BACKGROUND/SUMMARY:
Budget amendment #15-10 transfers the remaining balance from the following projects: Technology Upgrades, Orchard Grove Elementary School Admin HVAC Replacement, Catoctin High School Switchgear and Transformer Replacement, 33 Thomas Johnson Drive Generator, 7446 Hayward Road Roof Replacement, and Liberty Elementary School Roof Replacement, and a portion of the anticipated project surplus for the Career and Technology Roof Replacement to the Brunswick High School HVAC project.
Bids received for the Brunswick High School HVAC project exceeded the available funding. With the approval of budget amendment #15-10, FCPS will be able to complete the project during the summer of 2015.
This budget transfer is consistent with terms and conditions for capital budget transfers included in the Memorandum of Understanding signed by the County Commissioners and Board of Education dated May 30, 2013.

The remaining funds will be reverted to the state to be used in future FCPS QZAB projects.

PURPOSE OF PRESENTATION: Frederick County charter schools are required to provide the BOE with a mid-year report in their first year of operation and annual reports every year thereafter.
BACKGROUND SUMMARY: The Frederick Classical (Public) Charter School (FCCS)
year of operation, having opened as a school in the fall of the 2013 school year. FCCS currently serves 320 students in grades kindergarten through seventh grade. There are two classes per grade level with 20 students in each class. At the beginning of the 2015-2016 school year, FCCS will add an additional 40 students extending services to include eighth grade students.
FCCS actively follows its mission to provide students a well-rounded, college-focused instructional program that develops knowledge, reason, and self-expression. The school utilizes the classical approach to organize its educational focus. This approach to education follows the trivium, which divides the 12 years of education into three phases: grammar, logic, and rhetoric. This approach also emphasizes a culture and climate of respect, responsibility and accountability which are systematically taught and modeled for every student.
During the previous school year, students participated in the Maryland School Assessments (MSA) for reading. Progress results for 2014 revealed greater than or equal to 95% achieved proficiency. Math proficiency data were not measured due to students participating in PARCC field testing in this area. Students also participated in the Global Scholar Performance Series Assessments in reading and math. In reading, 93% of students assessed scored proficient. In math, 93% of students assessed scored proficient.
PROCESS STATEMENT: This presentation will provide an annual review of the school program. Academic, organizational and financial progress for the 2013-2014 school year will be shared. Ongoing challenges and an action plan for continued growth will also be presented.

PURPOSE OF PRESENTATION: Construction Document (CD) submission for the new Sugarloaf Elementary School (SES) is being presented to the Board of Education of Frederick County (BOE) for approval. The CD submission drawings are the third phase of the three-phase progression of design. Project plans are now 95% complete.
BACKGROUND/SUMMARY: The new SES will be constructed on a developer dedicated site located within the Urbana Town Center along a future road called Stone Barn Drive. This school will address overcrowding at Urbana ES and Centerville ES (CES) as well as the impact of future enrollment growth in this area. SES will be the second iteration of the new FCPS prototype elementary school design with modifications as needed to adapt to the site. The two-story building will have a state rated student capacity of 725 students. The design will meet the requirements of the US Green Building Council for Leadership in Energy and Environmental Design (LEED) Silver Certification. Subject to funding, the project will be bid in early 2016 with construction to begin in the spring of 2016. The school will open for the school year beginning in August 2017.
PROCESS STATEMENT: The project received planning approval from the State of Maryland Interagency Committee on Public School Construction (IAC) on May 15, 2013. The schematic design was approved by the BOE on February 26, 2014 and design development plans were approved on June 25, 2014. The plans have also been reviewed and have met all the requirements of the Frederick County Planning Commission and IAC. Meetings within the community have been held at each phase of the design to allow for public review. The most recent public meeting was held at CES on February 3, 2015.

PURPOSE OF PRESENTATION: Schematic Design (SD) submission for the new Butterfly Ridge Elementary School (BRES) is presented to the Board of Education of Frederick County (BOE) for approval. The SD submission is the first of a three phase progression of design. Project plans are 25% complete.
BACKGROUND/SUMMARY: The new BRES will be constructed on a site dedicated by the City of Frederick. The school is located on Butterfly Lane at its intersection with McCain Drive. This school will respond to current overcrowding and future growth at schools located in the southwest side of the City, including Hillcrest Elementary, Waverley Elementary and Orchard Grove Elementary. This school will represent the third iteration of the new FCPS prototype elementary school design, the first of which was North Frederick Elementary School. The design will have a state rated student capacity of 725 with additional space for Title 1 related programming. PURPOSE OF PRESENTATION: CTE Month is an annual celebration held in February of achievements and accomplishments in Career and Technology Education nationwide. The national theme for CTE Month this year is “Recognizing Classroom Innovators.” CTE classrooms are modern-day laboratories where students and educators alike are developing the skills that will power the future of college and career success. Tonight, we are recognizing some of these innovators in the area of Computer Science.
BACKGROUND/SUMMARY: CTE classroom innovators can be found throughout Frederick County Public Schools (FCPS). Students from New Market Middle School experienced an introduction to computer science and basic coding skills during their school-wide “Hour of Code” led by Technology Education teacher Chris Olsen. FCPS has been a leader in the development of the Maryland Program of Study in Computer Science. Students from Linganore High School were among the first in the state to take Foundations of Computer Science. Middletown High School Computer Science teacher Michael Malafarina has brought several innovations to these classes including programming Finch robots and integrating Google Classroom. The Cisco Networking Academy at the Career and Technology Center is one of the premier CTE programs in the state of Maryland. Students have the opportunity to earn up to 21 articulated college credits and five industry certifications as part of this program. Career and Technology Center teachers Melvin Baker, Jim Dorsch, and Robb Jones have been consistently recognized on the state, national, and international levels for their curriculum and resource development. Students from each of these schools will discuss their experiences in these innovative CTE classrooms.

Frederick County Public Schools Food and Nutrition Services Department seeks approval of the National School Breakfast Proclamation.
BACKGROUND/SUMMARY:
National School Breakfast Week, sponsored by the School Nutrition Association (SNA), will be celebrated March 2–6, 2015. The celebration of National School Breakfast Week highlights the benefits of the school breakfast program. Frederick County Public Schools serves on average 5,255 breakfasts per day. Besides the traditional breakfast availability in the cafeteria, nine of our schools provide breakfast in the classroom through the Maryland Meals for Achievement and three of our schools have breakfast kiosks.
Studies show that students who eat breakfast have better attention and memory. Also, students who participate in school breakfast show improved attendance, behavior, and standardized test scores, as well as decreased tardiness.

PURPOSE OF PRESENTATION: College and Career Readiness indicates that a student has identified career goals, is academically prepared for credit-bearing college courses or industry certification and is competent in workplace readiness skills.
BACKGROUND SUMMARY: The FCPS counseling curriculum, Career Pathways and transition education opportunities support students in grades PreK–12. They progress from a simple understanding of the difference between a job and career to enrollment in college or entering the world of work. Educational experiences at all levels provide students the foundation for success. The transitions between school levels (elementary to middle, middle to high) are critical points in a student’s education, requiring school staff to provide coordinated interventions and supports to keep all students on track for high school graduation and post-secondary success. FCPS staff members assist students and their families to ensure enrollment in appropriate, academically challenging educational programs connecting each individual’s academic preparation to future aspirations.
PROCESS STATEMENT: Maryland law (COMAR 13A.04.10.01) requires that each Local Education Agency (LEA) provide a systematic instructional program in career development and decision-making for all students. Frederick County Public School (FCPS) students are provided a systemic approach to college and career readiness.
