The purpose of tonight’s hearing is to receive public comment on the recommendations of an advisory committee, formed at the direction of the Board of Education of Frederick County (BOE), regarding Reg. 100-01:  Rental of Frederick County Public Schools Facilities.  The advisory committee made a work session presentation to the BOE on December 3, 2014. 

 

Superintendent Dr. Terry Alban charged a committee with examining the fee structure and process used to secure a school facilities use agreement. In particular, she asked members to assess the clarity of the fee structure, evaluate equity for users, and perform a cost benefit analysis of fees as they relate to costs.  She also asked them to examine ease of application, mode of applying, appropriateness of workflow, process and materials alignment with policy and regulation, and consistency of applying standards and fees. 

 

From the findings, the committee arrived at conclusions and recommendations.  The committee recommends automating the application process using online software, simplifying matrices by implementing standard rates, reclassifying user groups, recovering costs associated with community usage by adding fees for all community user groups, and eliminating seasonal application deadlines at the elementary and middle school levels.

Sign-up for public comment will begin at 7:00 p.m. The public hearing will commence at 7:30 p.m. following the regularly scheduled BOE meeting.
