist.

BACKGROUND/SUMMARY:
Children’s Mental Health Awareness week is observed through events and activities across the state of Maryland as a part of The Annual Children’s Mental Health Matters Campaign. The campaign seeks to raise awareness of the importance of children’s mental health, a commitment shared by all programs within the Student Services Department. Now more than ever we need to sustain our support of students and address the issues that impact their mental health, working together as FCPS staff, family members, community agencies, and Board members.
Through the lens of Multi-Tiered Systems of Support, all FCPS staff work to ensure school environments are welcoming and support student wellbeing. Student Services staff provide direct and indirect interventions across MTSS tiers, offering a range of services that increase in intensity based on need. We know that in order for students to achieve at their maximum potential they must be available for learning. When students face circumstances that impact their mental health, the Student Services department works collaboratively with school-based and central office staff, family members, and community agencies to address these challenges and support resilience.
From a friendly greeting offered by the school bus driver to an afternoon meeting with a school counselor, mental health matters at all levels, every day. We thank the Board of Education for recognizing and committing resources to address the critically important mental health needs of our students, providing FCPS students, families and staff with the resources necessary to fully meet the challenge of supporting “Every child. Every day.”

BACKGROUND/SUMMARY: Since 2008, Frederick County Public Schools (FCPS) has recognized outstanding members of its support staff with the FCPS Support Employee of the Year awards. This year, one employee each from eight broad job classifications has been selected for recognition. From the eight, one will be named the FCPS School-Based Support Employee of the Year and another the Central Office Support Employee of the Year. All category winners will receive a trophy. In addition to the trophy, the top two employees will receive a $100 cash award, one extra personal day which he or she must use by the end of the 2023/2024 school year, and a Board of Education of Frederick County (BOE) pin.

BACKGROUND/SUMMARY:
The five Board of Education (BOE) goals were first initiated in 2016. Dr. Dyson has aligned her vision for the five goals to include: organizational culture of achievement, operational excellence, safety and wellbeing, stakeholder engagement, and student and staff experience. From 2016 to 2018, progress was reported on the initial measurable goals. In 2019, the Board approved newly revised measures for the five goals. Beginning in the 2022-2023 school year, new Key Performance Indicators (KPIs) have been identified to align to the new vision. These data will be presented for each of the five goal areas throughout spring and summer of 2023. These data become the system’s new baseline. All School Improvement Process work will align to the new KPIs.
