BACKGROUND/SUMMARYFrederick County Public Schools’ Fiscal Services has recently received two awards for outstanding financial reporting.

 

The first award is the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA) for the school system’s Comprehensive Annual Financial Report for fiscal year 2015. This is the highest form of recognition in the area of governmental accounting and financial reporting. Its attainment represents a significant accomplishment by a government and its management according to the GFOA, a nonprofit professional association serving about 17,500 governance finance professionals.

 

The second award is the Certificate of Excellence in Financial Reporting from the Association of School Business Officials International (ASBO), also for the school system’s Comprehensive Annual Financial Report for the fiscal year ending 2015.  The award is for CAFRs that have met or exceeded the program’s high standards for financial reporting and accountability.

 

The Certificate of Excellence awards confirm the school systems Accounting, Budget and Finance Department’s continued commitment to financial accountability and transparency. The Board would like to express its appreciation and recognize the Accounting, Budget and Finance Department’s for all their efforts each year in preparing the Comprehensive Annual Financial Report.

PURPOSE OF PRESENTATION:   

In accordance with Frederick County Public Schools (FCPS) Regulation #200-06 Change Orders to Construction Projects, staff is requesting approval of the following credit change order regarding the Frederick High School replacement project:

 

  1. #6A-01 in the amount of ($54,665.00).  This change order includes 5 proposal requests (PR) and (1) Architect’s Supplemental Instruction (ASI) – See backup

 

BACKGROUND/SUMMARY:

During the final phase of design and upon receipt of bids, FCPS staff, the design team, contractors and construction manager exerted a collaborative effort to explore value engineering (VE) initiatives to reduce the construction cost of this facility. The effort has proven to be fruitful, and to-date has resulted in identifying approximately 50 items resulting in potential credit change orders anticipated to total over $2 million in savings. (Credit change orders reduce the amount of a contractor’s contract amount based on a negotiated reduction in scope of work or materials of construction). The credit change order presented today amounts to $54,665.  Our intention is to present the individual credit change orders to the Board of Education of Frederick County (BOE) as they are ready for processing.

 

Examples of cost savings include the following: reduction in gypsum wallboard assemblies, more simplistic ceiling assembly details, reduction in protective pipe and duct materials for installations over 8’ above finished floor elevation, change in seismic rating and associated mechanical assemblies, deleted requirement for gas piping in some instructional areas, deletion of extraneous data and electrical receptacles in certain instructional areas, etc.

 

PROCESS STATEMENT

Although staff is confident that the bulk of the VE initiatives have been identified, this effort will be ongoing.  It is important to understand that since the project is funded on a cost sharing basis between state and local funding sources (64% state and 36% local), any credits received will also be shared between the county and state at the same percentages. Therefore, 64% of any credits must be returned to the state funding authority.

PURPOSE OF PRESENTATION:  Staff is requesting approval by the Board of Education of Frederick County (BOE) to execute the attached Deed of Easement/Maintenance Covenants and Agreement (see backup) between Frederick County Public Schools and Frederick County Government (FCG) with regard to the Yellow Springs Elementary School (YSES) parking and roadway improvements project.

 

BACKGROUND/SUMMARY:  The YSES parking and roadway improvements project was recently constructed and completed.  The appropriate areas for storm water management (SWM) were provided on the site to comply with SWM code requirements.  The total SWM area constructed on site as part of the project totals 1.07 acres or 46,459 square feet. The attached document allows FCG to access and inspect the YSES SWM facility in accordance with the terms of the agreement, and maintain the SWM facility as outlined in Exhibit B of the agreement.  This agreement covers the entire 16+ acre site and completes the documentation required to comply with the regulations.

 

PROCESS STATEMENT:  In accordance with Board Policy 202.6 Easements and Rights of Way, approval is required by the BOE for all easements that exceed one (1) acre in size.  Approval by the BOE will complete the documentation needed to comply with state and local regulations.

PURPOSE OF PRESENTATION:  School Library Month Recognition

 

BACKGROUND/SUMMARY:  

The American Association of School Librarian officials and local and national dignitaries recognized April as School Library month on April 1, 1985, with a ceremony on the west steps of the U.S. Capitol. Then Senator Daniel Patrick Moynihan delivered the keynote address. Senator Moynihan told the school librarians in the audience, "I want to thank you for what you do. I hope you know how important your work is. You change lives for the better. You touch people while they can still be touched."  The theme of the first national observance of School Library Month was "Where Learning Never Ends: The School Library Media Center."

 

In 2010, the name of the celebration was changed nationally to School Library Month after the Board of Directors voted to readopt the professional title “school librarian,” from the former school library media specialist.

