PURPOSE OF PRESENTATION:
This Board presentation will provide an annual review of the Monocacy Valley Montessori Public Charter School (MVMPCS) program.
BACKGROUND/SUMMARY:
MVMPCS is in its seventeenth year of operation, having opened in the fall of the 2002-03 school year. MVMPCS currently serves students from pre-school through Grade 8. The goals of MVMPCS are: to provide an authentic Montessori education while encouraging students to achieve educational excellence, to provide enrichment opportunities for students, to promote involvement among parents and staff, to promote and support professional development and to seek continual improvement for the physical environment.
MVMPCS students participate in the PARCC State Assessments. In addition, MVMPCS students are taught a Peace Curriculum that includes exercises in mindfulness, strategies for problem resolution and opportunities for developing empathy for others.

During MVMPCS’s presentation, they will share the 2017-18 annual report and answer questions about the school’s instructional program and operating procedures.

PURPOSE OF PRESENTATION:
Board Policy 101 Organization of the Board – FIRST READING
NEW FCPS Regulation 100-XX Systemic Equity Committee (for information/discussion purposes)
PROCESS STATEMENT:
The topic of systemic equity, including minority affairs and racial equity, has been discussed by the Board of Education (Board) several times in recent months. The Board directed the Policy Committee to further explore this topic and discuss the possibility of a new Board-appointed committee.
On September 26, 2018, the Policy Committee discussed development of a charge. On October 24, 2018, the Policy Committee sought input from the community for the foundational framework as well as a possible name for the new committee. The Policy Committee reviewed next steps at its November 28, 2018 and January 23, 2019 meetings, and on February 13, 2019, the Policy Committee discussed composition and purpose of the new Systemic Equity Committee.
After thoughtful discussion by the Policy Committee, proposed changes were made to Policy 101 Organization of the Board adding new section 101.3 K for the Systemic Equity Committee and its charge. (backup1) Although the Board does not approve regulations, the Policy Committee drafted a proposed FCPS Regulation 100-XX Systemic Equity Committee for the Board’s information and discussion as it relates to the charge and membership composition and to ensure the intent and scope are aligned with policy. PURPOSE OF PRESENTATION: To review the upcoming Quarterly Agenda.
BACKGROUND/SUMMARY: At the January 14, 2015 meeting the Board voted to adopt the new quarterly agenda process and instituted a new process for submitting requests for future agenda items. The request form is attached.
PROCESS STATEMENT: To provide quarterly agendas that will be posted on Board Docs at each Board meeting. This process will enable the public and staff to plan for upcoming Board meetings. The quarterly agenda is a dynamic document that will be revised as needed to accommodate time sensitive business items and items requested using the form adopted for the Board.
The April - June 2019 Quarterly Agenda is attached for review and discussion. It will be submitted for Action Consent at the next Board meeting.

BACKGROUND/SUMMARY:
Youth Art Month: The Council for Art Education (CFAE) administers Youth Art Month at the national level. Festivities take place annually, traditionally each March, to celebrate visual arts for grades K – 12. The Youth Art Month Program emphasizes the value of art education for all children, encourages support for quality school art programs, and promotes art material safety. Youth Art Month also provides a forum for recognizing skills developed through visual arts experiences that are not possible in other curriculum subjects.
Music in our Schools Month: March has been officially designated by the National Association for Music Education (NAfME) for the observance of Music In Our Schools Month® (MIOSM®), the time of year when music education becomes the focus of schools across the nation. MIOSM began as a single statewide celebration in 1973, and has grown over the decades to encompass a day, then a week, and then in 1985 to become a month long celebration of school music. The purpose of MIOSM is to raise awareness of the importance of music education for all children – and to remind citizens that school is where all children should have access to music. MIOSM is an opportunity for music teachers to bring their music programs to the attention of the school and the community, and to display the benefits that school music brings to students of all ages.
Theatre in Our Schools Month: Theatre in Our Schools (TIOS) is a celebration of theatre in our schools and schools in our theatres. Sponsored by the American Alliance for Theatre & Education (AATE) and the Educational Theatre Association (EdTA), the goals of TIOS are to raise public awareness of the impact of theatre education and draw attention to the need for more access to quality programs in and out of school for all students. While TIOS presentations and advocacy may happen anytime in schools, theatres, and other public spaces, AATE and EdTA will recognize and promote March as the official Theatre In Our Schools month.

