The Maryland State Department of Education (MSDE) has awarded Frederick County Public Schools (FCPS) a $323,333 continuation grant to support the Frederick County Judy Center.
The Judy Center provides comprehensive, integrated, full-day and full-year early care and education services to young children and their families at Hillcrest, Lincoln, and Waverley Elementary Schools. For the 2014-2015 school year, the Judy Center’s focus will be on the learning domains of social foundations, language and literacy, and mathematical thinking. This will occur through a coordinated effort of service provision by a wide range of community agencies. Judy Center partners include Family Partnership, Frederick Community College, Frederick County Health Department, Frederick County Public Libraries, Mental Health Association of Frederick County, and the YMCA of Frederick County.
For FY15, Judy Center grant funds will be used to meet the early care and education needs of approximately 898 children ages birth through five years in the Hillcrest, Lincoln, and Waverley attendance areas.
Judy Center grant funds cover the cost of staffing the Judy Center and include a director (0.85 FTE - Full Time Employee) and half-time administrative assistant, 1.5 FTE family services coordinator, and an hourly bilingual liaison. The grant also funds partner agencies to support their work with the Judy Center. This support includes funding for child care subsidies through child care partners, a case manager through Family Partnership, and training through Child Care Choices. Grant funds will also be used to purchase office supplies, books and other instructional materials, food and incentives for Family Nights, mileage, and attendance at conferences and symposiums required by MSDE.
FCPS will contribute $103,165 to the Frederick County Judy Center. These funds support a 0.5 FTE family services coordinator, additional hours for the bilingual liaison, a 0.71 FTE family literacy facilitator, hourly instructional assistants, workshop pay, subsidies for families accessing child care through child care partners, a school nurse through the Health Department, office supplies, instructional materials, food and incentives for Family Nights and mileage.
Acceptance of this $323,333 grant obligates FCPS to expend $103,165 in additional local resources.
Staff recommends approval of this grant.

During the August 27, 2014, Board of Education work session, the Calendar Committee as identified in Board Policy 101 was discussed. This committee is charged with the responsibility to make recommendations of a school calendar to the Board with the goals of maximizing consistent instructional time for students, opportunities for professional growth for teachers and increasing student achievement. The Board requested that a new regulation be implemented for the Calendar Committee to carry out the goals of the policy. This regulation is attached for the Board’s review (backup 1). Tracey Lucas and Jamie Cannon will be available to respond to specific questions about the regulation. As this is a regulation, no Board action is required.

Initiated in 2003, Maryland school districts are required to develop comprehensive “Master Plans” that incorporate federal, state and local funds, goals, and measurable performance standards into a comprehensive document. The original Frederick County Public Schools (FCPS) Bridge to Excellence Master Plan was developed during the 2002-2003 school year. Annual updates have been made and presented to the Board of Education of Frederick County (Board) since that time.
Board members and FCPS staff frequently review challenges met and progress made since the implementation of the Master Plan in 2003. The FCPS FY2015 budget was developed to address three strategic priorities established by the Board:

The BOE holds one meeting in April because of scheduling challenges with spring break and the National School Boards Association conference.
The Board will consider moving the meeting originally scheduled for April 8, 2015, to April 22, 2015, in order to accommodate a request from staff who will need BoE approval before May 1st on items that cannot be presented by April 8.
The National Oceanic and Atmospheric Administration (NOAA) has awarded Frederick County Public Schools (FCPS) a $1,250 grant to support environmental sustainability activities at Frederick High School through its Climate Stewards grant program.
A major obstacle in reusing water bottles at Frederick High School is a lack of trust with the school’s tap water. While the City of Frederick delivers safe water to the school, the water then runs through pipes that were installed in 1939 at the time of the school’s construction. The pipes often deliver rust colored water that has an unpleasant odor.
To increase the use of reusable water bottles, Frederick High School’s Sustainability Club will launch an education campaign targeted to both students and staff, “I LUV Tap Water.” Grant funds will be used to purchase a water bottle refilling station that will deliver filtered, clean and chilled tap water that allows easy filling of reusable water bottles.
Acceptance of this $1,250 grant does not obligate FCPS to expend additional local resources.
