PURPOSE OF PRESENTATION: To review baseline measures for Goal 5 of the FCPS Strategic Plan
BACKGROUND/SUMMARY: In the 2015-2016 school year, FCPS initiated a new 5-year Strategic Plan containing 5 Aspirational Goals, 10 Priorities (2 per goal), and subsequent measurable goals. Goal 5 states that FCPS will promote a culture fostering wellness and civility for students and staff. Measures including student suspension data, staff and student attendance, as well as, stakeholder perception regarding safety, health, and wellness will be shared.
PROCESS STATEMENT: A cross-departmental Strategic Plan Reporting workgroup has been established to facilitate reporting on each goal. Baseline 2015-2016 measures from various departments were collected by the department of System Accountability and School Improvement. When a measurable goal states that “survey responses indicating a positive response in the following areas will increase by X% until reaching X%,” the board will need to establish the percent increase desired prior to the next annual survey administration that will occur in November 2016.

PURPOSE OF PRESENTATION: The superintendent is proud to highlight how summer work prepared Frederick County Public Schools (FCPS) for the opening of the new academic year. A brief video presentation will showcase staff and students.
BACKGROUND/SUMMARY: The video will highlight the range of activities undertaken by FCPS employees during the summer months. Even though schools are not in session, the work of FCPS employees does not decrease. In fact, the opposite is true – summer at FCPS comes with a flurry of activity. Employees run a wide range of programs for students, work diligently to prepare buildings and other facilities, maintain the fleet of buses, prepare the curriculum, and train employees, among other things. This video is intended to offer a snapshot of this important summer work.
The video presentation will also highlight scenes from the first day of school (August 22) for FCPS students from across the county, offering a snapshot of the excitement and energy of FCPS students, teachers, and staff on the first day.

PURPOSE OF PRESENTATION: To present the 2016 Draft Superintendent’s Recommended Educational Facilities Master Plan (EFMP).
BACKGROUND/SUMMARY: Each year, the Board of Education of Frederick County (BOE) reviews and updates the ten-year EFMP for the Frederick County Public Schools. This plan serves a number of purposes, some of which include the following:
PROCESS STATEMENT: The Draft Superintendent’s Recommended EFMP is the first draft of the plan and is presented to the BOE in August for information and discussion. The BOE will hear public comment on the Draft Superintendent’s Recommended EFMP at a September 7, 2016 public hearing. Following review of public comments, the BOE will make such changes as it deems appropriate. The BOE is scheduled to approve the plan as well as a prioritized list of fiscal year 2018 major and systemic capital project funding requests at the September 21, 2016 BOE meeting. The approved EFMP is the basis for capital funding requests submitted to the state and county in early October 2016. Purpose of Presentation:
Below is the Final Report of the Commission to Review Maryland’s Use of Assessments and Testing in Public Schools. In accordance with House Bill 452 of the 2015 General Assembly Session, the Commission was required to report its findings and recommendations to the State Board of Education, each county board of education, and the General Assembly on or before July 1, 2016.
In accordance with the legislation, on or before September 1, 2016, each county board of education shall review and consider the Commission’s findings and recommendations; make comments and recommendations related to whether they accept or reject the Commission’s findings and recommendations to the State Board; and make the comments and recommendations available to the public on request.
At the August 10, 2016 Board meeting, Board members discussed the Commission to Review Maryland's Use of Assessments and Testing in Public Schools and are to provide draft comments to the Board Office by noon on August 19, 2016 which will be posted to Board Docs. The comments will be finalized on August 24, 2016 for submission on or before September 1, 2016.
