PURPOSE OF PRESENTATION:
The combined design development and construction documents (DD & CD) for the Oakdale Middle School (OMS) addition have been developed and are being presented for approval by the Board of Education of Frederick County (BOE). The DD/CD submission presentation (see backup 1) shows the site plan, building orientation, floor plans, proposed building elevations, and site and construction logistics plan for the addition.
BACKGROUND/SUMMARY:
OMS is located at 5810 Oakdale School Road in Ijamsville and opened in 2001. The original design of the school included a footprint for a future addition, which was approved by Frederick County Planning and Zoning Commission in May of 2000.
The educational specification for the OMS addition was developed to increase the capacity of the existing school by 298 students. The educational specification calls for 12 additional classrooms, 2 science classrooms, science prep room, administrative offices, and other required spaces. The addition will add about 21,000 SF to the existing building, which is consistent with the approved site plan. The common spaces in the original building (cafeteria, media center, and gymnasium) were designed with the future addition in mind and will not require any modifications. The addition will contain restrooms and the mechanical spaces required by code.
The OMS addition project has an accelerated schedule, and construction is scheduled to start in the summer of 2020 and be completed in the summer of 2021. A design build project delivery approach was proposed by FCPS staff and approved by the State IAC. The design builder for the project is Keller Construction Management (with Smolen EMR Ilkovitch Architects), and their selection was approved by the BOE on October 30, 2019.
The design of the project began in November 2019 and will continue through March 2020. Due to the accelerated design schedule, the staff and project team is presenting a combined DD/CD presentation to ensure the project bidding and construction timelines can be met.
This project will be funded locally, and the funding needed for this project has already been committed by the County. The schedule for this project is as follows:
The substantial completion date for construction is June 30, 2021 and new addition is expected to be open and occupied by students in August 2021. The project’s construction completion schedule is contingent upon receiving the necessary approvals, and the required permits from Frederick County.
Staff requests the BOE’s approval of the design development and construction documents. Once approved, the documents will be submitted to the State IAC for their review and approval.

PURPOSE OF PRESENTATION: To review the upcoming Quarterly Agenda.
BACKGROUND/SUMMARY: At the January 14, 2015 meeting, the Board voted to adopt the new quarterly agenda process and instituted a new process for submitting requests for future agenda items. The request form is attached.
PROCESS STATEMENT: To provide quarterly agendas that will be posted on Board Docs at each Board meeting. This process will enable the public and staff to plan for upcoming Board meetings. The quarterly agenda is a dynamic document that will be revised as needed to accommodate time sensitive business items and items requested using the form adopted for the Board.
The April - June 2020 Quarterly Agenda is attached for review and discussion. It will be submitted for Action Consent at the next Board meeting.

BACKGROUND/SUMMARY:
Youth Art Month: The Council for Art Education (CFAE) administers Youth Art Month at the national level. Festivities take place annually, traditionally each March, to celebrate visual arts for grades K – 12. The Youth Art Month Program emphasizes the value of art education for all children, encourages support for quality school art programs, and promotes art material safety. Youth Art Month also provides a forum for recognizing skills developed through visual arts experiences that are not possible in other curriculum subjects.
Music in our Schools Month: March has been officially designated by the National Association for Music Education (NAfME) for the observance of Music In Our Schools Month® (MIOSM®), the time of year when music education becomes the focus of schools across the nation. MIOSM began as a single statewide celebration in 1973, and has grown over the decades to encompass a day, then a week, and then in 1985 to become a month-long celebration of school music. The purpose of MIOSM is to raise awareness of the importance of music education for all children – and to remind citizens that school is where all children should have access to music. MIOSM is an opportunity for music teachers to bring their music programs to the attention of the school and the community, and to display the benefits that school music brings to students of all ages.
Theatre in Our Schools Month: Theatre in Our Schools (TIOS) is a celebration of theatre in our schools and schools in our theatres. Sponsored by the American Alliance for Theatre & Education (AATE) and the Educational Theatre Association (EdTA), the goals of TIOS are to raise public awareness of the impact of theatre education and draw attention to the need for more access to quality programs in and out of school for all students. While TIOS presentations and advocacy may happen anytime in schools, theatres, and other public spaces, AATE and EdTA will recognize and promote March as the official Theatre In Our Schools month.

