PURPOSE OF PRESENTATION: To continue the dialogue pertaining to Frederick County Public Schools' acquisition of funding to support the purchase of, and the infrastructure to maintain, electric school buses.

Electric school buses and statewide infrastructure to support electric vehicles constitute $4 million and $11 million of the Maryland Volkswagen Mitigation Proposal. Frederick County government has experience in purchasing and maintaining vehicles and infrastructure. Frederick County Public Schools level of interest in participating in this has yet to be determined.

BACKGROUND/SUMMARY: The Board members began their discussion on the potential for electric buses in our system at their October 11, 2017 Work session.

The potential savings from the use of electric buses in use by the county government and potential grants available was discussed at the Board of Education and Frederick County, Maryland County Council Joint Meeting on November 15, 2017 meeting.

The Maryland Volkswagen Mitigation Proposal is currently wrapping up listening sessions across the state, preparing for full implementation of $75.7 million dollars.

PURPOSE OF PRESENTATION: To continue the dialogue pertaining to limiting the waste trucked out of our county and finding ways for Frederick County Public Schools to participate in, and take advantage of, county initiatives in waste management.

BACKGROUND/SUMMARY: The Board members began their discussion on efficacy of composting in our schools at their September 27, 2017 Work session.

Items of discussion included:

• Solid Waste Steering Committee formation
• Systemic suggestions related to curriculum
• Public-private implementation partnerships
• Complications on site and over time
• Implications/impact of successful fulfillment of creating composting in schools that would want to participate
• Pilot program

The potential for composting was also discussed in a joint meeting of the Board of Education and the County Council on November 15, 2017.

On May 9, 2018 a pilot program from Urbana High School presented details of the amount of waste diverted from the landfill and into composting.

The County Executive introduced (July) and the County Council began discussing (August) the proposed legislation for Limited Food Waste Composting on agricultural land and the permitting process.

The Urbana feeder pattern is developing plans to educate students and collect food waste for composting.
