This report provides information concerning the financial status for all projects currently active with the construction fund, and for projects that are completed but have a remaining budget balance. The document lists the projects in two categories – major projects including new schools, major renovations and additions, and systemic renovation projects. Details concerning an individual project are available upon request. Please note projects solely funded by the State are excluded from this report.

School Construction Budget Amendment 15-09 recognizes additional state funding received for FY2015 to create the Ballenger Creek Middle School door and window frame repair and the Emmitsburg Elementary School oil tank removal projects. These funds were awarded after July 1, 2014 through the State of Maryland Aging Schools Program. No local funding is required to complete these projects.

In 2002, the Monocacy Valley Public Charter School (MVMPCS) began operation as the first charter school to be established in Maryland. MVMPCS offers a Montessori-based learning environment serving 300 students in pre-school (beginning at age three) through eighth grade. Spanish instruction is offered, with eighth grade students receiving high school credit for Spanish 1 and Spanish 2. In addition, upon successful completion of Algebra I, high school credit may be achieved.
MVMPCS students receive instruction in multi-age classrooms. There are two primary classes which include students between the ages of three to six; four lower elementary classes comprised of students in first, second and third grades; and, four upper elementary fourth, fifth and sixth grade classrooms. The school also has two middle school classrooms, serving students in seventh and eighth grades.
Results from the 2014 Maryland School Assessments (MSA) revealed that 90% of students in math achieved proficiency. Reading proficiency data were not measured due to students participating in PARCC field testing in this area. Students at MVMPCS also participated in the Global Scholar Performance Series Assessment. In the area of reading, 89% of students assessed achieved proficiency; and in math, 93% of students assessed achieved proficiency.
Tonight’s Board presentation will provide an annual review of the school program. Academic, organizational and financial progress for the 2013-2014 school year will be shared. Ongoing challenges and an action plan for continued growth will also be presented.

Established at the beginning of the 2012-2013 school year, the Carroll Creek Montessori Public Charter School (CCMPCS) is in its third year of operation. CCMPCS offers a Montessori-based learning environment with students having the opportunity to receive Spanish instruction taught as a dual language or as an enrichment opportunity. CCMPCS currently serves 203 students from pre-kindergarten through fifth grades. Students receive instruction in eight multi-age classrooms. There are three primary classes that include students between the ages of three to six; three lower elementary classes comprised of students in first through third grades; and, two upper elementary classrooms comprised of students in fourth and fifth grades. Each classroom has a lead teacher and an instructional assistant.
During the previous school year, students in third and fourth grades participated in the Maryland School Assessments (MSA) for reading. School progress results for 2014 revealed that greater than or equal to 95% achieved proficiency. Math proficiency data were not measured due to students participating in PARCC field testing in this area. Students in second through fourth grades also participated in the Global Scholar Performance Series reading and math local assessments. The spring 2014 performance assessment results revealed that 87% of students assessed in reading scored proficient. In math, 80% of students assessed achieved proficiency on this assessment.

In accordance with Maryland’s Open Meetings Act, General Provisions Article § 3-305, the Board met in Closed Session at 3:30 p.m. in Conference Room 5A to receive information regarding upcoming collective bargaining negotiations with the Frederick County Teachers Association and the Frederick Association of School Support Employees; to approve Closed Session Minutes of October 8, 22 and 28, 2014; to discuss a personnel matter and receive advice of counsel.
National FFA week will be celebrated February 21-28, 2015. This annual event allows student members the opportunity to educate the public about agricultural education. Frederick County Public Schools (FCPS) has the largest agriculture education program in the state of Maryland, with 10 FFA Chapters and almost 2,000 members. The National FFA organization motto is: Learning to do; doing to learn; earning to live; living to serve.
Tonight we recognize an FFA team and an individual who recently excelled at the National FFA competition. Linganore High School Vet Science members: Livia Schuller, Rachael Hockenbery, Kirstin Williams and Cristina Magnanelli placed fourth in the nation. Their FFA advisors are Pat Beachy and Tom Hawthorne. Middletown High School, Aubrey Wishner, earned fourth in the nation in the Creed contest. Her advisors are Sarah Shriner and Sara Seiser. They will discuss their experiences in FFA followed by a reading of the FFA proclamation by Urbana FFA President, Cassidy Hageman.
Board members are cordially invited to experience this community partnership at “Ag Week at the Mall” held at FSK Mall February 15-21, 2015.

