BACKGROUND/SUMMARY:  Budget Amendment #19-08 recognizes additional county funding received to create the East County Area Elementary School Design and the Oakdale Middle School Addition Design projects.  At the October 23, 2018 County Council meeting, Budget Journals J-19-104 and J-19-105 were approved as a Supplemental Appropriation to the FY2019 Frederick County Public Schools Capital Budget.  These projects were originally scheduled to be designed in future budget years but were advanced to provide additional school capacity due to increased housing sales in that area of the county.  The County Council approved Budget Journals are attached.

Staff will present to the Board of Education of Frederick County (BOE) an update on the Maryland Safe to Learn Act.

 

BACKGROUND/SUMMARY:

Senate Bill (SB) 1265, Maryland Safe to Learn Act of 2018 (see backup 1), passed the General Assembly during the 2018 legislative session and was signed into law by Governor Hogan. The legislation creates a variety of statewide standards and guidelines for the state and Frederick County Public Schools (FCPS) to implement. 

 

The new law restructures the state’s governance system for overseeing school safety policies and grants, calls for staffing guidelines regarding adequate law enforcement coverage at all schools, and calls for an expanded role of local school systems in coordinating students’ mental health services.  FCPS has been extremely proactive with school safety and emergency management practices in addition to supporting the mental health needs of our students.

BACKGROUND/SUMMARY:

During the week of November 12 - 16, 2018 schools throughout the country will celebrate National School Psychology Awareness Week to highlight the important work school psychologists and other educators do to help all students thrive. This year’s theme is “Unlock Potential: Find Your Password.” A password is a personal key for unlocking any number of areas of potential in our lives. Youth and adults alike use many passwords to unlock things (e.g., gaming levels, phones, devices, codes). School psychologists are especially skilled in assisting students to unlock other “passwords” (e.g. specific skills, assets, or characteristics) which help lead to positive growth. School psychologists assist students and staff in unlocking the resources, proactive and preventive skills, and positive connections necessary to unlock one's full potential to thrive in school and life. School psychologists also help students to set goals, identify action steps, communicate need, and engage in discussions to help create the connections necessary for them to develop critical academic and social emotional skills.

 

During this evening’s recognition, we will further highlight the work of school psychologists and the importance of the work they do each day for our students and staff.

PURPOSE OF PRESENTATION: To seek Board of Education approval of a 21st Century Community Learning Center grant to support students from Hillcrest Elementary, Lincoln Elementary, Monocacy Elementary, North Frederick Elementary, and Waverley Elementary Schools and Monocacy Middle School.

 

BACKGROUND/SUMMARY: Frederick County Public Schools (FCPS) has been awarded a new, competitive grant from the Maryland State Department of Education (MSDE) to operate Fun Academics in the Summer Time (FAST). This is a three-year grant; programs would run in the summer of 2019, 2020, and 2021.

 

Grant funds will be used to operate a five-week (20 day) summer program for rising third through fifth grade students at Lincoln Elementary School and rising sixth through eighth grade students at Monocacy Middle School. One hundred eighty (180) students from the five elementary schools will be served at Lincoln Elementary and 50 students will be served at Monocacy Middle School. The program would run daily from 8:30 a.m. to 2:30 p.m.

 

The amount awarded by MSDE for Year 1 is $399,990. If approved by the Board of Education, grant funds will be used to:

 

 

An essential component of this FAST program, and one that sets it apart from previous FAST programs, will be experiential education in the form of field trips. Each week, students will engage in field trips that relate to curricular standards and literacy goals that align with FAST’s academic component. Grant funds have been budgeted for transportation and admission fees.

Community-based partners will provide comprehensive enrichment activities to students. Partners include Teamlink (youth development) and the YMCA of Frederick County (site supervision, sports, fitness, dance, cooking, drama). Grant funds will be used to support the work of these partners as well as provide a school nurse for the summer program through our partnership with the Frederick County Health Department.

If approved by the Board of Education, FCPS will contract with Frederick Community College to provide an English as a Second Language class to FAST parents on site at Lincoln Elementary. Grant funds have been budgeted to cover the costs of this class.

During the summer program, breakfast and lunch will be provided by the U.S. Department of Agriculture’s (USDA) Summer Meals Program. Meals will be facilitated by the FCPS Department of Food and Nutrition Services.

A total of 230 students will be served through the summer 2019 FAST program. In addition, the program will provide summer employment opportunities to 45 current FCPS teachers, community liaisons, interpreters, cafeteria workers, and bus drivers, as well as 15 staff members from our community-based partners.

PURPOSE OF PRESENTATION: To seek Board of Education approval of a $30,196 sub-grant to Frederick County Public Schools (FCPS) from Mt. Carmel United Methodist Church to support an after school program in partnership with Spring Ridge Elementary School.

