PURPOSE OF PRESENTATION: Staff would like to inform the Board of Education of Frederick County that Frederick County Public Schools (FCPS) is extending our portion of the Frederick County Government cooperative contract for recycling collection services.
BACKGROUND/SUMMARY: Frederick County Government recently entered into a contract with Ecology Services Inc. for recyclable materials collection services. The FCPS pricing portion of this cooperative procurement was cost prohibitive. FCPS staff has negotiated with BFI Waste Services, LLC (dba: Allied Waste Services), the vendor previously awarded the cooperative agency contract, to extend our contract with their company for a three year and five month period, through June 30, 2019. The current rates will remain fixed until the final contract year, at which time they may change only with documented approval.
The estimated annual cost for single-stream recycling for all schools and FCPS office buildings is $89,704.
This contract will be administered by Charlie Dalphon, Energy/Utility Services Coordinator.
The source of funding will be the FY16 Approved Operating Budget and contingent upon Board approval of FY17, FY18, and FY19 Operating Budgets.

PURPOSE OF PRESENTATION: To recognize the Frederick County Public Schools (FCPS) finalist for the 2016 Washington Post Principal of the Year Award.
BACKGROUND/SUMMARY: This annual award honors metropolitan-area principals who go beyond the day-to-day demands of the position to create an exceptional educational environment in their school. This year’s FCPS finalist is Kathy Campagnoli, principal at Frederick High School. Ms. Campagnoli began her career as an English teacher in 1982 in Eldersburg, Maryland. She has been with FCPS since 1983 and has served as assistant principal at Linganore, Middletown and Brunswick high schools, before being promoted to principal at Urbana High. Ms. Campagnoli earned a Bachelor’s degree from McDaniel College with major studies in English and Secondary Education. She also has a Master’s degree in Individualized Studies with a concentration in School Administration/Supervision from Hood College.
Frederick High School's assistant principal, David Franceschina, nominated Ms. Campagnoli for this award, which had tremendous support from FCPS administration, colleagues, teachers and students.

PURPOSE OF PRESENTATION:
Frederick County Public Schools (FCPS) has partnered with Families Reaching, Influencing, Educating & Networking for Down Syndrome (F.R.I.E.N.D.S.) to create posters representing students with Down Syndrome in Frederick County. These posters are being distributed to all of our schools for display in recognition of World Down Syndrome Day to promote and foster awareness and inclusive opportunities for all.
BACKGROUND/SUMMARY: March 21, 2016 marks the 11th anniversary of World Down Syndrome Day (WDSD), a global awareness day which has been officially observed by the United Nations since 2012. The date for WDSD being the 21st day of the 3rd month was selected to signify the uniqueness of the triplication (trisomy) of the 21st chromosome which causes Down Syndrome. The original idea was proposed by members of the European Down Syndrome Association and Down Syndrome International.
Down Syndrome is a naturally occurring chromosomal arrangement that has always been a part of the human condition, being universally present across racial, gender or socio-economic lines, and affecting approximately 1 in 800 live births, although there is considerable variation worldwide. Down Syndrome usually causes varying degrees of intellectual and physical disabilities and associated medical issues. The Secretary-General of the United Nations said on March 21, 2012, "On this day, let us reaffirm that persons with Down Syndrome are entitled to the full and effective enjoyment of all human rights and fundamental freedoms. Let us each do our part to enable children and persons with Down Syndrome to participate fully in the development and life of their societies on an equal basis with others. Let us build an inclusive society for all.”

BACKGROUND/SUMMARY: The CTE Advisory Council recently selected Madison Lawson from Oakdale High School and Eikaiva Boyer from Walkersville High School as CTE/FNP student journalists. Madison and Eikavia will be featured FNP writers for a series of articles on successful CTE alumni. The student journalists will work with and receive editorial guidance from Mr. Patrick Pexton, FNP editor and their mentor reporters, Patty Mullins Borda and Paige Jones.
This collaborative effort demonstrates the educational benefit that community partnerships provide to Frederick County Public School students through real world educational experiences.

PURPOSE OF PRESENTATION: To inform the Board of Education (BOE) and Frederick County citizens of the progress that the School Health Council (SCH) has made with its role and function within the school system and its partnership with the Frederick County Health Department (FCHD).
BACKGROUND/SUMMARY: The Frederick County School Health Council is currently comprised of 21 members from various agencies and health-interest groups including educators, school administrators, community members, parents, and personnel from local health systems, FCHD, Frederick Memorial Hospital (FMH), Frederick County Department of Mental Health (FCDMH), etc. The council meets monthly to discuss current health issues and use the expertise of the membership to make well-informed recommendations for local school policy and local health department initiatives.
Over the course of the past year, the SCH has convened to work on the following initiatives:
PROCESS STATEMENT: In accordance with Maryland Bylaw 13A.05.05.13, the local school superintendent and the local health officer shall jointly require the development of a local school health council with assistance by the Maryland State School Health Council. The local school superintendent and the local health officer shall be jointly responsible for the implementation of regulations. The SHC shall provide the local school superintendent and the local health officer with at least one report annually on the activities of the council.