The National Board Professional Teaching Standards (NBPTS) assists teachers in their quest for excellence by assessing and certifying teachers throughout the nation who demonstrate knowledge and skills needed to assist students in meeting high standards of achievement. The mission of the National Board is to establish high and rigorous standards for what accomplished teachers should know and be able to do. Their mission is also to develop and operate a national voluntary system to assess and certify teachers who meet these standards, and to advance related education reforms for the purpose of improving student learning in American schools.
The purpose of this evening’s presentation is to honor and congratulate eleven Frederick County Public Schools (FCPS) teachers who have achieved National Board Certification, and include the following:
FCPS now has 52 employees who have achieved National Board Certification. All of these educators have shown outstanding effort and deserve our highest respect and admiration. They are an example of how our teaching staff continues to “reach, challenge and prepare” the students of FCPS.

Bullying is an issue that impacts our schools and communities. Frederick County Public Schools (FCPS) believes that a proactive approach is one of the best strategies to prevent bullying. Therefore, FCPS provides education about bullying to staff, students, parents and community members. Annual professional development is provided for administrators and staff members. Classroom lessons, co-curricular activities, school counseling curriculum and interventions are all implemented to teach students prevention and intervention strategies for dealing with bullying. The FCPS brochure entitled, “What You Can Do to Prevent Bullying: A Guide for Parents and Students” is readily available in all schools and is sent home annually with third, sixth and ninth grade students. Several schools provide information about bullying during PTA meetings and/or evening presentations offered for parents. A number of community agencies are working together with FCPS to provide educational opportunities for students and their families.
In addition to proactive strategies, reviewing statistics surrounding bullying and inappropriate behaviors provides insight to the extent of the problem and the best way to address it. FCPS bullying, harassment and intimidation data has fluctuated over the years. In response to the data, systemic procedures continue to be adjusted and improved, educational resources are provided to schools and educational opportunities are offered for students, parents and community members. School leadership, PBIS and/ or School Culture teams are charged with analyzing school-specific data. Data reviews determine the need for professional learning for staff and lessons for students.

Superintendent Dr. Terry Alban charged a committee with examining the fee structure and process used to secure a school facilities use agreement in accordance with Reg. 100-01: Rental of Frederick County Public Schools Facilities. She asked members to examine fee structures, user equity, and perform a cost benefit analysis of fees. She also asked them to examine the application process, including materials and consistent standards.
The committee recommends automating the application process using online software, simplifying matrices by implementing standard rates, reclassifying user groups, recovering costs associated with community usage by adding fees for community user groups, and eliminating seasonal application deadlines at the elementary and middle school levels.
The Board of Education of Frederick County (BOE) held a work session on December 3, 2014, followed by a public hearing on January 14, 2015. The BOE discussed other options at a January 28, 2015 work session. The first option is to adopt the committee’s recommendations as presented in its report. The second option considers the following modifications to the committee’s recommendations:
· Reduce costs for youth community user groups
o Eliminate the $5.00 per day/per area charge
· Adopt a partial cost-recovery model that targets administrative processing costs
o Second-priority community user groups (Youth Groups/Youth Activities/Youth Organizations) pay a $25.00 per application/per school fee.
o Application fees align with each of the three established reservation time frames during the year as identified in FCPS Regulation 100-1.
Note: With either option, all community user groups will continue to pay hourly rates for stadium fields, auxiliary artificial turf fields, swimming pools, and for hosting track meets.

The Board of Education (BOE) held a public hearing on February 4, 2015 on the Updated Superintendent's Recommended Budget with a list of potential cuts that the Board would consider. The BOE plans to discuss the Operating Budget at their February 11, 2015 meeting. The BOE will approve the FY2016 Board Requested Operating Budget to send to the County Executive for their February 18, 2015 scheduled Budget Work Session.
Backup for this discussion is the FY2016 Operating Budget Working File, the Updated Superintendent’s Recommended Budget V 2.0, and the list of potential budget cuts for which the Board received public comment.
