PURPOSE OF PRESENTATION: Staff seeks approval from the Board of Education of Frederick County (BOE) for the Guaranteed Maximum Price (GMP) proposal submitted by Keller Construction Management, the Design Builder for the Oakdale Middle School addition project.

 

BACKGROUND/SUMMARY:

Oakdale Middle School opened in 2002 and was designed with core facilities to support a future addition.  The footprint of this future addition was approved by the County during the site plan approval process for the original building.  The proposed addition is approximately 20,900 SF that includes new classrooms, science laboratories, and related spaces.  The addition will increase the SRC of Oakdale Middle School to 1073 students.

 

The BOE approved the award of the design build contract for Oakdale Middle School addition to Keller Construction Management on October 30, 2019.  Keller and their design partner Smolen Emr Ilkovich, began the design of the Oakdale Middle School addition in November 2019.  The schematic design documents were approved by the BOE on December 11, 2019.  The combined Design Development & Construction Documents were approved by BOE on March 11, 2019.

 

The bidding for this project took place in March and April.  After receiving competitive bids from the subcontractors, Keller has submitted a Guaranteed Maximum Price (GMP) Proposal (see back-up 1) for the addition project in the amount of $6,445,526.  This amount is well under the original budget $7.8 Million that was set for Keller during the RFP stage.

 

The construction for the addition is scheduled to start in June 2020, with a substantial completion date scheduled for June 30, 2021.

PURPOSE OF PRESENTATION

Staff seeks approval from the Board of Education of Frederick County (BOE) to accept funds up to $280,000 from the Maryland Department of the Environment to purchase replacement school buses designed to achieve greater reductions in diesel emissions. 

 

BACKGROUND/SUMMARY

The Diesel Emissions Reduction Act of 2010 authorizes the U.S. Environmental Protection Agency (EPA) to award rebates (grants) for projects that are designed to reduce emissions from diesel vehicles.  The Maryland Department of the Environment (MDE) has made those funds available to school districts in support of procuring new emission-efficient school buses. As part of the MDE program, FCPS will be provided $20,000 per bus that is scrapped or rendered permanently disabled according to EPA DERA standards. The funding will be issued toward the purchase price of new buses with 2010 EPA emission compliant engines. FCPS will provide the balance of the total cost for a new bus, and the required replacement funding is included in the FY 2021 budget request.

 

Staff recommends approval to accept the DERA grant funds.

BACKGROUND/SUMMARY: On Tuesday, May 19, 2020, the County Council approved the Frederick County Operating Budget for FY2021.  Approved in this budget was $7M above Maintenance of Effort (MOE) for FCPS.  The Council also approved one-time funding of $2M to support Chromebook replacement. The County will purchase Chromebooks and transfer the assets to FCPS for use in FY2021.

 

Today, the BOE is to consider the proposed changes to the FCPS FY2021 Operating Budget and take action to balance the budget.  Final approval of the FY2021 Operating Budget is scheduled for Wednesday, June 24, 2020.