PURPOSE OF PRESENTATION:
This presentation will provide an annual report from the Frederick County Special Education Citizens Advisory Committee.
BACKGROUND/SUMMARY:
The Frederick County Special Education Citizens Advisory Committee (SECAC) was officially established in December, 2004. At the Board’s request, SECAC submits an annual report of activities and progress for the previous school year. This is an active committee of 28 members, representing parents of students with disabilities, FCPS staff, community members, and a student member.
Meetings are held monthly from September to May and are open to the public. In addition, SECAC has established that an annual retreat will be held at the end of each school year to review their work, make recommendations and commendations for the Board report, and establish priorities for the coming year.

During this presentation, presenters will share the 2017-2018 annual report, including commendations and recommendations for FCPS and the Department of Special Education & Psychological Services. Presenters will be available for questions after the presentation.

PURPOSE OF PRESENTATION:
The Board of Education of Frederick County (BOE) will continue their discussion of school bell start and end times. Staff will present information about the fiscal and transportation impacts of the revised start times.
BACKGROUND/SUMMARY:
At the August 22, 2018 BOE meeting, staff was directed to conduct an evaluation of the proposed start times of high school at 8:00 AM, middle school at 8:30 AM, and elementary school at 9:15 AM.
Staff modified transportation routes throughout the county to evaluate the impact of the proposed start times. The estimated cost to modify bell times is approximately $6.95M.

Budget Update:
On Friday, March 8, the House Appropriations Committee approved changes to the Governor's budget that would provide approximately $320 million more for operating funds for public schools. The spending plan also includes $500 million for public school construction.
Kirwan Commission Updates
The Blueprint for Maryland's Future SB 1030 /HB 1413
The bill supporting the recommendations of the Kirwan Commission is summarized as: “Establishing principles of The Blueprint for Maryland's Future that are intended to transform Maryland's early childhood, primary, and secondary education system to the levels of high-performing systems around the world; establishing a Concentration of Poverty School Grant Program; extending by 1 year, to 2021, the requirement for the State to provide a supplemental grant to eligible county boards; establishing the Teacher Collaborative Grant Program; requiring certain performance evaluations of local school systems; etc.”
A joint Senate committee (Budget & Tax, Education, Health & the Environment Affairs) heard the senate bill (SB 1030) on Wednesday, March 6, at 4:00 p.m. The bill is jointly assigned to the Senate Education, Health and Environmental Affairs Committee and the Budget and Taxation Committee.
House Bill 1413 is anticipated to be heard in similar fashion by the House Ways and Means and Appropriations Committees on Wednesday, March 13.

State Government - Office of Program Evaluation and Government Accountability and Maryland Program Evaluation Act HB 1113/SB 640
This bill establishes the Office of Program Evaluation and Government Accountability (OPE) in the Department of Legislative Services (DLS). The office has similar powers and responsibilities to the Office of Legislative Audits (OLA), but with respect to conducting performance evaluations instead of audits. The Joint Audit Committee is renamed the Joint Audit and Evaluation Committee (JAEC) to reflect its expanded role in directing and reviewing evaluations conducted by the office. If directed by JAEC, the executive director, the director, or when otherwise required by law, OPE must conduct a performance evaluation of a local school system. The performance evaluation may be performed concurrently with or separately from a local school system audit conducted by OLA. OPE must provide information regarding the performance evaluation process to the local school system before the performance evaluation is conducted. A performance evaluation of a local school system may include: evaluating whether or not the school system is complying with federal and State laws and regulations; analyzing grading standards, graduation requirements, assessments, procurement, and equitable use of resources among the schools within the system evaluated; and identifying instances of fraud, waste, and abuse.

School Construction Legislation:
Building Opportunity Act of 2019 HB 153/SB 159
This Administration bill authorizes the Maryland Stadium Authority (MSA) to issue up to $1.8 billion in revenue bonds, backed by annual payments of $125 million from the Education Trust Fund (ETF) beginning in fiscal 2021, to be used for public school construction projects in the State. MSA’s sale of bonds under the bill is subject to the approval of the Board of Public Works (BPW), and the bill establishes mechanisms and procedures for MSA and the Interagency Commission on School Construction (IAC) to manage the program. The bill takes effect July 1, 2019, and authorization for payments from ETF takes effect July 1, 2020.

School Maintenance Incentive Funding Act of 2019 HB 1000/SB 586
This bill would require the Governor to include in the annual state budget an appropriation to each county board equivalent to the lesser of: an amount equivalent to a county board’s maintenance of plant expenditures; or 3% of total funds expended for the operating budget for the categories identified in § 5–101(b)(2) of this title. The amount appropriated shall be in addition to any other state funds provided to the county board in that fiscal year. Each county board that receives funding under this section may use the funds only to support the maintenance of school buildings and equipment.