PURPOSE OF PRESENTATION:

The purpose of the presentation is to increase awareness in the community about the value of health, physical education and sport.  Frederick County Public Schools (FCPS) requests that the Board of Education designate the week of May 1-7, 2016 as Physical Education and Sport Week, and the month of May as Physical Fitness and Sport Month in Frederick County, Maryland.  Furthermore, we are requesting approval of a proclamation which will be read in celebration of National Physical Education and Sport Week/National Physical Fitness and Sport Month.

 

BACKGROUND/SUMMARY:

FCPS provides students in grades PreK-12 with comprehensive health and physical education. Additional extracurricular opportunities for physical activity and nutrition are offered in schools.  Likewise, opportunities for students in grades 9-12 are available to participate in interscholastic sports.

 

FCPS strives to develop a community of fit, skilled and knowledgeable students who value an active lifestyle, embody the spirit of pure sportsmanship, practice positive character traits, and prepare students to pursue physical activity throughout life.

PURPOSE OF PRESENTATION:  To recognize the efforts of our community, staff, and students in developing a rewarding and life altering experience through a video production contest to inform peers and citizens about the dangers of drug or alcohol abuse.

 

BACKGROUND/SUMMARYFrederick County Public Schools (FCPS) was pleased to collaborate with Frederick County Council member Billy Shreve, the Frederick County Sheriff’s Department, and the Frederick County Health Department to sponsor a public service announcement contest for all Frederick County Public School students in grades K-12.  The theme of the contest, Classmates4Life, centered upon student-created messages warning their peers and citizens alike about the dangers of drug or alcohol abuse.

 

The video production contest was an authentic connection to county Health Education essential curriculum, and provided students an opportunity to use their creativity and knowledge of content to address a critical social need in Frederick County.

The contest drew participation from more than 140 students who collaborated on 93 video project entries.  Contest winners were announced at a red carpet ceremony hosted by the Holiday Inn Conference Center on March 2, 2016.  Maryland Lt. Governor Boyd Rutherford was on hand to extend his support and appreciation to FCPS students for their noble effort in building awareness and promoting the choice to stay drug free.  All 93 entries were on display for the attending audience to view. Many of the messages shown were inspiring, informative, and gripping.  Various live performances throughout the evening complimented the student-driven focus on staying drug free.  Tuscarora High School’s jazz band, under the direction of John Karos, and the Linganore High School theatre group, directed by Julian Lazarus, received critical acclaim from the Lt. Governor for their contributions to the celebratory affair.

 

By all indications, the initial year of the Classmates4Life campaign was a tremendous success.  We are proud of our students for using their time and talents to send such powerful messages to their peers and the entire Frederick County community.  By touching hearts and lives, their public service is to be celebrated!  We are grateful to acknowledge the accomplishments of our students, and even more honored when their influences make the difference in the lives of others!

PURPOSE OF PRESENTATION:   

In accordance with Frederick County Public Schools (FCPS) Regulation #200-06 Change Orders to Construction Projects, staff is requesting approval of the following credit change order regarding the Frederick High School replacement project:

 

  1. #6A-01 in the amount of ($54,665.00).  This change order includes 5 proposal requests (PR) and (1) Architect’s Supplemental Instruction (ASI) – See backup

 

BACKGROUND/SUMMARY:

During the final phase of design and upon receipt of bids, FCPS staff, the design team, contractors and construction manager exerted a collaborative effort to explore value engineering (VE) initiatives to reduce the construction cost of this facility. The effort has proven to be fruitful, and to-date has resulted in identifying approximately 50 items resulting in potential credit change orders anticipated to total over $2 million in savings. (Credit change orders reduce the amount of a contractor’s contract amount based on a negotiated reduction in scope of work or materials of construction). The credit change order presented today amounts to $54,665.  Our intention is to present the individual credit change orders to the Board of Education of Frederick County (BOE) as they are ready for processing.

 

Examples of cost savings include the following: reduction in gypsum wallboard assemblies, more simplistic ceiling assembly details, reduction in protective pipe and duct materials for installations over 8’ above finished floor elevation, change in seismic rating and associated mechanical assemblies, deleted requirement for gas piping in some instructional areas, deletion of extraneous data and electrical receptacles in certain instructional areas, etc.

 

PROCESS STATEMENT

Although staff is confident that the bulk of the VE initiatives have been identified, this effort will be ongoing.  It is important to understand that since the project is funded on a cost sharing basis between state and local funding sources (64% state and 36% local), any credits received will also be shared between the county and state at the same percentages. Therefore, 64% of any credits must be returned to the state funding authority.

PURPOSE OF PRESENTATION:  Staff is requesting approval by the Board of Education of Frederick County (BOE) to execute the attached Deed of Easement/Maintenance Covenants and Agreement (see backup) between Frederick County Public Schools and Frederick County Government (FCG) with regard to the Yellow Springs Elementary School (YSES) parking and roadway improvements project.

