BACKGROUND/SUMMARY: FCPS is riding the bid from Washington County Public Schools for the purchase of natural gas and has locked in pricing from June 1, 2016 through May 31, 2018.
Washington Gas Energy Services is the awarded supplier.
The price for delivery of gas at Twin Ridge Elementary will be $0.4750 per thermal unit and the price for delivery of gas to the remaining 58 schools and office accounts will be $0.4620 per thermal unit.
It is anticipated that the spend against this contract, based on actual consumption, will be approximately $913,000 per year, representing an estimated annual savings of $226,286 over the current rates.
The source of funding will be the FY16 Approved Operating Budget and contingent upon Board approval of the FY17 and FY18 Budgets.

PURPOSE OF PRESENTATION: Recognition of Steve Starmer, FCPS Purchasing Manager, as the recipient of the Association of School Business Officials’ (ASBO) 2015 Brice & Shirley Phillips Best Practices Award.
BACKGROUND/SUMMARY: Each year ASBO Maryland/DC awards a Brice & Shirley Phillips Best Practices Award from applications submitted by school systems in Maryland and DC for best practices within their school system. FCPS has won this award for two consecutive years. Steve Starmer who is the project manager for FCPS Managed Print Services (MPS) project, was presented this award at the ASBO MD/DC Fall Conference at the Maritime Institute in Baltimore.
The MPS project, which began in fiscal year 2013 as a pilot program, was expanded system-wide in fiscal year 2014 and 2015. The MPS project reduced FCPS copying and printing costs by transitioning from stand-alone copiers, desktop inkjet and laser printers to new consolidated, leased and networked multi-purpose machines. Initially, the project estimated savings of approximately $1 million for five years. In the first year of full implementation, the savings is outpacing initial estimates. This project succeeded through Steve’s project management skills and from the support and commitment of key stakeholders including the Board and the Superintendent.
This award exemplifies FCPS’ commitment to excellence.

PURPOSE OF PRESENTATION: To share the results of the 2015 Frederick County Public Schools (FCPS) Partnership for Assessment of Readiness for College and Careers (PARCC) performance data for English/language arts and math grades 3 through 8, Algebra I and II, and English 10.
BACKGROUND/SUMMARY: During the 2014-15 school year, FCPS students in grades 3-8 in English/language arts and math, Algebra I, English 10, and Algebra II took the state’s PARCC test. This was the first time the test was administered to meet the requirements of the Elementary and Secondary Education Act (ESEA). Standard setting was conducted across the consortium in the summer of 2015 and scores have been reported by the Maryland State Department of Education (MSDE). Local system data for high schools were shared on the state’s public website on November 5, 2015. Elementary and middle School data were released on the state’s public website on December 8, 2015. High school students who took the test last year did not have to pass it to meet their assessment graduation requirement. MSDE has not yet determined proficiency on this test for accountability reporting or assessment graduation requirements. The data includes first-time test takers and includes only those students who took both the Performance Based Assessment (PBA) and End of Year (EOY) assessments.
PROCESS STATEMENT: The Board of Education, school-based leaders, and central leadership have received Algebra I, English 10 and Algebra II PARCC data, as well as English/language arts and math for grades 3-8. Performance is reported for the 2014-15 school year.

PURPOSE OF PRESENTATION: The Chief Financial Officer will review the fiscal year 2017 Superintendent’s Recommended Operating Budget with the Board of Education of Frederick County.
BACKGROUND/SUMMARY: The Superintendent released her fiscal year 2017 Recommended Operating Budget on January 6, 2016. The budget aligns with the Board of Education’s new strategic plan and totals $568.0 million. This budget is 4.3% more than the fiscal year 2016 budget and has $24.2 million more in expenditures than revenues.
The BOE is also scheduled to hold budget discussions with individual divisions and departments of FCPS during a scheduled budget
work session on January 26, 2016 from 9:00 – 4:00. The BOE is then scheduled to approve a proposed budget at the January 27, 2016 Board meeting to take to the February public hearing. The BOE public hearing on the Operating Budget is scheduled for Wednesday, February 3, 2016 at 7:00 p.m. at Oakdale High School.

Frederick County Public Schools (FCPS) has been awarded a $5,000 grant from the Maryland State Department of Education (MSDE) for implementation of the FY2016 Apprenticeship Pilot Program: Apprenticeship Maryland.
Apprenticeship Maryland is funded by the Longview Foundation, in collaboration with MSDE and the Maryland Department of Commerce, and is intended to provide students with a combination of classroom and work-based learning. The program supports youth apprenticeships that prepare high school juniors and seniors to enter employment and further their education in high-skill, high-growth sectors, such as information technology, biological sciences, biomanufacturing and automotive.
Grant funds will be used to contract with an “Apprenticeship Navigator” ($4,500) who will develop a marketing plan and promotional materials that will be used to recruit local businesses to host apprentices. Funds will also be used to print the promotional materials and host information fairs for businesses and their employees ($500).
Acceptance of this $5,000 grant does not obligate FCPS to expend additional local resources. Staff recommends approval of this grant.

Students will also attend a performance at the Clarice Smith Performing Arts Center on the university campus.
