BACKGROUND/SUMMARY: This recommendation is to renew the contract for fuel tank replacement and fuel system cleaning and maintenance. This contract includes various size tank removal and replacement, tank installations, piping and wiring systems, monitoring wells, pumps, and pumping systems.

BACKGROUND/SUMMARY: Frederick County Public Schools (FCPS) has been awarded $32,809 in grants from the Maryland State Department of Education to support robotics programs at Brunswick High School, Urbana High School and New Market Middle School.
Brunswick High School ($12,506) and Urbana High School ($12,267) will use grant funds to support their First Robotics teams, which operate as afterschool clubs. Grant funds at both schools will be used to defray registration costs for First Robotics competition, as well as purchase materials to be used in the construction of the robots.
A $8,036 grant to New Market Middle School will be used to purchase SPIKE Education Lego kits and extra parts, as well as cover the registration costs in the First Lego League Challenge competition. New Market Middle School also operates its robotics program as an afterschool club.
Acceptance of this $32,809 in grants does not obligate FCPS to expend additional local resources.

PURPOSE OF PRESENTATION: To seek Board of Education approval of grant funds to support the Judy Center Early Learning Hubs at five Title I elementary schools.
BACKGROUND/SUMMARY: Frederick County Public Schools (FCPS) has been awarded $1,650,000 in grants from the Maryland State Department of Education to support Judy Center Early Learning Hubs at Butterfly Ridge, Hillcrest, Lincoln, Monocacy and Waverley elementary schools.
The Judy Centers work to improve school readiness through comprehensive and collaborative programs and services focused on increasing family engagement, social foundation skills and language and mathematical skills. The Judy Centers provide early intervention and comprehensive support to families with children age birth through five.
Each Judy Center has been awarded a $330,000 grant to support its operation. Each center will use its grant funds to staff a part-time secretary and a full-time Program Administrator.
Each Judy Center will have a full-time Family Services Coordinator. At Butterfly Ridge, Lincoln and Monocacy, the position will be supported by grant funds. At Hillcrest, the position will be supported by an in-kind contribution from FCPS. And because of its size, the Waverley Judy Center will have two Family Service Coordinators, both supported by the grant. Each of the centers will also use grant monies to fund the following activities:
Acceptance of $1,650,000 in grants obligates FCPS to expend $89,836 in additional local resources that will be used to support the Hillcrest and Waverley Judy Centers. At the Hillcrest center, FCPS will support the salary and fringe benefit costs of the full-time, 12-month Family Services Coordinator ($66,652). At the Waverley Judy Center, FCPS will support outreach and family engagement activities that are required by MSDE ($23,184).

PURPOSE OF PRESENTATION: The construction documents (CD) for the Green Valley Elementary School and Valley Elementary School Replacement Projects have been developed and are being presented for approval by the Board of Education of Frederick County (BOE). The CD submission presentation is attached (see backup 1) showing the site plan, building orientation, floor plans and proposed building elevations for the new school. The CD drawings are the third phase of the three-phase design process.

The replacement design is based on the current FCPS prototype design that was initially developed for the new Blue Heron Elementary School and updated for the replacement Brunswick Elementary School. As a part of the base bid, the schools will include the specialized program spaces as per the educational specifications, and the schools will serve students in pre-kindergarten through fifth grade. The replacement GVES is being designed for a state rated capacity of 725 students and VES is being designed for 745 students.
VES includes three add alternates:
Board approval of the GVES and VES feasibility studies was received on April 14, 2021 and the IAC approved the projects through the Built to Learn program in FY 22. The funding for the design (architect and construction manager selections) was received in FY21. The architect for the GVES and VES replacement projects is GWWO Architects and the construction manager for both projects is Dustin Construction, Inc.
The design of this project began in August 2022 and will continue through November 2023. The Schematic Design (SD) was approved by the Board on November 9, 2022, and was submitted to the State on November 28, 2022. The Design Development (DD) was approved by the Board on April 19, 2023, and was approved by the State Department of General Services on August 9, 2023.
The schools will be energy efficient buildings that meet, at a minimum, the USGBC LEED Silver design requirements; however, the buildings are not scheduled to be certified with the USGBC. All current local building codes of the authorities having jurisdiction and the FCPS educational program specifications will be met. The GVES and VES replacement design is to be performed in accordance with the State of Maryland IAC / PSCP guidelines and DGS requirements in conjunction with the requirements of the Maryland Stadium Authority (MSA).
Staff anticipates bidding the construction stages between November 2023 and December 2023. It is anticipated that the guaranteed maximum price (GMP) contract will be awarded in January 2024. The substantial completion date for construction stage 1 is June 30, 2025, with the expectation of the new school being occupied at the start of school year 2025. The substantial completion date for construction stage 2 is June 30, 2026. The project’s construction completion schedule is contingent upon receiving the necessary approvals, adequate funding, and required permits from Frederick County and the State of Maryland.
Staff requests the BOE's approval of the Construction Documents. Once approved, the documents will be submitted to the State IAC for their review and approval.

