PURPOSE OF PRESENTATION: Staff would like to inform the Board of Education of Frederick County of current information items.
Turf Field and Track Replacement Projects: 23Q1, Tuscarora and Brunswick High and 23Q2, Walkersville and Catoctin High Schools
PURPOSE OF PRESENTATION: Staff would like to provide the Board of Education of Frederick County with an update on the turf field and track replacement projects at Tuscarora, Brunswick, Walkersville and Catoctin High Schools.
BACKGROUND/SUMMARY: FCPS received state money through the Frederick County Council and it was determined that the money would be utilized for the installation of turf fields and track enhancements at the four remaining high schools without turf fields.
In order to expedite the procurement process so that installation of the turf fields could occur this summer, staff utilized two current piggyback contracts to obtain competitive quotes. Quotes were obtained using the Sourcewell RFP 031622, Turf and Tracks with Installation, Related Equipment, Materials and Supplies and The Interlocal Purchasing System (TIPS) Contract 200205, Synthetic or Natural Sports Fields, Courts or Tracks JOC

Staff awarded contracts to the apparent low bidder, SCG Fields LLC at a total cost of $8,443,368.85 contingent upon Board Approval of Construction Fund Amendment 23-07.
Construction will commence on or around May 1, 2023 with substantial completion achieved by August 1, 2023 for Tuscarora and Brunswick High Schools. Following substantial completion of these projects, construction will commence on the Walkersville and Catoctin High turf fields with substantial completion achieved by Fall/Winter 2023 and Winter/Spring 2024, respectively.
The projects will be managed by Brian Staiger, Senior Project Manager, Capital Programs Department.

PURPOSE OF PRESENTATION: Staff seeks approval of School Construction Budget Amendment #23-07.
BACKGROUND/SUMMARY: Budget Amendment #23-07 proposes to transfer funds from the BOE Unallocated project into the Tuscarora High Artificial Turf, Brunswick High Artificial Turf, Catoctin High Artificial Turf and Walkersville High Artificial Turf projects. Bids received for the Artificial Turf projects exceeded the total budgets for the projects. A budget transfer is required to complete the projects.
This budget transfer is consistent with terms and conditions for capital budget transfers included in the Memorandum of Understanding signed by the County Commissioners and Board of Education dated May 30, 2013.

PURPOSE OF PRESENTATION: Staff is presenting the Capital Improvement Program (CIP) Project Status Report for information only.
BACKGROUND/SUMMARY: Attached for your information is a copy of the County requested “Capital Improvement Program (CIP) Project Status Report” for the quarter ending March 31, 2023.
This report provides information concerning the financial status for all projects currently active with the construction fund, and for projects that are completed but have a remaining budget balance. The document lists the projects in three categories – major projects (new schools, major renovations and additions), systemic renovation projects and closed projects. Details concerning an individual project are available upon request. Please note projects solely funded by the State are excluded from this report.

PURPOSE OF PRESENTATION: Staff will present the Superintendent’s recommendation of the Crestwood Middle School redistricting study.
BACKGROUND/SUMMARY: The addition to Crestwood Middle School, currently under construction, will increase its state rated capacity from 882 to 1,201 students. In October 2022, the Board of Education of Frederick County (BOE) approved the study area and scope of work for the Crestwood area redistricting study. The purpose of the study is to balance enrollments across Crestwood, Ballenger Creek, West Frederick, Governor Thomas Johnson and Monocacy middle schools by adjusting attendance boundaries. The following elementary and high school boundaries will be adjusted as necessary to preserve feeder patterns. These include Ballenger Creek, Butterfly Ridge, Carroll Manor, Hillcrest, the portion of Lewistown that feeds to Monocacy Middle, Lincoln, Monocacy, North Frederick, Orchard Grove, Parkway, the portion of Spring Ridge that is west of the Monocacy River, Tuscarora, Waverley, Whittier, and Yellow Springs elementary schools. Frederick and Tuscarora high schools as well as the portion of Governor Thomas Johnson HS that is west of the Monocacy River are included. Any approved changes to attendance boundaries will go into effect for the 2024-25 school year when the addition to Crestwood MS opens.
PROCESS STATEMENT: The redistricting study was led by FCPS facilities planning staff and included FCPS school administration and directors, public affairs, transportation services, and student services staff. Staff began the study by creating planning blocks for the study. Staff then collected enrollment, special education, English learner, transportation and poverty data for the schools included in the study area. In addition, staff also examined Frederick City and County residential development approvals.
After reviewing the data, staff adjusted several of the attendance boundaries to balance enrollments and limit split feeders wherever possible. This recommendation considers current enrollments as well as anticipated enrollments from planned residential growth within these attendance areas.
A community engagement plan was prepared by the Public Affairs office at the start of the study. The plan includes the following:
Following today’s presentation and discussion, staff will present the recommendation at four community meetings held at Crestwood Middle School, Monocacy Middle School, Orchard Grove Elementary School and Waverley Elementary School. Public comments made at the meetings will be documented and shared with the BOE. The BOE will hold its public hearing on the recommended attendance area changes at their August 30, 2023, Board meeting. A final decision is scheduled for the September 13, 2023, Board meeting.

PURPOSE OF PRESENTATION: Recognize and celebrate the week of May 8 as Pupil Personnel Worker Week in all Frederick County Public Schools.
BACKGROUND/SUMMARY: Frederick County Public Schools (FCPS) currently employs fourteen Pupil Personnel Workers (PPWs) who assist schools, students, and families. The recommended ratio for PPWs is 1 per every 2000 students. The average PPW: student ratio for FCPS is 1:3500.
A Pupil Personnel Worker is not a truant officer. PPWs are educators who function as advocates, consultants, liaisons, and a referral source to staff and families. The primary goals of the PPW include breaking down barriers to education and supporting students and families in accessing needed community resources, including mental health resources. PPWs recognize that every family is different and has unique challenges. Whether these challenges are big or small, the PPW serves as an advocate for students and a consultant with the school and the family to develop a plan to address the root of the problem. In addition to attendance/truancy issues, the PPWs also investigate cases involving out-of-district requests, residency and custody issues. As consultants, PPWs are called upon to help schools facilitate appropriate implementation of FCPS policies and regulations. PPWs work collaboratively with community service providers, parents/guardians, and school staff to arrange Home-Hospital instruction for students whose physical or mental health prevent them from attending school. When students are released from therapeutic or Juvenile Services placements, the PPW helps to ensure a smooth transition back into an appropriate educational program.
PPWs focus on family engagement in education. Improving student attendance occasionally requires additional supports within our community. The Truancy Reduction Council (TRC) has provided an additional opportunity for PPWs to engage parents and provide additional supports for improving student attendance. Students and families who were referred to the TRC have experienced success. The TRC works with students at the elementary, middle and high school levels.

PURPOSE OF PRESENTATION: Staff will update to Frederick County Board of Education (Board) regarding the Fiscal Year 2024 (FY2024) Frederick County Public Schools’ (FCPS) operating budget, including proposed reductions to the budget requests.
BACKGROUND/SUMMARY: At the April 19th BOE meeting, staff updated the Board on the FY2024 operating budget. At today’s meeting staff will provide preliminary recommendations to balance the budget.
Additional conversations regarding the FY2024 operating budget are scheduled for the May 17, 2023 and June 14, 2023 Board meetings. The final approval is currently scheduled for the June 28, 2023 Board meeting. By law, FCPS must submit a balanced budget to the State of Maryland by June 30, 2023.