 

BACKGROUND/SUMMARY: Mt. Carmel United Methodist Church has been awarded a $130,538 grant from the Maryland State Department of Education (MSDE) to operate the Hope After School Program (HASP), a 21st Century Community Learning Center in partnership with FCPS and Spring Ridge Elementary School. This is the first year of a three-year grant from MSDE.

 

The center will operate at Mt. Carmel, which is located less than a mile from Spring Ridge Elementary. HASP will operate four days a week (Monday – Thursday) for 30 weeks during the 2018-2019 school year.

 

FCPS buses will transport participating students from Spring Ridge Elementary to Mt. Carmel upon conclusion of the school day at 3:35 p.m. Students will enjoy a snack and then engage in an hour of academic instruction provided by teachers from Spring Ridge Elementary. Students then participate in an hour of enrichment activities provided by HASP enrichment staff. Students will be transported home on FCPS buses upon conclusion of the program at 6:05 p.m. A total of 30 students will be served by HASP.

 

Students will be identified for HASP by Spring Ridge Elementary staff based on three factors: (1) not meeting enrolled grade level standards as measured by the Developmental Reading Assessment, and Global Scholars Reading and Math; (2) participation in the Free and Reduced Meals program; and (3) documented social-emotional needs that are impacting academic performance. Letters of invitation will be extended by Spring Ridge Elementary, with an explanation of the program’s location, operating hours, transportation provisions, program goals, and a clear statement emphasizing the partnership between Spring Ridge Elementary, Mt. Carmel United Methodist Church, and participating families.

 

Academic instruction will focus on the use of arts integration as a strategy to engage students. There has been significant research in the past twenty years regarding the benefit of student learning that is integrated with the arts, including drama, dance, music and visual arts. Benefits include improved grades and overall test scores and increased engagement in school.

 

Enrichment activities provide students with opportunities to participate in artistic expression in ways that complement the academic component. Enrichment will be designed to develop healthy behaviors through holistic practices including exercise, nutrition, and stress management; develop social-emotional learning skills and character that are integrated into all activities; and incorporate student service learning.

 

Partnering with FCPS and Mt. Carmel on the implementation of HASP will be the Housing Authority of the City of Frederick, the Child Advocacy Center, the Delaplaine Arts Center and Young Audiences of Maryland. The Housing Authority’s Office of Family Services will help build relationships between HASP and families living in Lucas Village, a neighborhood in which many of the HASP participants live. The Child Advocacy Center will provide professional learning on trauma-informed practices to HASP staff as well as to families during family engagement evenings. The Delaplaine Arts Center will provide visual arts enrichment to the HASP program, while Young Audiences of Maryland will provide performing arts education.

PURPOSE OF PRESENTATION: To seek Board of Education approval of a Striving Readers Comprehensive Literacy grant to support literacy achievement.

 

BACKGROUND/SUMMARY: Frederick County Public Schools (FCPS) has been awarded a $900,000 grant from the Maryland State Department of Education (MSDE) for Year Two of the Striving Readers Comprehensive Literacy (SRCL) grant.

 

The goal of the SRCL grant is to increase student achievement in literacy. Through the use of a local needs assessment and evidence-based strategies, the grant will advance literacy for all children, birth through grade 12. In particular, the grant requires local school systems to target their activities to support students receiving English language services, free and reduced meals, and special education services in both the core curriculum and intervention services. In addition, the grant requires that activities be proportionally funded in four areas: birth to age five (15%), elementary (40%), middle (20%), and high school (20%). The grant also allows 5% of the allocation to be used for administrative costs.

BACKGROUND/SUMMARY: On July 15, 1998, the Board of Education of Frederick County (BOE) appointed an 11-member committee to provide oversight and make recommendations for distribution of funds from the FCPS Gifts for Education Fund. The Community Foundation of Frederick County manages this fund for the purpose of supporting enrichment activities for students. In February 1999, the first round of grants was awarded. Since that time, 194 grants have been awarded totaling $91,066.

This money was placed in an endowment fund, which will provide interest for FCPS use in perpetuity. Since that time, 153 grants have been awarded totaling $87,768.

BACKGROUND/SUMMARY:

The Board of Education has charged the Calendar Committee with developing a 2019-2020 school year academic calendar. The Calendar Committee is comprised of FCPS staff, parents, a student member, PTSA, FASSE, FCASA and FCTA representatives.

 

PROCESS STATEMENT:

The FCPS Calendar Committee is a diverse committee representing of a variety of stakeholder groups. The Board of Education sent out a FindOutFirst in July of 2018 advertising for parent and community representatives to serve on the committee. Applications were received and parent and community representatives were selected. The membership of the committee is a diverse cross-section of both community and FCPS stakeholders. In addition to the parent and community members selected to serve on the committee, community members always have the opportunity to offer feedback via the FCPS website and at Board of Education meetings.