 

BACKGROUND/SUMMARY:  The YSES parking and roadway improvements project was recently constructed and completed.  The appropriate areas for storm water management (SWM) were provided on the site to comply with SWM code requirements.  The total SWM area constructed on site as part of the project totals 1.07 acres or 46,459 square feet. The attached document allows FCG to access and inspect the YSES SWM facility in accordance with the terms of the agreement, and maintain the SWM facility as outlined in Exhibit B of the agreement.  This agreement covers the entire 16+ acre site and completes the documentation required to comply with the regulations.

 

PROCESS STATEMENT:  In accordance with Board Policy 202.6 Easements and Rights of Way, approval is required by the BOE for all easements that exceed one (1) acre in size.  Approval by the BOE will complete the documentation needed to comply with state and local regulations.

PURPOSE OF PRESENTATION:  To provide information about the Leading Youth to New Experiences (LYNX) concept that was introduced as part of a competitive grant process ($10 million granted to five awardees) sponsored by XQ Super Schools with the intent of reinventing traditional high school instruction.  The LYNX project champions a personalized plan for every student and moves away from the traditional Carnegie Unit requirements for courses and creates more opportunities for personalized learning, internships, and apprenticeships. The success of LYNX depends on students taking ownership of their learning experiences with the support of advocates and parents in designing a high school experience that helps them to achieve their goals. Currently, the LYNX concept would extend the school day (8:00 a.m. to 8:00 p.m.) to afford both educators and students flexible scheduling and off-site opportunities during the day.  LYNX is steeped in student exploration, problem solving, and collaboration skills vital for college and career readiness.  The LYNX concept will be implemented at Frederick High School.

 

In order to make LYNX a reality, flexibility from current state requirements and funding will be necessary.  Recent legislation provided the waivers vital to fulfilling the vision of LYNX.  The next step will be to secure funding by either receiving the XQ Super Schools grant or by obtaining support through grants or foundations.  

 

The 2016-2017 school year will be a planning year to move from concept to a plan for implementation.  Key stakeholders will be involved throughout the year in designing this transformed approach to high school.  LYNX will only work with the support of the entire Frederick community!

 

BACKGROUND/SUMMARY:   In November of 2015 Frederick County Public Schools was invited to collaborate on the competitive grant.

Miller to develop draft language regarding students who choose not to participate in testing mandated by the State of Maryland or the Maryland State Department of Education (required by the State or Federal government). The draft language below is offered in consideration of an amendment (addition to) Board Policy 511.

 

BACKGROUND/SUMMARY:   

 

Draft Language to Amend Policy 511:

 

Refusals to participate in State- or Federally-mandated assessments, either by parents who refuse on behalf of their students or by students themselves using their typically used mode of communication (including assistive devices), must be honored without question. No FCPS employee shall encourage (or discourage) parents or students to take State- or Federally-mandated tests. Refusers and their parents shall be treated respectfully and consistently with test-takers.

 

Students who refuse State- and Federally-mandated assessments must be provided an alternative educational activity in their schools. Activities may vary school-to-school.

PURPOSE OF PRESENTATION:  The Board of Education will discuss their Fiscal Year 2017 Operating Budget.

 

BACKGROUND/SUMMARY:  The Board of Education of Frederick County (BOE) submitted a $569.3 million requested budget to the County Executive on February 17, 2016.  The request was $25.7 million above the required Maintenance of Effort (MOE) Funding required of the County Government.

The State legislative session concluded on Monday, April 11, 2016.  The State Budget that was passed, contained the State Aid to Education called for under current law.  This revenue was included in the FY2017 BOE Requested Budget.  The State Budget also included $19 Million which is under the discretion of the Governor to offset the cost of Teacher’s pension to the local school systems.  If the Governor releases this funding, FCPS would receive $1.1 Million in addition state revenue.

County Executive Gardner released her Requested Fiscal Year 2017 Frederick County Operating Budget on April 15, 2016.  In her budget she allocated $10.5 Million above Maintenance of Effort and $.5 Million in the Capital Budget for FCPS Technology.  The County Council has until May 25, 2016 to finalize their Operating Budget, which includes the final allocation to the BOE for Fiscal Year 2017. 

 

The BOE’s discussion on April 20, 2016 will cover the revenue outlook, including a final Fiscal Year 2016 projection of fund balance from staff to be used in the Fiscal Year 2017 Operating Budget.  Once the revenues are reviewed, the BOE will know the projected variance between revenues and expenditures.  Discussions will then focus on methods to balance the Fiscal Year 2017 Operating Budget.
