PURPOSE OF PRESENTATION: Staff requests the Board of Education of Frederick County (BOE) to consider a request by the Frederick Police Department (FPD) to have a use of facility fee waived for a fundraising event for the benefit of the Frederick County Child Advocacy Center.
BACKGROUND/SUMMARY: An annual basketball tournament is held to raise money for the Frederick County Child Advocacy Center. The center assists county law enforcement agencies with interviewing children who are victims of abuse and sexual assault. In the past, this fundraiser has been organized by the Frederick County Sheriff’s Office (FCSO) and held at Linganore High School, but this year it is organized by the FPD.
In accordance with Regulation 100-01 Rental of FCPS Facilities, a fundraiser is considered a Fifth Priority which incurs both the hourly building rental and labor charges. The FPD was advised that use of Linganore High School for this event would cost approximately $1,100. The event typically raises $3,000-$5,000 based on team entry fees, food sales and sponsorships. The funds raised are given to the Friends of the Child Advocacy Center to purchase equipment and other services. Some of the teams participating in previous years included the FPD, FCSO, Frederick State’s Attorney’s Office and the Basketball Referee Association. The event is scheduled for Saturday, May 6, 2017 between 9:00 a.m. and 5:00 p.m. The FPD requests that the use of facility fee be waived so that all funds raised may go directly to the center.
In accordance with Regulation 500-36 Waivers of Board Policy, a waiver application form is attached for review and consideration of the BOE (see backup 1).

Furthermore, we are requesting approval of a proclamation which will be read in celebration of National Physical Education and Sport Week/National Physical Fitness and Sport Month.

FCPS provides students in grades PreK-12 with comprehensive health and physical education. Additional extracurricular opportunities for physical activity and nutrition are offered in schools. Likewise, opportunities for students in grades 9-12 are available to participate in interscholastic sports.

This is the ninth year for the Children’s Mental Health Matters Campaign! This Campaign brings together more than 300 non-profits, schools, agencies and other partners with the goal of raising public awareness of the importance of children’s mental health and substance abuse. In addition, the Campaign helps reduce the stigma of mental health, lets parents know they are not alone in caring for children with mental health needs, and connects families throughout Maryland with information and services to help their children. This statewide Campaign is co-sponsored by the Mental Health Association of Maryland and the Maryland Coalition of Families.

This year’s “Chuck Thomas Award” for contributions to the success of the 2017 Academic Tournament goes to Mr. David A. Kehne, principal of Urbana High School. As the former principal of Linganore High School, Mr. Kehne welcomed us with open arms and has made our stay at Linganore a productive one for the last three years. When the 2016 snow blizzard cancelled two consecutive Academic Tournament matches, Mr. Kehne allowed us to hold a much-needed makeup match during a weeknight. His flexibility and willingness to work with our county-wide academic talent is appreciated by all of us connected with the Frederick County Public Schools Academic Tournament.

On November 15, 2016, the Board of Education charged the Citizen's Advisory Council (CAC) with studying two related changes to the school calendar and schedule:
The CAC has conducted research, developed and planned community surveys, set up meetings with staff, have developed an action plan for the remainder of the charge, and comes before the Board this evening to present information gathered. At this time, the CAC's efforts are ongoing, and the council does not have preliminary findings for recommendations to report.

During summer curriculum writing workshops, teachers and curriculum specialists review the existing curriculum and accompanying assessment data, as well as any changes to state or national curricular frameworks and content standards, to determine the need for additions or deletions. As a result of work completed by the end of this year’s workshops, new or substantially revised essential curricula are being proposed for a number of courses and grades. Per a request from the Board of Education at the September 21, 2016 meeting, CII will now be presenting curriculum changes and new courses prior to the summer work being completed.
BACKGROUND/SUMMARY:
Curriculum development, like school improvement, is an ongoing process. During each year’s summer curriculum writing workshops, teachers and curriculum specialists review the existing curriculum and accompanying assessment data, together with any changes to state or national curricular frameworks and content standards, and determine the need for additions or deletions.
Board of Education (BOE) approval is required in cases where substantive revisions are being proposed to the existing essential curriculum in a course or grade.
PROCESS STATEMENT:
Curriculum specialists and supervisors work closely with principals and classroom teachers to identify where revisions to courses are needed to address changes in state-mandated graduation requirements, underserved subgroups of FCPS’ diverse student population, and advances in the respective fields of study.
