PURPOSE OF PRESENTATION: Staff would like to inform the Board of Education of Frederick County of an upcoming bid solicitation.
BACKGROUND/SUMMARY: The intent is to establish a contract for retread tire services to be use by the Transportation Department of Frederick County Public Schools. The tread of the tire can be replaced and the tire can be utilized again, provided the tire casing is in good shape, resulting in a savings in tire expenditures.

PURPOSE OF PRESENTATION: To recognize the Frederick County Public Schools (FCPS) recipient of the 2015 Charles E. Tressler Distinguished Teacher Award.
BACKGROUND/SUMMARY: Sponsored by Hood College, this annual award is presented each May to a FCPS teacher who has had a significant impact on young people.
The FCPS recipient is Tony Miller, a Social Studies teacher at Linganore High School. Mr. Miller has been with FCPS for 36 years. He was hired in 1979 as a Social Studies teacher at Linganore High and has spent his entire FCPS career teaching there. He also teaches AP U.S. History, AP Psychology and American Studies II (Honors). Mr. Miller earned his bachelor’s degree in Secondary Social Studies from Shepherd College and his Master’s in Curriculum and Instruction from Hood College. He has 30 credits beyond a Master’s degree and is focusing on the process of education and being an effective and successful AP teacher.
Linganore colleague, Aaron Burch, nominated Mr. Miller on behalf of Linganore High School.
The late Samuel Eig of Gaithersburg, Maryland established the Tressler Award to recognize Dr. Tressler, a Giles professor emeritus of early childhood education who taught at the college from 1964 to 1990. Dr. Tressler chaired Hood’s Education Department for 18 years and served on the school’s graduate school council for 12 years. What makes giving this award to Mr. Miller really special is that Mr. Miller actually studied under the late Dr. Charles Tressler, and under his tutelage, tailored a Master’s program to emphasize the teaching of adolescents in the high school setting, with an all-around focus on educational psychology. Hood College formally presented Mr. Miller with his award during its graduate school commencement on May 16, 2015.

PURPOSE OF PRESENTATION: To recognize the Frederick County Public Schools (FCPS) recipient of the 2015 Agnes Meyer Outstanding Teacher Award.
BACKGROUND/SUMMARY: The Washington Post presents this award annually to recognize excellence in teaching, encourage creative and quality instruction, and contribute to the improvement of education in the Washington-metropolitan area.
Charlie Zachmann is this year’s awardee. Mr. Zachmann started with FCPS in 2004 at Frederick High School, where he has spent his entire teaching career. Mr. Zachmann received a Bachelor’s degree in Culinary Arts Management from the Art Institute of Pittsburgh.
Frederick High School principal Kathy Campagnoli nominated Mr. Zachmann for this award, and the nomination was endorsed by his colleagues and students.

PURPOSE OF PRESENTATION: Staff recommends board approval of recently displayed textbooks.
BACKGROUND/SUMMARY: The textbook(s) listed on the attached memorandum were on public display at the C. Burr Artz Library and the Frederick County Public Schools Central Office at 191 South East Street from April 13-18, 2015.
PROCESS STATEMENT: FCPS Regulation 500-38, "D. Approval of textbooks intended for instructional use with students must be approved by the Board prior to purchase."

PURPOSE OF PRESENTATION: To consider the request to redistrict the Gambrill Park Road study area from the Governor Thomas Johnson Middle School (GTJMS) and Governor Thomas Johnson High School (GTJHS) to the Middletown Middle School (MMS) and Middletown High School (MHS) attendance areas. The Gambrill Park Road study area includes those residences along the east and west sides of Gambrill Park Road from the intersection of Shookstown Road north to the intersection of Delauter Road.
BACKGROUND/SUMMARY: Facilities Services staff evaluated the request with regard to the Board of Education of Frederick County (BOE) Policy 200.2 which states that, at a minimum, attendance area changes will consider the following factors in priority order:
A. Reducing present and avoiding future school overcrowding to minimize the need for future redistricting.
B. Reducing the number of individual schools and feeder patterns with high percentages of students eligible for free and reduced price school meals.
C. Providing fairness concerning the number of years students attend schools that are low performing or are a high priority for renovation.
D. Proximity to schools, maximizing walkers and minimizing length of bus runs.
E. Establishing boundaries that do not split neighborhoods and communities.
F. Establishing feeder patterns that are not split at the middle and high school.
Facilities Services staff found that the number of students involved in the proposed redistricting are minimal and are unlikely to contribute to school overcrowding or the percentage of students eligible for free and reduced price school meals. In addition, the proposed redistricting would not affect the number of walkers as these students would be bussed to both the Governor Thomas Johnson and Middletown schools. Finally, the proposed redistricting would change the attendance area boundaries such that the existing split feeder would be corrected.
The Director of Transportation Services evaluated the redistricting request and concluded that the cost implications of transporting students from the study area to Middletown schools rather than Governor Thomas Johnson schools are cost neutral.
PROCESS STATEMENT: Letters were sent to the parents/guardians of students living in the study area notifying them of the redistricting request, the public meeting and the BOE public hearing. A FindOutFirst notice was also released with the same information.
A public meeting was held on April 15, 2015 at MMS. Approximately 25 citizens attended; most were residents of the study area. Comments made by those attending the public meeting were generally in favor of the proposed redistricting although a few wanted the area to remain in the GTJMS and GTJHS attendance areas. Additional public comments have been sent to the BOE via email. A public hearing was held on May 13, 2015 in which the BOE heard public comment regarding this request.

PURPOSE OF PRESENTATION: The Frederick County Board of Education (BOE) will discuss their Fiscal Year 2016 (FY16) Operating Budget and make final budget adjustments to balance the budget.
BACKGROUND/SUMMARY: The BOE sent a $559.2 million budget request to the County Executive on February 18, 2015. Since that time the County Executive has released her proposed budget and the state legislation has ended. The County funding, which was proposed to be $4.2 million above Maintenance of Effort in the County Executive Budget, still needs to work through the County Council budget process. The County Council is scheduled to approve the County’s Operating Budget including the Appropriations to the BOE at their May 21, 2015 County Council Meeting.
Since the BOE meeting on May 13, 2015, Governor Hogan has announced that he is not releasing the Geographic Cost of Education Index funding which was under his discretion. That funding would have been an additional $3.3 million for FCPS.
The attached budget working file (Attachment 1) shows all adjustments since the original Board of Education Requested Budget. The remaining budget variance is $670,183.
In preparation for the discussion on May 27, 2015, the BOE has comprised a potential cut list. The list with additional information including impact statements is attached (Attachment 2).
The BOE was previously scheduled to approve the operating budget on May 27, 2015 but this final approval of the operating budget, detail revenues and associated MSDE Expenditure Categories has now been rescheduled to their June 10, 2015 BOE Meeting.

PURPOSE OF PRESENTATION:
Board members who attended the annual conference of the National School Boards Association will present an overview of the sessions they attended. The Board will also identify any session/session content they would like to discuss further, in a more in-depth manner.
BACKGROUND/SUMMARY:
Each year, various Board members attend and participate in the annual National School Boards Association (NSBA) meeting. NSBA provides a variety of tools to allow school board members to gain new knowledge, skills and keep abreast of issues regarding school system governance. Each year, several Board members attend in order to learn about innovative approaches and methods to support and improve student achievement and educational leadership.
Typically, members who attend report to the full Board regarding the specific workshops and sessions each attended in order to share learning with an eye towards incorporating best practices gathered from school boards around the country.
