PURPOSE OF PRESENTATION: Staff will discuss issues around the Fiscal Year 2017 Operating Budget, including staffing, future technology needs, and current updates to the budget with the Board of Education of Frederick County.
BACKGROUND/SUMMARY: The Board of Education of Frederick County (BOE) submitted a $569.3 million requested budget to the County Executive on February 17, 2016. The request was $25.7 million above the required Maintenance of Effort (MOE) Funding required by the County Government.
County Executive Gardner informed the BOE of her preliminary intention to fund $6.0 million above MOE. Her final recommended budget is due to the County Council on Friday, April 15, 2016. At this time, the BOE will know the final allocation above MOE that is recommended. The County Council has until May 25, 2016 to finalize their Operating Budget, which includes the final allocation to the BOE for Fiscal Year 2017.
The State legislative session is scheduled to end on Monday, April 11, 2016. The State budget was finalized last week and includes the State Aid to Education called for under current law. This revenue was included in the FY2017 BOE Requested Budget. There are a few bills still outstanding that could have a fiscal effect to the BOE and they will be tracked closely in the final days of the session. Staff will give an update to the BOE of any known effects at the April 13, 2016 budget work session.
The presentation on April 13, 2016 will be presented in three parts. The first two parts will be updates, requested from the Board, on staffing and future technology infrastructure projects. The third part of the presentation will be an update on the Operating Budget.