PURPOSE OF PRESENTATION: Staff seeks approval from the Board of Education of Frederick County (BOE) for the schematic design submitted by MCN Build, the Design Builder, along with their architect JMT Architect, for the Spring Ridge Elementary and Ballenger Creek Elementary Limited Renovation Project.
BACKGROUND/SUMMARY: Spring Ridge Elementary and Ballenger Creek Elementary opened in 1991. Neither school has received any additions and/or major renovations; however, both have benefited from a few systemic upgrades. Spring Ridge Elementary and Ballenger Creek Elementary layouts do not meet current standards within the Educational Specifications with the major mechanical equipment nearing the end of its useful life. The Limited Renovation Projects will create additional classrooms and support stations that include an office and health suite. It will also provide upgrades to multiple building systems including roofing, HVAC, plumbing, and interior finishes.
The BOE approved the Spring Ridge Elementary and Ballenger Creek Elementary Limited Renovation Project as part of the FY24 Capital Budget. The BOE approved the award of the design build contract to MCN Build at the June 14, 2023, Board meeting. MCN Build and their design partner, JMT Architects, began the design in June 2023. Construction for this project is scheduled to begin in June 2024 and continue into 2025.

Frederick County Public Schools (FCPS) has a total of 70 principals and every October, school principals are recognized and honored by the American Federation of School Administrators (AFSA), the National Association of Elementary School Principals (NAESP) and the National Association of Secondary School Principals (NASSP).
“As highlighted in a report by The Wallace Foundation, the role of a principal stretches far beyond administrative duties. Their leadership has a deep-seated impact on the very heart of education, making principals the second most influential force inside a school, just after effective teaching. Their influence radiates outwards, touching all facets of a school and significantly influencing student outcomes.” (2023 National Principals Month)
It is requested that the Board of Education of Frederick County recognize National Principals Month in FCPS.

PURPOSE OF PRESENTATION: To provide an update of the DOJ Parent Contact and the Public Consulting Group (PCG) audit recommendations implementation. To review school year 2022-2023, Goal 3-Key Performance Indicators (KPI) 11, 12, and 13 and strategies.
BACKGROUND/SUMMARY:
The five Board of Education (BOE) goals were first initiated in 2016. Dr. Dyson has aligned her vision for the five goals to include: organizational culture of achievement, operational excellence, safety and wellbeing, stakeholder engagement, and the student and staff experience. From 2016 to 2019, progress was reported on the initial measurable goals. Post pandemic and beginning in the 2022-2023 school year, new Key Performance Indicators (KPIs) have been identified to align to a new vision. This data will be presented for each of the five goal areas annually. All School Improvement Process work will align to the new KPIs.

Through a cross-departmental collaboration, the System Accountability and School Administration (SASA) department collects data on strategic plan measures. Progress reporting on the Key Performance Indicators will be presented across multiple BOE meetings this school year.

Health Education COMAR (13A.04.18) provides guidance for the Family Life Advisory Committee. COMAR 13A.04.18 was updated to allow local Boards of Education more control over how materials of instruction related to family life education are approved. FLAC was seeking Board of Education’s guidance to identify new guidelines during the April 14, 2021 Board meeting. The Board voted in favor of the above recommendation from FLAC.

The FCPS Board of Education believes that public schools are strengthened when communities are actively engaged in the education process. FLAC is a Board committee that provides guidance related to family life and HIV education.
