PURPOSE OF PRESENTATION: Staff seeks approval of Current Expense Amendment 1-20.
BACKGROUND/SUMMARY: The Fiscal Year 2020 Approved Operating Budget included estimated category totals for FCPS' three charter schools. The actual line-item budgets developed by the charter schools were created after they received their official per-pupil allocations. This amendment adjusts MSDE categories to align with the actual budgets of the charter schools.

PURPOSE OF PRESENTATION: Staff is presenting the Capital Improvement Program (CIP) Project Status Report for information only.
BACKGROUND/SUMMARY: Attached for your information is a copy of the County requested “Capital Improvement Program (CIP) Project Status Report” for the quarter ending September 30, 2019.
This report provides information concerning the financial status for all projects currently active with the construction fund, and for projects that are completed but have a remaining budget balance. The document lists the projects in three categories – major projects (new schools, major renovations and additions), systemic renovation projects and closed projects. Details concerning an individual project are available upon request. Please note projects solely funded by the State are excluded from this report.

PURPOSE OF PRESENTATION:
This presentation will provide the Board of Education with information on the Frederick County Public Schools’ Student Voices Program, which started during the 2018-2019 School Year.
BACKGROUND/SUMMARY:
The Student Voices Program was officially established in August 2018. This program was designed to allow students an opportunity to learn about their peers in school communities across FCPS, by creating a community of belonging between staff and students within their individual schools. The program began with four high schools and two middle schools, and consists of one whole school day, two joint high school days, and one high school shadow day.
The program is currently in its second year, with four high schools and three middle schools participating in the 2019-2020 school year. By the end of this current school year, eight high schools and five middle schools will have participated in Student Voices. The goal is to facilitate the program in all FCPS’ middle and high schools over the next two years. Plans are being made to develop a similar program for FCPS’ elementary schools.
PROCESS STATEMENT:
During this presentation, presenters will share details on the 2018-2019 Student Voices Program, including comments from student and staff participants. A video will also be shared which includes background information on Student Voices, additional details on the program, and student interviews from the 2018-2019 school year. Presenters will be available for questions after the presentation.

Recognition of American Education Week and Adoption of Proclamation
BACKGROUND/SUMMARY:
During the week of November 18-22, 2019, school systems across the nation will celebrate the 98th annual American Education Week. This year’s theme is “Great Public Schools: A Basic Right and Our Responsibility.” This theme supports the Frederick County Public Schools Master Plan Goal to engage all sectors of the community in the education of our children. It is requested that the Board of Education of Frederick County recognize American Education Week in Frederick County Public Schools (FCPS) by adopting the following proclamation and inviting the citizens of Frederick to visit schools and support public education.

PURPOSE OF PRESENTATION:
Inform the Board and public about School Psychology Awareness Week: November 11-15, 2019.
BACKGROUND/SUMMARY:
During the week of November 11–15, 2019 schools throughout the country will celebrate National School Psychology Awareness Week to highlight the important work school psychologists and other educators do to help all students thrive. This year’s theme is "Find Your Focus” which highlights how taking a small positive action can create momentum for positive change. School psychologists are especially skilled in assisting students to find their focus and make a positive change that can lead to overall growth. School psychologists assist students, families and staff in finding resources, proactive and preventive skills, and positive connections necessary to unlock one's full potential to thrive in school and life. School psychologists also help students to set goals, identify action steps, communicate need, and engage in discussions to help create the connections necessary for them to develop critical academic and social emotional skills.
During this evening’s recognition, we will further highlight the work of school psychologists and the importance of the work they do each day for our students and staff.

PURPOSE OF PRESENTATION: To update the board on the initial findings from the systemic staffing workgroup.
BACKGROUND/SUMMARY: FCPS currently utilizes a two-tier equity-based staffing model to staff schools. In light of recent financial reporting requirements per Every Student Succeeds Act (ESSA) and to achieve the goals in the FCPS Strategic Plan, a systemic workgroup was formed to explore an improved iteration of the current staffing model.
PROCESS STATEMENT: A cross-departmental staffing workgroup was convened and a charge specified to evaluate the current FCPS staffing model, specifically considering the following areas: variables that may be added to the equity based formula, class size ratios at each level and across tiers, possible expansion to the number of tiers in the current model, priority administrative, instructional, and support positions that should be considered on an equitable basis, base program requirements, and fine-tuned enrollment bands. The workgroup participated in research, data analyses, and a review of legislation and national standards to propose adjustments and recommendations to the FCPS Board of Education. Budgetary analyses is included with the intent that items are prioritized and considered for the FCPS recommended budget.

PURPOSE OF PRESENTATION:
The Calendar Committee seeks feedback from the Board on the 2020-2021 academic school year draft calendar.
BACKGROUND/SUMMARY:
The Board of Education has charged the Calendar Committee with developing a 2020-2021 school year academic calendar. The Calendar Committee is comprised of FCPS staff, parents, a student member, PTSA, FASSE, FCASA and FCTA representatives.
PROCESS STATEMENT:
The FCPS Calendar Committee is a diverse committee representing a variety of stakeholder groups. The Board of Education sent out a FindOutFirst in July of 2019 advertising for parent and community representatives to serve on the committee. Applications were received and parent and community representatives were selected. The membership of the committee is a diverse cross-section of both community and FCPS stakeholders. In addition to the parent and community members selected to serve on the committee, community members always have the opportunity to offer feedback via the FCPS website and at Board of Education meetings.