PURPOSE OF PRESENTATION: March 21, 2020 worldwide is recognized as World Down Syndrome Day (WDSD). FCPS has partnered with Families Reaching, Influencing, Educating, & Networking for Down Syndrome (F.R.I.E.N.D.S.) to promote and foster awareness of Down Syndrome throughout Frederick County. This primarily has occurred through the creation of posters highlighting students with Down Syndrome, and distribution and display of them in all our schools and other buildings throughout our school system.
In order to promote inclusive opportunities for all students with Down Syndrome and recognize World Down Syndrome Day, representatives from FCPS Special Education Department Staff and F.R.I.E.N.D.S. will share a short video of a FCPS elementary student with Down Syndrome.
Staff also seek the Board’s recognition of March 21, 2020 as World Down Syndrome Day in Frederick County Public Schools.
BACKGROUND/SUMMARY: Down Syndrome is a naturally occurring chromosomal arrangement that has always been a part of the human condition, and is universally present across racial, gender or socio-economic lines. It affects approximately 1 in 800 live births, although there is considerable variation worldwide. Down Syndrome usually causes varying degrees of intellectual and physical disabilities and associated medical issues.
World Down Syndrome Day has been officially observed by the United Nations each year on March 21st. This year, March 21, 2020 marks the 15th anniversary of this observance. The date for WDSD, being the 21st day of the 3rd month, was selected to signify the uniqueness of the triplication (trisomy) of the 21st chromosome which causes Down Syndrome. The original idea was proposed by members of the European Down Syndrome Association and Down Syndrome International. The Secretary-General of the United Nations said when WDSD was first recognized, "On this day, let us reaffirm that persons with Down Syndrome are entitled to the full and effective enjoyment of all human rights and fundamental freedoms. Let us each do our part to enable children and persons with Down Syndrome to participate fully in the development and life of their societies on an equal basis with others. Let us build an inclusive society for all.”
To further commemorate the occasion of World Down Syndrome Day, people from all over the world wear fun socks and share pictures on social media. In FCPS, we encourage all to wear their fun socks on March 20, 2020, and share their pictures on social media at the hashtags #WDSDatFCPS and #LotsOfSocks.

Updates on Testimony:
SB 317 - Frederick County - Career Exploration and Development Activities – Coffee. The Senate passed this bill 47-0 on 3/5. It has now been referred to the House Ways and Means Committee with a hearing on 3/18, HB 309.
Senator Hough also presented SB 316 – Frederick County Board of Education – Vacancies and SB 744 – Frederick County – Board of Education – Compensation. These both passed 47-0 on 3/5, and hearings will be in front of the House Ways and Means Committee on 3/18, HB 410 and HB 909.
HB 1044 – Frederick county – Education – Apprentice Teachers. The hearing was on 3/6 in front of the House Ways and Means Committee. (Testimony is attached below.)
HB 1450 - Education – food Waste Grant Program – Established. The Ways and Means Committee hearing was on Mar. 6. (Testimony is attached below.)
HB 883 - Frederick County Board of Education - Student Member. The Ways and Means Committee hearing was on Feb.19. No current updates.
SB 1000/ HB 1300 – Blueprint for Maryland’s Future – Implementation. The House of Delegates debated HB 1300 on 3/6. Many amendments were offered; most were rejected. At about 10 pm, the bill passed on the Third Reading with a vote of 96-41, along party lines. It has now been referred to the Senate Committees on Education, Health, and Environmental Affairs (EHE), and Taxation.
